13. Securing the Verification Report.—The Exporter shall obtain verification report from the officer-in-charge of the importing unit and furnish it to the authority who issued the export permit, within 90 days for the North-Eastern states and within 60 days for other states from the expiry of period of permit. If the exporter fails to do so, the leviable duty on the foreign liquor exported shall be recovered from the deposits made, bank guarantee furnished or the security bond executed in accordance with sub-rule (4) of rule 12, this shall be in addition to any other penalty which may be imposed under rule 19:
Provided that in case the verification report is submitted after the stipulated 90 days for North-Eastern states and 60 days for other states, the recovered duty shall be refunded after due verification to the exporter. In case the consignment is seized midway by any authority and it does not reach the destination, the leviable duty shall not be recovered:
Provided further that if the foreign liquor is exported to another country, the licensee exporting the liquor shall furnish documentary evidence that the consignment has actually left the country.”.

Provided that there shall be no allowance of transit wastage on spirit received from a distillery to a warehouse situated within the premises of the same distillery or warehouse receiving liquor within warehouse premises by actual measurement. But where a tanker transport spirit from Distilleries for two or more warehouses, the transit loss shall be accounted for at the last warehouse on the total quantity which was transported from the distillery at a time in a single consignment: .
Provided further that the Excise Commissioner may reduce the above scale for any warehouse.”.
