और, राष्ट्रीर् चंबल वन्र्िीव अभर्ारण्र् के चारों ओर के क्षेत्र को, जिसका जवस्ट्तार और सीमाएं इस अजधसूचना के पैरा 1 में जवजनर्िाष्ट हैं, पर्ाावरण की िजृष्ट से पाररजस्ट्थजतकी संवेिी िोन के रूप में सुरजक्षत और संरजक्षत करना तथा उि पाररजस्ट्थजतकी संवेिी िोन में उद्योग र्ा उद्योगों के वगों के प्रचालन तथा प्रसंस्ट्करण को प्रजतजिद्ध करना आवश्र्क ह;ै और, उपर्ुाि प्रारुप आजधसूचना 545 दिनों में पूरी हुई और पर्ाावरण (संरक्षण) जनर्म, 1986 के जनर्म

(5) के उप-जनर्म (4) के अधीन अंजतम अजधसूचना के प्रकािन की प्रित्त िजिर्ों के जलए सक्षम प्राजधकारी का अनुमोिन दकर्ा गर्ा। अतः, अब, केन्रीर् सरकार, पर्ाावरण (संरक्षण) अजधजनर्म, 1986 के जनर्म 5 के उपजनर्म (4) के साथ परठत पर्ाावरण (संरक्षण) अजधजनर्म, 1986 (1986 का 29) (जिसे इसमें इसके पश्चात ्इस अकिसूचना में पर्ाावरण अजधजनर्म कहााँ गर्ा ह)ै की धारा 3 की उपधारा (1) तथा उपधारा (2) के खंड (v) और खंड (xiv) और उपधारा

(3)द्वारा प्रित्त िजिर्ों का प्रर्ोग करत ेहुए, उत्तर प्रिेि राज्र् में आगरा जिल ेमें सीमाओं के चारों ओर िनू्र् से 1.0 दकलोमीटर तक जवस्ट्ताररत क्षेत्र को राष्ट्रीर् चंबल वन्र्िीव अभर्ारण्र् पाररजस्ट्थजतकी संवेिी िोन (जिसे इसमें इसके पश् चात् इस अकिसूचना में पाररजस्ट्थजतकी संवेिी िोन कहा गर्ा ह)ै के रूप में अजधसूजचत करती ह,ै िनजहत में, उि जनर्मों के जनर्म 5 के उप-जनर्म (3) के खंड (क) के अधीन सूचना की आवश्र्कता के जबना; जिसका जववरण जनम्नानुसार ह,ै अथाात:्-

1. पाररजस्ट्थजतकी संविेी िोन का जवस्ट्तार और सीमा.- (1) पाररजस्ट्थजतकी संवेिी िोन का जवस्ट्तार उत्तर प्रििे राज्र् में राष्ट्रीर् चंबल वन्र्िीव अभर्ारण्र् की सीमा के चारों ओर िून्र् से 1.0 दकलोमीटर तक जवस्ट्तृत ह ै और पाररजस्ट्थजतकी संवेिी िोन का क्षेत्रफल 178.98 वगा दकलोमीटर ह।ै (मध्र् प्रििे की अतंरराज्र्ीर् सीमा को छूने के कारण पाररजस्ट्थजतकी संवेिी िोन का जवस्ट्तार िून्र् ह)ै

(2) राष्ट्रीर् चंबल वन्र्िीव अभर्ारण्र् और इसके पाररजस्ट्थजतकी संवेिी िोन की सीमा का जववरण उपाबधं-I के रुप में संलग्न ह।ै

(3) राष्ट्रीर् चंबल वन्र्िीव अभर्ारण्र् के पाररकथथक की संवेदी जोन का मानकचत्र उसकी सीमाओं के ब्यौरे था अक्ांशों और देशां रो के साथ उपाबधं-II क, उपाबधं-II ख, उपाबधं-II ग, उपाबधं-II घ और उपाबधं-II ङ के रुप में संलग्न ह।ै

(4) पाररजस्ट्थजतकी संवेिी िोन और राष्ट्रीर् चंबल वन्र्िीव अभर्ारण्र् की सीमा के भू-जनिेिांकों की सूची उपाबधं- III के सारणी क और ख में िी गई ह।ै

