Section 29: Refund of Fees

The appellate authority may make such order as to the refund of the fee as appears to it just and equitable.

16 [30. Registering Authority.-

(1) the Registering Authority shall be any officer appointed/empowered by the commissioner.

(2) For the purpose of registration of non-transport vehicles on first sale under sub-sections

(3), (5) and (6) of Section 41 of the Act from a dealer holding valid trade certificate, the Commissioner may empower as Registering Authority, subject to terms & conditions that may be specified from time to time, any person who has sufficient administrative experience, and is in the regular employment of the manufacturer of such vehicles or of the dealer as aforesaid.]

17 [30-A Form of Certificate of Registration of vehicles.- The Certificates of Registration for all categories of motor vehicles registered in Delhi on or after the commencement of the Delhi Motor Vehicles (Amendment) Rules, 2004 shall be issued in Form 23A only:

Provided that all categories of motor vehicles registered in Delhi prior to the commencement of the Delhi Motor Vehicles (Amendment) Rules, 2004 shall also have to possess a Certificate of Registration in Form 23A within a period of two years from the date of such commencement.]

31. Issue /Renewal of certificate of fitness- 18 [(1) When a transport vehicle is produced for the issue/renewal of the certificate of fitness after the expiry of validity of last certificate of fitness and no intimation is given regarding its non-use by the owner of the vehicle by surrender of its registration certificate to the registering authority, the vehicle shall not be deemed to be validly registered under section 40 and in addition to fresh registration fee, a late fee @ Rs.10/- (Rupees Ten Only) per day shall also be paid for the first fifteen days and thereafter Rs 20/- (Rupees Twenty Only) per day shall be paid by the Vehicle owner before the issue /renewal of the certificate of fitness under Sec.56 of the Act.]

(2)At the time of the issue/ renewal of registration certificate or certificate of fitness, the vehicle owner shall submit a proof of residence as given under rule 4 of the Central Motor Vehicles Rules, 1989.
