(1) Where the licensee contravenes any provision of these rules, the Central Licensing Authority may, after giving him an opportunity in writing, to show cause as to why such an order should not be made, by an order stating the reasons therefor, suspend for such period as he may be deemed proper, or cancel the test licence.

(2) Where the licensee is aggrieved by an order made by the Central Licensing Authority under sub-rule (1), he may, within thirty days of the receipt of the order, prefer an appeal to the Central Government and that the Central Government may, after such enquiry as it considers necessary and after affording an opportunity of 18 being heard, issue such order as it may deem proper.