(5) मुख्र् मबंिओुं के भू-जनिेिांकों के साथ पाररजस्ट्थजतकी संवेिी िोन के अंतगात आने वाल ेग्रामों की सूची उपाबधं-IV के रूप में संलग्न हैं ।

2. पाररजस्ट्थजतकी सवंिेी िोन के जलए आचंजलक महार्ोिना.– (1) राज्र् सरकार, पाररजस्ट्थजतकी संवेिी िोन के प्रर्ोिनों के जलए, रािपत्र में इस अजधसूचना के प्रकािन की तारीख से िो विा की अवजध के भीतर, स्ट्थानीर् व्यजिर्ों के परामिा से और इस अजधसूचना में दिए गए अनुबंधों का पालन करत ेहुए, राज्र् सरकार के सक्षम प्राजधकारी के अनुमोिनाथा एक आंचजलक महार्ोिना बनारे्गी। 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

(2) राज् र् सरकार द्वारा पाररजस्ट्थजतकी संवेिी िोन के जलए आचंजलक महार्ोिना ऐसी रीजत से िो इस अजधसूचना में जवजनर्िाष् ट दकए गए हों के अनसुार तथा सुसंगत कें रीर् और राज् र् जवजधर्ों के अनुरूप तथा कें रीर् सरकार द्वारा िारी मागाजनिेिों, र्दि कोई हों, द्वारा तैर्ार होगी ।

(3) आंचजलक महार्ोिना, उि र्ोिना में पाररजस्ट्थजतकी और पर्ाावरण संबंधी सरोकारों को समाकजलत करने के जलए राज् र् सरकार के जनम्नजलजखत जवभागों के परामिा स ेतैर्ार होगी, अथाात:्-

(i) पर्ाावरण;

(ii) वन और वन्र्िीव;

(iii) कृजि;

(iv) रािस्ट्व;

(v) िहरी जवकास;

(vi) पर्ाटन;

(vii) ग्रामीण जवकास;

(viii) मसंचाई और बाढ़ जनर्ंत्रण;

(ix) नगरपाजलका;

(x) पंचार्ती राि; और

(xi) लोक जनमााण जवभाग।

(4) आंचजलक महार्ोिना अनुमोदित जवद्यमान भू-उपर्ोग, अवसंरचना और दक्रर्ाकलापों पर कोई जनबंधन अजधरोजपत नहीं करेगी िब तक इस अजधसूचना में जवजनर्िाष्ट न हो, तथा आचंजलक महार्ोिना में सभी अवसंरचनाओं और दक्रर्ाकलापों में िो अजधक िक्षता और पाररजस्ट्थजतकी-अनुकूल हों का संवधान करेगी ।

(5) आंचजलक महार्ोिना में अनाच्छादित क्षेत्रों की पुनः बहाली, जवद्यमान िल जनकार्ों के संरक्षण, आवाह क्षेत्रों के प्रबंधन, िल-संभरों के प्रबंधन, भू-िल के प्रबंधन, मृिा और नमी के संरक्षण, स्ट्थानीर् समुिार्ों की आवश्र्कताओं तथा पाररजस्ट्थजतकी और पर्ाावरण के ऐसे अन्र् पहलुओं की व्यवस्ट्था की िाएगी जिन पर ध्र्ान दिर्ा िाना आवश्र्क ह।ै

(6) आंचजलक महार्ोिना में सभी जवद्यमान पूिा स्ट् थलों, ग्रामों और िहरी बजस्ट्तर्ों, वनों के प्रकार और दकस्ट् मों, कृजि के्षत्रों, ऊपिाऊ भूजम, उद्यानों और उद्यानों की तरह के हररत क्षेत्रों, उद्यान कृजि क्षेत्रों, बगीचों, झीलों और अन्र् िल जनकार्ों का अभ्र्ंकन करेगी और इस में जवद्यमान और प्रस्ट्ताजवत भू- उपर्ोग की जविेिताओं का ब्र्ौरा िेने वाल े अनुसमर्थात मानजचत्र भी दिए िाएंगे।

