(i) openly declared their objectives as the formation of an independent Manipur by secession of Manipur State from India;
(ii) been employing and engaging in armed means to achieve their aforesaid objective;
(iii) been attacking the Security Forces, the Police, Government employees and law-abiding citizens in Manipur;
(iv) been indulging in acts of intimidation, extortion and looting of civilian population for collection of funds for their Organisation;
(v) been making efforts to establish contacts with sources abroad for influencing public opinion and for securing their assistance by way of arms and training for the purpose of achieving their secessionist objective; and
(vi) been maintaining camps in neighboring countries for the purpose of sanctuary, training and clandestine procurement of arms and ammunition;
And Whereas, the unlawful and violent activities of Meitei Extremist Organisations includenra^iTRFnr : SOTIW 5
(i) Involvement in 202 violent incidents in the year 2011, 401 in 2012 and 99 upto 31st August, 2013;
(ii) Killing of 14 persons (including 2 security force personnel) in the year 2011, 16 persons (including 7 security force personnel) in the year 2012, and 7 persons (including 4 security force personnel) upto 31st August, 2013;
And Whereas, the Central Government is of the opinion that for the aforesaid reasons activities of the Meitei Extremist Organisations are detrimental to the sovereignty and integrity of India and that they are unlawful associations;
Now therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967),the Central Government hereby declares the Meitei Extremist Organisations, namely, the Peoples' Liberation Army generally known as PLA, and its political wing, the Revolutionary Peoples' Front (RPF), the United National Liberation Front (UNLF), the Peoples' Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the "Red Army", the Kangleipak Communist Party (KCP) and its armed wing, also called the "Red Army" , the Kanglei Yaol Kanba Lup (KYKL), CorCom(conglomerate of six valley-based UG outfits) and the Manipur Peoples' Liberation Front (MPLF) along with all their factions, wings and front organizations, as unlawful associations;
And Whereas, the Central Government is also of the opinion that if the unlawful activities of the Meitei Extremist Organisations are not curbed and controlled immediately, they will take the opportunity of-
(i) mobilizing their cadres for escalating their secessionist, subversive, terrorist and violent activities;
(ii) propagating anti-national activities in collusion with forces inimical to sovereignty and integrity of India;
(iii) indulging in increased killings of civilians and targeting of the police and security force personnel;
(iv) procuring and inducting more illegal arms and ammunitions from acros$ the international border;

(v) extorting and collecting huge funds from the public for their unlawful activities;
And Whereas, the Central Government is further of the opinion that having regard to the activities of Meitei Extremist Organisations mentioned above, it is necessary to declare the Meitei Extremist Organizations viz. Peoples' Liberation army, generally known as the PLA, and its political wing, the Revolutionary Peoples' Front (RPF), the United National Liberation Front (UNLF), the Peoples' Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the "Red Army", the Kangleipak Communist Party (KCP) and its armed wing, also called the "Red Army", the kanglei Yaol Kanba Lup (KYKL), CorCom (conglomerate of six valley-based UG outfits) and the Manipur Peoples' Liberation Front (MPLF) along with all their factions, wings and front organizations as 'unlawful associations' with immediate effect; and accordingly, in exercise of the powers conferred by the proviso to sub-section (3) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967), the Central Government hereby directs that this notification shall, subject to any order that may be made under section 4 of the said Act, have effect from the date of its publication in the Official Gazette.
