DRAFTRECIPROCAL COMMON TRANSPORT AGREEMENT AMONG THE fToVFRNMFNTS OF DELHI. HARYANA. RAJASTHAN AND UTTAR PRADESH ' This draft agreement is made on this day o f_ 2008 among tne President of India acting through Secretary-cum-Cbmmissioner (Transport) Government of National Capital Territory of Delhi (hereinafter referred to as N.C.T. of De(hi), Haryana. Rajasthan and U.P. (which expression shal! include their successor/assigns in office) ' .
Whereas in the interest of facilitating development of an effective National Capita! Region (NCR) comprising parts of adjoining States to NCT i.e. Rajasthar;. U.P. & Haryana as defined in the Para 2.1 of Regional Plan - 2021 and is at Annexure-I. there is dire need for unrestricted1 and seamless2 movement of interstate traffic in the National Capital Region i.e among these States by a reciprocal common agreement. Whereas, it is expedient in view of the rapid economic development and environment of the Nationa^ Capital Region to encourage unrestricted and seamless movement of interstate traffic of the passengers and goods in the NCR and to regulate, coordinate and control their operations, it is necessary to make a reciprocal common agreement among and through the constituent States of NCR I.e. NCT of Delhi. Haryana. Rajasthan and U.P.;
And whereas the parties hereto agr&e that this agreement supersedes all :hc previous agreements on the subject entered into between them or among them for NCR. This Agreement shall have an overriding effect over al; the other Agreements hereby applicable to NCR in this regard.
NOW THIS DEED WITNESSES and tne parties hereby mutually agree as follows:- 1 This agreement shall come into force wrth immediate effect. The Court orders/directions specific to the movements of vehicle in an area will have to be obeyed^.
2. Contract Carriage Permits fi) Motor CahTaxi Permits (Non-Temporary Permits):

a) National Capital Territory of Delhi {1.463 sq. kms.j. This accounts for
4.41% ot the total area of NCR.
b) Haryana Sub region comprising of Tandabad, Gurgaon. Rohtak, Sonepat, Rewari. Jhajjar, Mewat and Panipat districts. This accounts tor 30.33% (13,413 sq. kms.) of the area ot the State and 39.95% of the area of NCR.
c) Rajasthan Sub-region comprising of Alwar district. The area is 2.29% (7,829 sq. Kms.) of the total area of the State and 23.32% of the area of NCR d) Uttar Pradesh Sub-regior comprising of five districts namely, Meerut.
Ghaziabad. Gautam Buddha Nagai, Bulandshahr and Baghpat. This accounts for 4.50% (10.353 sq. kms.) of the area of the State and 32.32% of the area of NCR.
Thus, the total area of NCR is 33.578 sq. kms. as indicated in the Map 2.1 National Capital Region Regional Plan-2021: Constituent Areas.
