Section 33: Candidates with quota elected

If at die end of any count or at the end of the transfer of any-. j^ parcel or sub-parcel of an excluded candidate the value of ballot papers credited to a candidate is equal to, or greater than the quota, that candidate shall be declared elected.?~ ^
