"143A. With effect from such dale as the President may, by notification, specify the Finance Commission constituted under section 186 of the Andaman and Nlcobar Islands (Panchayats) Regulation, 1994 shall also be the Finance Commission for the Union territory of Daman and Diu and shall make recommendations to the Administrator as to,—
(a) the principles which should govern,—
(i) the determination of ihe (axes, dudes, tolls and fees which may be assigned to or appropriated by, the Council;
(H) the Grants-in-aid to the Council.
(b) the measures needed to improve the financial position of the Council;
(c) any other matter referred to the Finance Commission by the Administrator in the interests- of sound finance of the Council".

37. After section 184 of the principal Regulation, the following sections shall be inserted, namely: — PIVJUT ation of development plan.
"184A. Every Council shall prepare every year a deveolpment plan and submit it to the District Planning Committee constituted under section 184B.
District 1 arming Comniitiee.
184B. (1) The Administrator shall constitute for all the Districts of the Union territory one District planning Committee to consolidate the plans prepared by the Panchayats and the Councils in the Union territory and to prepare a draft development plan for the Union territory as a whole.
(2) The District Planning Committee shall consist of,—
(a) the Development Commissioner who shall be the Chairperson of the Committee;

(b) three members, who shall have special knowledge or experience in planning, economic, financial and such other matters as may be prescribed, to be nominated by the Administrator; and
(c) fifteen members, who shall be elected by and from amongst, the elected members of the District Panchayai and of the Councils in the Union territory in proportion to the ratio between population of the rural areas and of the urban areas in the Union territory.
(3) The Committee shall perform such other functions as may be prescribed.
(4) The District Planning Committee shall, in preparing the draft development plan,—
(a) have regard to—
(i) matters of common interest between the Panchayats and the Councils including spatial plannng; sharing of water and other physical and natural resources, the integrated development of infrastructure and environmental conservation;
(H) the extent and type of available resources whether financial or otherwise;
(b) consult such institutions and organisations as the Administrator may by order, specify.
(5) The Chairperson of the Committee shall forward the draft development plan, as recommended by it, LO the Administrator.".
