2. Definitions.-•(l) lr> thts rules, unless the context otherwise requii
(a) "Act" -means the Delhi Industrial Development, Operation Maintenance Act, 20:10 (Delhi Act 08 of 2010);

(g)"tiser" means any establishment, factory or prehlises located within theIndUstrial area using services such as construction or maintenance of roads,, drainage,, operation and maintenance of Common Effluent ireatnient Plants (CETPs) and such other servicesnd amenities • • • services, and a • may be provided by the Corporation.
(2)Words•and expressions used in these rules and not defined but defincd." in the Act shalt haVe the 'meanings respectiVely assigned to them in the Act.
CHAPTER —II FUNCTIONS
3. Time frame for transfer of all industrial estates / areas to the Corporation under sub-clause (a) of clauSe (ii) of 'section 4 of Act.- (1) All the industvial areas / estates L and flatted factories compleXes which are' presently with the MUniCipal Corporation of pelhi , Delhi Development Authority and the Industries Depar meat shall stand transferred to the 'Corporation with effect froth the d to of publication of these Riles in the official Gazette for the purp se of securing • and assisting m the rapid and orderly; establishmen and organisation of industries in industrial areas / estates and att•d factories complexes and for their operation and ma1ritenanc management under the Act.

4. I"unctions to be performed by the Corporation under sub-Cla se

CHAPTER - HI ALLOTMENT OF DEVELOPED PLOTS , FACTORY SHEDS, BUILDINGS OR PARTS OF BUILDINGS, RESIDENTIAL TENEMENTS 'I/
5. 8. Levy of fees and charges for providing services under section 6 of the Act.- (1) The users of the services such as construction, maintenance of roads, drainage, operation and maintenance of Common Effluent Treatment Plants (CETPs) and suit other services and amenities as may be provided by the Corporation, shall be required to pay part of the • expenditure incurred on the operation and Maintenance as may be fixed by the Corporation. Each industrial area / industrial estate / flatted factories complex shall be considered as a separate cost centre for the purpdses of service charges. . The Corporation shall levy'and collect from each user the 'apportioned share of;fee and charges payable byhim.> The marmet of calculation of the share of fee and charges among the usershall be in accordance with the formula given in Schedule -- 1.
(2)The users of Common EfTluent Treatment Plants (CBTPs) shall have to pay proportionate share of their respective contribiltion worked out as per the formula given in Common Effluent Treatment Plant Act 2000 and the Common Effluent Treatment Plant. Rules 2001 made thereunder.
(3) The users of any future Common Effluent Treatment Plant built IT the Corporation in any industrial area, industrial estate, flatted factoria• complex or any area operated tartd maintained by the Corporation width the Act shall have to pay proportionate share of their respective contribution worked out as per formula given in Rule 8(2) above.
(4) Users of only those Industrial areas, shall have to pay for operation and maintenance of Common Effluent Treatment 'Plant (s) where operation and maintenance of Coalition Effluent Treatment Plante is entrusted to'the Corporation.
(5) Users of industrial areas where operation and maintenance oi• Common Effluent Treatment Plant is with the Common Effluen! Treatment Plant Society, shall continue to pay to the respective Society towards the cost of operation and maintenance of Common EfflueLl Treatment Plant. • .
(6) The manner of collection of the share of fee and charges.- The collection Of'the 'share- of fee, acrd charges shall' be made in the following • manner:- •
(i) . =The corporation shall issue demand later,to the: users directly agency / association of Industrial plot hOldeis' norninatedby:the'Corpotation.
(ii) The .users to whom, the . demand letter has been, served shall deposit dues with the Corporation and / or the agency / association of 'industrial plot holders; nominated by the Corpdration within the specified period. ' •
(iii) In the:'&\:Tent of failure or refusal to pay the apportionea fee by the' user, the Corporation may initiate recovery proceedings againtt such was for recovery of fee and. charges alongwith interest at 'such, rate. as the Government''may fpd from time to time as arrears DT land tevenue under section fl tOlthe Act
9. Citation :Of Industrial Thevelopnapnt, Operation and' maintenance: Fund- tinder section S' of the Act - (1)' The Corpotaticifr shall gopen and operate a separate account(s)' in respect of each Industrial are‘ / flatted factories complex in any of the sched uled bank an d all rec F uei ndpts' s un shall der the `Industrial Development, Operation, and Maintenance be deposited in the said account(0. All expenses mentioned under rule below shall be met by the Corporation from this /, these account(s).
(2)The components of industrial development', 1 ' operation and maintenance fund under Clause (d) and (e) sub-sectioft(1) of section 8 of the Act shall bp as under

12. Maintaining of accounts.- (1) For the purpose of this Act, the accounts' of the Corporation:shall be prePared and maintained in the system as. on time being` followed by the Corporation:.• . ,

CHAPTER V •UNUTILIZED SURPLUS LANDS' IN. INDUSTRIAL AREAS
14.
