M [nrn I I - w ^ 3(ii)] ">ws\ ^r "u^ra : sraiynr And whereas, the All Tripura Tiger Force (hereinafter referred to as the ATTF) has, as its professed aim, the formation of a separate nation of seven sisters comprising Tripura, Assam, Manipur, Mizoram, Nagaland, Meghalaya and Arunachal Pradesh resulting in bringing about the secession of the said States from India, in alliance with other armed secessionist organizations of the North East region and to carry on armed struggle for separation of these States from india and thereby secession of these States from India;
And whereas, the Central Government is of the opinion that the NLFT and the ATTF have been —
(i) engaging in subversive and violent activities, thereby undermining the authority of the Government and spreading terror and violence among the people for achieving their objectives;
(ii) maintaining close nexus with other unlawful associations of North East with the aim of mobilising their support;
(iii) in pursuance of their aims and objectives in recent past, engaging in violent and unlawful activities which are prejudicial to the sovereignty and integrity of india;
And whereas, the Central Government is also of the opinion that their violent and unlawful activities include,—
(a) killing of civilians and personnel belonghg to the Police and security forces;
(b) extortion of funds from the public including businessmen and traders in Tripura;
(c) establishing and maintaining camps in neighboring countries for the purpose of safe sanctuary, training, procurement of arms and ammunitions, etc,
(d) causing and fomenting communal clashes between the Tribal and non-tribai communities in Tripura;
And whereas, the Central Government is also of the opinion that the aforesaid activities of the NLFT and the ATTF are detrimental to the sovereignty and integrity of India and that they are unlawful associations;
And whereas, the Central Government is also of the opinion that if there is no immediate curb and control of the NLFT and the ATTF they will take the opportunity to,—
(i) mobilise their cadres for escalating their secessionist, subversive, and violent activities;
(ii) propagate anti-national activities in collusion with forces inimical to India's sovereignty and national integrity;
(iii) indulge in killings of civilians and targeting of the Police and Security Forces personnel;
(iv) procure and induct illegal arms and ammunitions from across the international border;
(v) extort and collect huge funds from the public for their unlawful activities;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967), hereinafter referred to as the said Act, the Central Government hereby declares the National Liberation Front of Tripura (NLFT) aiong with aii its factions, wings and front organisations and the Ali Tripura Tiger Force (ATTF) along with ali its factions, wings and front organisations as unlawful associations;
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] The Central Government, having regard to the above circumstances, is of further opinion that it is necessary to declare the NLFT and the ATTF alongwith all their factions, wings and front organisations as unlawful associations with immediate effect; and accordingly in exercise of the powers conferred by the proviso to sub-section (3) of section 3 of the said Act, the Central Government hereby directs that this notification shall, subject to any order that may be made under section 4 of the said Act, have effect from the date of its publication in the Official Gazette.