(7) आंचजलक महार्ोिना पाररजस्ट्थजतकी संवेिी िोन में जवकास को जवजनर्जमत करेगी और सारणी में सूचीबद्ध पैरा- 4 में प्रजतजिद्ध और जवजनर्जमत दक्रर्ाकलापों का अनुपालन करेगी और स्ट्थानीर् समुिार्ों की िीजवका को सुरजक्षत करने के जलए पाररजस्ट्थजतकी अनुकूल जवकास को सुजनजश्चत और उसकी अजभवृजद्ध भी करेगी।

(8) आंचजलक महार्ोिना, प्रािेजिक जवकास र्ोिना की सह-जवस्ट्तारी होगी ।

(9) इस प्रकार अनुमोदित आंचजलक महार्ोिना इस अजधसूचना के उपबंधों के अनुसार मानीटरी के अपने कार्ों को करने के जलए एक संिभा िस्ट्तावेि तैर्ार करेगी ।

3. राज्र् सरकार द्वारा दकए िान ेवाल ेउपार्.- राज्र् सरकार इस अजधसूचना के उपबंधों को प्रभावी बनाने के जलए जनम्नजलजखत उपार् करेगी, अथाात्:-

(1) भू-उपर्ोग.– (क) पाररजस्ट्थजतकी संवेिी िोन में वनों, उद्यान कृजि क्षेत्रों, कृजि क्षेत्रों, मनोरंिन के प्रर्ोिनों के जलए जचजन्हत दकए गए उद्यानों और खुल ेस्ट्थानों का वाजणजज्र्क र्ा आवासीर् र्ा औद्योजगक दक्रर्ाकलापों के जलए उपर्ोग र्ा संपररवतान नहीं दकर्ा िाएगा: [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 परन्त ुपाररजस्ट्थजतकी संवेिी िोन के भीतर भाग (क), में जवजनर्िाष्ट प्रर्ोिन से जभन्न प्रर्ोिन के जलए कृजि और अन्र् भूजम का संपररवतान, मानीटरी सजमजत की जसफाररि पर और सक्षम प्राजधकारी के पूवा अनुमोिन से क्षेत्रीर् नगर र्ोिना अजधजनर्म तथा र्था लाग ूकेन्रीर् सरकार और राज्र् सरकार के अन्र् जनर्मों और जवजनर्मों के अधीन तथा इस अजधसूचना के उपबंधों के अनुसार स्ट्थानीर् जनवाजसर्ों की जनम्नजलजखत आवासीर् आवश्र्कताओं को पूरा करन ेके जलए अनजु्ञात दकर्ा िाएगा:-

(i) जवद्यमान सडकों को चौडा करना और उन्हें सुिढृ़ करना और नई सडकों का संजनमााण;

(ii) बुजनर्ािी ढांचों और नागररक सुजवधाओं का संजनमााण और नवीकरण;

(iii) प्रििूण उत्पन्न न करन ेवाले लघु उद्योग;

(iv) कुटीर उद्योगों जिनके अंतगात ग्रामीण उद्योग भी हैं; सुजवधािनक भंडार और स्ट्थानीर् सुजवधाएं सहार्क पाररजस्ट्थजतकी पर्ाटन जिसके अंतगात ग्रहवास सजम्मजलत ह;ै और

(iv) पैराग्राफ 4 के अधीन दिए गए संवर्धात दक्रर्ाकलाप: परंत ुर्ह और भी दक क्षेत्रीर् नगर र्ोिना अजधजनर्म के अधीन सक्षम प्राजधकारी के पूवा अनमुोिन के जबना तथा राज्र् सरकार के अन्र् जनर्मों और जवजनर्मों और संजवधान के अनुच्छेि 244 के उपबंधों तथा तत्समर् प्रवृत्त जवजध, जिसके अंतगात अनुसूजचत िनिाजत और अन्र् परंपरागत वन जनवासी (वन अजधकारों की मान्र्ता) अजधजनर्म, 2006 (2007 का 2) भी आता ह,ै का अनुपालन दकए जबना वाजणजज्र्क र्ा औद्योजगक जवकास दक्रर्ाकलापों के जलए िनिातीर् भूजम का प्रर्ोग अनुज्ञात नहीं होगा: परंत ुर्ह और भी दक पाररजस्ट् थजतकी संवेिी िोन के भीतर आन ेवाली भूजम के अजभलेखों में हुई दकसी गलती को, मानीटरी सजमजत के जवचार प्राप्त करने के पश्चात,् राज्र् सरकार द्वारा प्रत्र्ेक मामले में एक बार सुधारा िाएगा और उि गलती को सुधारन ेकी सूचना कें रीर् सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् को िी िाएगी: परंत ुर्ह और भी दक उपर्ुाि गलती को सुधारन ेमें, इस उप-पैरा में र्था उपबंजधत के जसवार्, दकसी भी ििा में भू-उपर्ोग का पररवतान सजम्मजलत नहीं होगा; (ख) अनपु्रर्ुक् त र्ा अनुत् पािक कृजि क्षेत्रों में पुन: वनीकरण तथा पर्ाावासों और िैव- जवजवधता की बहाली के प्रर्ास दकए िाएंगे ।

