On the issue of a notification in^er rule 12, the returning officer for the \^ ward shall give public notice of the intended election in Form -1. inviting nominations of candidates for such > election and specifying the place at which the nomination papers are to be delivered, which shall subject to r^any directions of the Director, be published in such manner as the Returning Officer thinks fit
