DEPARTMENT 01<' FOOD SAFETY NOTIFICATION Delhi, the 5th December, 2014 No. F.7(190)12/DoFS/Admin/8973-112,-lnexercise of the powers conferred by the proviso to article 309 of 1he Constitution of India read with Government of India, Ministry of Home Affairs Notification F.27/59-Him(i), dated 13th July, 1959, and in supersession of the notification No. f.2(15)/78-S.ll, dated the 4th May, 1978 regarding the recruitment rules, in so far as they relates to the post of Chemist in the Department of Food Safety, except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, wilh the prior approval of the Union Public Service Commission, is pleasedto frame following rules regulating the method of recruitment to the post of Chemist in the Department of Food Safety, Government of National Capital Territory of Delhi, namely:-
1. Short title and commcnccmcnt.-(i) These rules may be called the Department of food Safety, Chemist Recruitment Rules, 2014.
(ii) They shall come in force on the date of their publication in the Official Gazette.

2. Number of Posts, Classification and Scale of Pay.- The number of post, their classification and Pay band, Grade pay/scale of pay attached thereto shall be as specified in column 2 to 4 of the Schedule annexed to the these rules.
J. Method of Recruitment, Age Limit, Qualification, etc.-The method of recruitment of the said post, age limit, qualifications and other matter relating thereto shall be as specified in columns 5 to 13 of the said Schedule.
4. Disqualifications. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse Ii ving, or
(b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.
5. Power to Relax. - Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or ·-?----·-· _1._• _ l,aH;):;VIJ UJ JJ'-'l?VIJ.O:,, ..
6. Governor' u! lht National Capital Territory of Delhi hereby directs collection of statistics on manufacturing and related activities through a statistical survey, hereinafter referred to as "the Annual Survey of Industries 2013-14 (state samples)" as per the details mentioned in the Schedule-I given below.

The Hon'ble Lieutenant Governor further appoints the person as [also his/her successor in office] mentioned in Schedule-II given below, as Statistics Officer for the Annual Survey of Industries 20 l 3- l4 (state samples) in respect of geographical units mentioned thereof with reference to the aforesaid direction.
3. The persons authorized by the concerned Statistics Officer would be engaged in the jurisdiction of the Statistics Officer for verification of information furnished by each informant, for inspecting relevant records. and for seeking clarifications, as may be necessary. Each person would carry a photo identity card or a letter of authorization issued by the concerned Statistics Officer.
4. The statistics collected in Part-I and Part-II in respect of the Annual Survey of Industries 2013-14 furnished by the informants, after due verification and scrutiny, will be processed by officials working at the Office of the Directorate of Economics and Statistics, Government of National Capital Territory of Delhi.
5. All the persons engaged in any activity in respect of Annual Survey of Industries 2013-1? (state samples) are governed by the provisions under the Collection of Statistics Act, 2008 (7 of 2009) and the Collection of Statistics Rules, 2011.
SCHIWULE-l
1.. Subject ·and purpose for· collection of Statistics : - Statistics relating to the growth, composition and structure of organized manufacturing sector comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage is collected through Annual Survey of Industries 2013-14.
2. Geographical area for collection of Statistics: - The Annual Survey of Industries 2013-14 will be conducted in the whole of National Capital Territory of Delhi, under the Collection of Statistics Act, 2008.
3. Method of data collection :- A notice will be issued by the Statistics Officer to the informants under his jurisdiction, indicating therein the date by which, the officer or office to whom, the unit or units for which, and the formats in which information is required to t e furnished. The Statistics Officer may permit an informant to file the prescribed information in electronic form, subject to such other conditions that he may specify in the notice.
4. Nature of informants from whom data may be collected :- The owner or occupier of a unit [i.e., a factory or an electricity or gas or water supply undertaking or an establishment registered under the Beedi and Cigar Workers (Conditionsof Employment)Act, 1966], who would be issued notice by the Statistics Officer, shall furnish information about the unit.
5. The Statistics Offi?ermay require such owner or occupier to furnish consolidated information in respect of two or more units under single management in case information is not separately available for individual units and subject to such other conditions, as he may specify, in the notice.

6. Period during which collection of Statistics may be completed: - The date for submission of information by each informant would be mentioned in the notice and it would generally fall during November, 2014 to June, 2015.
7. Reference Period: - Information is required to be furnished for the financial year commencing from 1st April 2013 and ending on 31st March 2014 or for the accounting year of a unit ending on any date between 1st April 2013 and on 31st March 2014.
8. Nature of information to be collected: - The information required has two parts. Part-I relates lo information on assets and liabilities, employment and labour cost, receipts, expenses, input items - indigenous and imported, products and by-products, distributive expenses etc. Part-II relates to information on different aspects'of labour statistics, namely, working days, mandays worked, absenteeism, labour turnover, man-hours worked, earning and social security benefits.
9. Language in which information is to be furnished by informant: - Every informant shall furnish information in the prescribed format either in Hindi or in English.
10. Obligation of informant: - The owner or occupier of a unit shall furnish information in the manner and by the date mentioned in the notice received by him from the Statistics Officer. He should also furnish relevant records for inspection, and answer questions in relation to the information sought, as may be required by the Statistics Officer or a person authorized by him.
11. Nature of business records and other records which may be inspected: - Business records of a unit, such as balance sheet, profit and Joss account, muster rolls, attendance register, labour register, pay rolls, Director's report or any other iegai document in support of the information furnished by the unil may be inspected by the Statistics Officer UI a }.JVJ.?UU authorized by !1:1u.