(2) प्राकृजतक िल स्रोत.- आंचजलक महार्ोिना में सभी प्राकृजतक िल स्त्रोतों के आवाह क्षेत्रों की पहचान की िाएगी और उनके संरक्षण और नवीकरण के जलए र्ोिना सजम्मजलत होगी और राज् र् सरकार द्वारा ऐसे क्षेत्रों पर र्ा उनके जनकट जवकास दक्रर्ाकलापों प्रजतजिद्ध करन ेके बारे में िो ऐसे क्षेत्रों के जलए अजहतकर हो ऐसी रीजत से मागाििाक जसद्धांत तैर्ार दकए िाएगंे।

(3) पर्ाटन र्ा पाररजस्ट्थजतकी पर्ाटन.– (क) पाररजस्ट्थजतकी संवेिी िोन के भीतर सभी नए पाररजस्ट्थजतकी पर्ाटन दक्रर्ाकलाप र्ा जवद्यमान पर्ाटन दक्रर्ाकलापों का जवस्ट्तार पर्ाटन महार्ोिना के अनुसार पाररजस्ट्थजतकी संवेिी िोन के जलए होगा । (ख) पाररजस्ट्थजतकी पर्ाटन महार्ोिना राज्र् सरकार के पर्ाावरण और वन जवभागों के परामिा से पर्ाटन जवभाग द्वारा बनार्ी िाएगी । (ग) पर्ाटन महार्ोिना आंचजलक महार्ोिना का घटक होगी । (घ) पर्ाटन महार्ोिना पाररजस्ट्थजतकी संवेिी िोन की वहन क्षमता के आधार पर तैर्ार की िार्ेगी। (ङ) पाररजस्ट्थजतकी पर्ाटन संबंधी दक्रर्ाकलाप जनम् नानुसार जवजनर्जमत दकए िाएंग:े- 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

(i) संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर र्ा पाररजस्ट्थजतकी संवेिी िोन के जवस्ट्तार तक, इनमें िो भी अजधक जनकट हो दकसी होटल र्ा ररिॉटा का नर्ा सजन्नमााण अनुज्ञात नहीं दकर्ा िाएगा: परन्तु र्ह दक वन्र्िीव अभर्ारण्र् की सीमा से एक दकलोमीटर की िरूी से परे पाररजस्ट्थजतकी संवेिी िोन के जवस्ट्तार तक होटलों और ररिॉटा का स्ट्थापन केवल पूवा पररभाजित और नामजनर्िाष्ट क्षते्रों में पर्ाटन महार्ोिना के अनुसार पाररजस्ट्थजतकी पर्ाटन सुजवधाओं के जलए ही अनुज्ञात होगा;

(ii) पाररजस्ट्थजतकी संवेिी िोन के अन्िर सभी नए पर्ाटन दक्रर्ा-कलापों र्ा जवद्यमान पर्ाटन दक्रर्ाकलापों का जवस्ट्तार, केन्रीर् सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् द्वारा िारी मागाििाक जसद्धांतो तथा पाररजस्ट्थजतकी पर्ाटन, पाररजस्ट्थजतकी-जिक्षा और पाररजस्ट्थजतकी-जवकास पर बल िेन े वाल े राष्ट्रीर् व्यार स संरक्षण प्राजधकरण द्वारा िारी पाररजस्ट्थजतकी पर्ाटन संबंधी मागाििाक जसद्धांतो (समर्-समर् पर र्था संिोजधत) के अनुसार होगा;

