(1) In these rules, unless the context otherwise requires,—
(a)'Act* means die Delhi Sikh Gurdwaras Act 1971 (82 of 1971);
(b)'agent* means any person appointed in writing by a candidate at an election to be his agent for the purposes of these rules, with die acceptance in writing by such person of the office of such agent, whether as election agent, polling agent, counting agent;
(c)'ballot box' includes any box, bag or other receptacle used for the insertion of ballot paper by voters;

(d)'counterfoil' means the counterfoil attached to a ballot paper printed under the: '- provisions of these rules;f \
(e)'Director* means the Director Gurdwara Elections' appointed under section 13 off t the Delhi Sikh Gurdwaras Act 1971;
C^(f)'election 'means an election to fill a seat or seats of die Committee from ward (s);~ r>(g)"Election Officer" means an officer appointed as such for the purposes of these^ roles by the Administrator;t^.-
(h) 'elector* in relation to a ward, means a person whose name is entered in thef electoral roll of that ward for the time being in force;-f V
(i) 'electoral roll number* of a person means—g--^ M
(i) the serial number ofthe entry in the electoral roll in respect of that person;.-1 %
(ii) the serial number ofthe part ofthe electoral roll in which such entry^' ^ occurs; and^^ ^
(iii) the number and name ofthe ward to which the electoral roll relates;L^\
(j) 'form' means a form appended to these rules and includes, a translation tirereof in*; "| Punjabi inGurmukhi script;^^^ 0c) "marked copy ofthe electoral roll' means the copy ofthe electoral roll set apart for- S the purpose of marking the names of electors to whom ballot papers are issued atd \ • an election;( / 0) 'member' means member ofthe Committee;'
(m) "polling station'in relation to an election, means tire place fixed for taking the poll at that election;C^^
(n) "public holiday" means any day which is a public holiday for the purposes of<t"^^ section 25 of the Negotiable Instruments Act, 1881 (26 of 1881) or any day^*^ which is notified by the Administrator to be a holiday for the offices of the Delhi^ ) Administration;$ '^
(o) "Returning Officer* in relation to a ward, means the Returning Officer of that-1^%.
ward and includes any Assistant Returning Officer performing any function he isi^^1^ authorised to perform;^-^^
(p) 'section'means a section ofthe Act;• .
(q) "ward" means a ward as delimited under section 6.^ c

(2)For the purposes of these rules, a person who is unable to write his name shall, unless otherwise expressly provided in these rules, be deemed to have signed an instrument or other paper if;—
(a)he has placed a mark on such instrument or other paper in the presence of the returning officer or the presiding officer or such other officer as may be specified in this behalf by the Director, and
(b)such officer on being satisfied as to his identity has attested the mark as being the r^.mark of that person.
(3)Any requirement under these rules that a notification, order, declaration, notice or list issued or made by any authority shall be published in the official Gazette shall, unless otherwise expressly provided in these rules, be construed as a requirement that it shall be published in the Delhi Gazette.
(4)The General Clauses Act, 1897 (10 of 1897) shall apply for the interpretation of these rules as it applies for the interpretation of an Act of Parliament PARTD Superintendence of Election and Administrative Machinery
