(1) The Administrator may declare any place to be a warehouse wherein it shall be the duty of the owner to deposit all such poppy straw as is legally imported inter-State and is intended for export inter-State or export from India. The order declaring a place to be a warehouse shall specify the arrangement for safe custody of such poppy straw warehouse and the conditions for the removal of the same for export inter-State or export from India.
(2) The Administrator may prescribe the rate of fees to be levied for such warehousing and the manner in which and the period after which the poppy straw warehouse shall be disposed of in the default of payment of fees.