(iii) आंचजलक महार्ोिना का अनुमोिन होने तक, पर्ाटन के जलए जवकास और जवद्यमान पर्ाटन दक्रर्ाकलापों के जवस्ट्तार को वास्ट्तजवक स्ट्थल-जवजनर्िाष्ट संवीक्षा तथा मानीटरी सजमजत की जसफाररि के आधार पर संबंजधत जवजनर्ामक प्राजधकरणों द्वारा अनुज्ञात दकर्ा िाएगा और पाररजस्ट्थजतकी संवेिी िोन के भीतर दकसी नए होटल, ररिाटा र्ा वाजणजज्र्क स्ट्थापन का संजन्नमााण अनुज्ञात नहीं होगा ।

(4) प्राकृजतक जवरासत.– पाररजस्ट्थजतकी संवेिी िोन के अंतगात आन ेवाले बहुमूल्र् प्राकृजतक जवरासत के सभी स्ट्थलों िैसे दक िीन कोि आरजक्षत के्षत्र, िैल जवरचनाएं, िल प्रपातो, झरने, िरो, उपवनों, गुफाए,ं स्ट्थलों, वनपथ, रोहण मागा, उत्प्रपातो आदि की पहचान की िाएगी और उनकी सुरक्षा और संरक्षण के जलए आंचजलक महार्ोिना के भाग के रूप में एक जवरासत संरक्षण र्ोिना बनार्ी िाएगी।

(5) मानव जनर्मात जवरासत स्ट् थल.- पाररजस्ट्थजतकी संवेिी िोन में भवनों, संरचनाओं, कलाकृजत- क्षेत्रों तथा ऐजतहाजसक, स्ट्थापत्र् संबधी, सौंिर्ाात्मक और सांस्ट्कृजतक महत्व के क्षेत्रों की पहचान की िाएगी और उनके संरक्षण के जलए आंचजलक महार्ोिना के भाग के रूप में एक जवरासत संरक्षण र्ोिना बनार्ी िाएगी।

(6) ध् वजन प्रििूण.– पर्ाावरण अजधजनर्म के अधीन ध्वजन प्रििूण (जवजनर्मन और जनर्ंत्रण) जनर्म, 2000 में जनर्त उपबंधों के अनुसार में पाररजस्ट्थजतकी-संवेिी िोन में ध्वजन प्रििूण के जनर्ंत्रण और जनवारण का अनपुालन दकर्ा िाएगा।

(7) वार् ुप्रििूण.- पाररजस्ट्थजतकी संवेिी िोन में, वार् ुप्रििूण की जनवारण और जनर्ंत्रण, वार् ु(प्रििूण जनवारण और जनर्ंत्रण) अजधजनर्म, 1981 (1981 का 14) के उपबंधों और उसके अधीन बनाए गए जनर्मों के अनुसार अनपुालन दकर्ा िाएगा।

(8) बजहस्राव का जनस्ट्सारण.- पाररजस्ट्थजतकी संवेिी िोन में उपचाररत बजहस्राव का जनस्ट्सारण, और पर्ाावरण अजधजनर्म अधीन बनाए गए जनर्मों के अन्तगात सजम्मजलत दकए गए पर्ाावरणीर् प्रििूण के जनस्ट्सारण संबंधी साधारण मानकों र्ा राज्र् सरकार द्वारा जनर्त मानकों, इनमें िो भी अजधक कठोर हों, के अनुसार दकर्ा िाएगा।

(9) ठोस अपजिष्ट.- ठोस अपजिष्ट का जनपटान और प्रबन्धन जनम्नानुसार दकर्ा िाएगा:- (क) पाररजस्ट्थजतकी संवेिी िोन में ठोस अपजिष्ट का जनपटान और प्रबंधन भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की अजधसूचना सं. का.आ. 1357 (अ), तारीख 8 अप्रलै, 2016 के अधीन प्रकाजित ठोस अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा; अकाबाजनक पिाथो का जनपटान पाररजस्ट्थजतकी संवेिी िोन से बाहर जचजन्हत दकए गए स्ट्थानों पर पर्ाावरण-अनुकूल रीजत से दकर्ा िाएगा; [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 (ख) पाररजस्ट्थजतकी संवेिी िोन में मान्र् प्रौद्योजगदकर्ों )ई एस एम( का प्रर्ोग करत ेहुए जवद्यमान जनर्मों और जवजनर्मों के अनुरूप ठोस अपजिष्ट का सुरजक्षत और पर्ाावरण-अनुकूल प्रंबंधन अनुज्ञात दकर्ा िा सकेगा।

(10) िैव जचदकत्सा अपजिष् ट का प्रबधंन.- िैव जचदकत्सा अपजिष् ट का प्रबंधन जनम्नानुसार दकर्ा िाएगा:- (क) पाररजस्ट्थजतकी संवेिी िोन में िैव जचदकत्सा अपजिष्ट का जनपटान भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की अजधसूचना सं.सा.का.जन. 343 (अ), तारीख 28 माचा, 2016 के द्वारा प्रकाजित िैव जचदकत्सा अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा। (ख) पाररजस्ट्थजतकी संविी िोन में मान्र् प्रौद्योजगदकर्ों का उपर्ोग करते हुए जवद्यमान जनर्मों और जवजनर्मों के अनुरूप िैव-जचदकत्सा अपजिष्ट का सुरजक्षत और पर्ाावरण-अनुकूल प्रंबंधन अनजु्ञात दकर्ा िा सकेगा।

(11) प्लाजस्ट्टक अपजिष्ट का प्रबधंन.- पाररजस्ट्थजतकी संवेिी िोन में प्लाजस्ट्टक अपजिष्ट का प्रबंधन का जनपटान भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की समर्-समर् पर र्था संिोजधत अजधसूचना सं.सा.का.जन 340(अ), तारीख 18 माचा, 2016 के द्वारा प्रकाजित प्लाजस्ट्टक अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधो के अनुसार दकर्ा िाएगा।

(12) जनमााण और जवध्वसं अपजिष्ट का प्रबधंन.- पाररजस्ट्थजतकी संवेिी िोन में जनमााण और जवध्वंस अपजिष्ट का प्रबंधन का जनपटान भारत सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की समर्-समर् पर र्था संिोजधत अजधसूचना सं.सा.का.जन 317(अ), तारीख 29 माचा, 2016 के द्वारा प्रकाजित संजनमााण और जवध्वंस अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा।

(13) ई–अपजिष्ट.- पाररजस्ट्थजतकी संवेिी िोन में ई–अपजिष्ट का प्रबंधन का जनपटान भारत सरकार पर्ाावरण, वन और िलवार् ु पररवतान मंत्रालर् द्वारा प्रकाजित तथा समर्- समर् पर र्था संिोजधत ई–अपजिष्ट प्रबंधन जनर्म, 2016 के उपबंधों के अनुसार दकर्ा िाएगा।

(14) र्ानीर्-र्ातार्ात.- वाहन-र्ातार्ात का संचलन आवास-अनुकूल तरीके से जवजनर्जमत दकर्ा िाएगा और इस संबंध में आंचजलक महार्ोिना में जविेि उपबंध सजम्मजलत दकए िाएंगे तथा आंचजलक महार्ोिना के तैर्ार होन े और राज्र् सरकार के सक्षम प्राजधकारी द्वारा अनुमोदित दकए िाने तक, मानीटरी सजमजत सुसंगत अजधजनर्मों और उनके अधीन बनाए गए जनर्मों और जवजनर्मों के अनुसार वाहनों की आवािाही के अनुपालन की मानीटरी करेगी।

(15) र्ानीर् प्रििूण.- र्ानीर् प्रििूण की रोकथाम और जनर्ंत्रण लाग ू जवजधर्ों के अनुसार दकर्ा िाएगा और स्ट्वच्छतर ईंधन के उपर्ोग के प्रर्ास दकए िाएंगे ।

(16) औद्योजगक ईकाइर्ा.ं- (i) रािपत्र में इस अजधसूचना के प्रकािन पर र्ा उसके पश्चात पाररजस्ट्थजतकी संवेिी िोन में दकसी नए प्रििूणकारी उद्योग की स्ट्थापना की अनुमजत नहीं िी िाएगी।

(ii) िब तक इस अजधसूचना में जवजनर्िाष्ट न हो, पाररजस्ट्थजतकी संवेिी िोन में कें रीर् प्रििूण जनर्ंत्रण बोडा द्वारा फरवरी, 2016 में िारी मागाििाक जसद्धांतो में दकए गए उद्योगों के वगीकरण के अनुसार केवल गरै- प्रििूणकारी उद्योगों की स्ट्थापना अनुज्ञात होगी। इसके अजतररि, गरै-प्रििूणकारी कुटीर उद्योगों को बढ़ावा दिर्ा िाएगा।

(17) पहाडी ढलानों का सरंक्षण.- पहाडी ढलानों का संरक्षण जनम्नानुसार दकर्ा िाएगा:- (क) आंचजलक महार्ोिना में पहाडी ढलानों के उन क्षेत्रों को ििाार्ा िाएगा जिनमें दकसी भी संजनमााण की अनजु्ञा नहीं होगी । 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ख) जिन ढ़लानों र्ा जवद्यमान खडी पहाडी ढलानों में अत्र्जधक भू-क्षरण होता ह ैउनमें दकसी भी संजनमााण की अनुमजत नहीं िी िाएगी ।

4. पाररजस्ट्थजतकी संविेी िोन में प्रजतजिद्ध र्ा जवजनर्जमत दकए िान ेवाल े दक्रर्ाकलापों की सचूी.- पाररजस्ट्थजतकी संवेिी िोन में सभी दक्रर्ाकलाप, पर्ाावरण (संरक्षण) अजधजनर्म, और तटीर् जवजनर्मन िोन अजधसूचना, 2011 और पर्ाावरणीर् समाघात जनधाारण अजधसूचना, 2006 सजहत उसके अधीन बन े जनर्मों और वन (संरक्षण) अजधजनर्म, 1980 (1980 का 69), भारतीर् वन अजधजनर्म, 1927 (1927 का 16), वन्र्िीव (संरक्षण) अजधजनर्म, 1972 (1972 का 53), सजहत अन्र् लाग ू जनर्मों तथा उनमें दकए गए संिोधनों के अनुसार िाजसत होंगे और नीचे िी गई सारणी में जवजनर्िाष्ट रीजत से जवजनर्जमत होंगे, अथाात:्- सारणी क्र. स.ं

1. वाजणजज्र्क खनन, पत्थर उत्खनन और अपघिाण इकाईर्ां । (क) वास्ट्तजवक स्ट्थानीर् जनवाजसर्ों की घरेलू आवश्र्कताओं जिसमें जनिी उपर्ोग के जलए मकानों के संजनमााण र्ा मरम्मत के जलए धरती को खोिना और मकान बनान े के जलए िेिी टाइल्स र्ा ईंटों का जनमााण करना भी सजम्मजलत ह,ै के जसवार् सभी प्रकार के नए और जवद्यमान खनन (लघ ु और वृहत खजनि), पत्थर की खानें और उनकों तोडन ेकी इकाइर्ां तत्काल प्रभाव से प्रजतजिद्ध होगी। (ख) खनन प्रचालन, माननीर् उच्चतम न्र्ार्ालर् की ररट र्ाजचका (जसजवल) सं. 1995 का 202 टी.एन. गौडाबमान जथरुमूलपाि बनाम भारत संघ के मामल ेमें आिेि तारीख 4 अगस्ट्त, 2006 और ररट र्ाजचका (सी) सं. 2012 का 435 गोवा फाउंडेिन बनाम भारत संघ के मामले में तारीख 21 अप्रैल, 2014 के आिेि के अनुसरण में प्रचालन होगा ।

2. नई आरा जमलों की स्ट्थापना। पाररजस्ट्थजतकी संवेिी िोन में नई र्ा जवद्यमान आरा जमलों का जवस्ट्तार अनुज्ञात नहीं होगा ।

3. दकसी पररसंकटमर् पिाथों का उपर्ोग र्ा उत्पािन र्ा प्रस्ट्संकरण । लाग ूजवजधर्ों के अनुसार प्रजतजिद्ध (अन्र्था उपबंजधत के जसवार्) होंगे।

4. प्रििूण (िल, वार्,ु मृिा, ध्वजन आदि) उत्पन्न करन ेवाले उद्योगों की स्ट्थापना । पाररजस्ट्थजतकी संवेिी िोन में कोई नर्ा उद्योग लगाने और वतामान प्रििूणकारी उद्योगों का जवस्ट्तार करने की अनुज्ञा नहीं होगी: परन्तु र्ह दक फरवरी, 2016 में कें रीर् प्रििूण जनर्ंत्रण बोडा द्वारा िारी मागाििाक जसद्धांतों में दकए गए उद्योगों के वगीकरण के अनुसार िब तक, दक इस अजधसूचना में जवजनर्िाष्ट न हो, पाररजस्ट्थजतकी संवेिी िोन में केवल गरै- प्रििूणकारी उद्योगों की स्ट्थापना होगी। इसके अजतररि, गरै-प्रििूणकारी कुटीर उद्योगों को बढ़ावा दिर्ा िाएगा। [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9

5. वृहत िल जवदु्यत पररर्ोिनाओं की स्ट्थापना । लाग ूजवजधर्ों के अनुसार प्रजतजिद्ध (अन्र्था उपबंजधत के जसवार्) होंगे।

6. िलावन लकडी का वाजणजज्र्क उपर्ोग। लाग ूजवजधर्ों के अनुसार प्रजतजिद्ध (अन्र्था उपबंजधत के जसवार्) होंगे।

7. प्राकृजतक िल जनकार्ों र्ा भूजम क्षेत्र में अनपुचाररत बजहस्रावों का जनस्ट्सारण । लाग ूजवजधर्ों के अनुसार प्रजतजिद्ध (अन्र्था उपबंजधत के जसवार्) होंगे।

8. ईंट भट्टों की स्ट्थापना । लाग ूजवजधर्ों के अनुसार प्रजतजिद्ध (अन्र्था उपबंजधत के जसवार्) होंगे। आ. जवजनर्जमत दक्रर्ाकलाप

9. होटलों और ररिॉटो का वाजणजज्र्क स्ट्थापन । पाररजस्ट्थजतकी पर्ाटन दक्रर्ाकलापों हते ुलघु अस्ट्थार्ी संरचनाओं के जनमााण के जसवार्, संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर र्ा पाररजस्ट्थजतकी संवेिी िोन की जवस्ट्तार तक, इनमें िो भी जनकट हो, नए वाजणजज्र्क होटलों और ररसोटो की स्ट्थापना अनुज्ञात नहीं होगी: परंत,ु संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर बाहर र्ा पाररजस्ट्थजतकी संवेिी िोन की जवस्ट्तार तक, इनमें िो भी जनकट हो, सभी नए पर्ाटन दक्रर्ाकलाप करन ेर्ा जवद्यमान दक्रर्ाकलापों का जवस्ट्तार पर्ाटन महार्ोिना और र्थालागू मागाििाक जसद्धांतों के अनुसार होगा।

10. संजनमााण दक्रर्ाकलाप । (क) संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर र्ा पाररजस्ट्थजतकी संवेिी िोन की जवस्ट्तार तक, इनमें िो भी जनकट हो, दकसी भी नर्े वाजणजज्र्क संजनमााण की अनुज्ञा नहीं होगी: परंत ु स्ट्थानीर् लोगों को अपनी आवास सम्बन्धी जनम्नजलजखत आवश्र्कताओं को पूरा करने के जलए, पैराग्राफ 3 के उप पैराग्राफ (1) में सूचीबद्ध दक्रर्ाकलापों सजहत अपने उपर्ोग के जलए, अपनी भूजम में भवन उप-जवजधर्ों के अनुसार, संजनमााण करने की अनुज्ञा होगी। परन्त ुर्ह और दक गैर–प्रििूणकारी लघ ुउद्योगों से संबंजधत संजनमााण दक्रर्ाकलाप लागू जनर्मों और जवजनर्मों, र्दि कोई हों, के अनुसार सक्षम प्राजधकारी की पूवा अनजु्ञा से जवजनर्जमत दकए िाएंगे और वे न्र्ूनतम होंग े। (ख) एक दकलोमीटर से आग ेरे् आंचजलक महार्ोिना के अनसुार जवजनर्जमत होंगे ।

11. प्राकृजतक िल जनकार्ों र्ा भू के्षत्र में उपचाररत अपजिष्ट िल र्ा बजहस्रााव का जनस्ट्सारण । िल जनकार्ों में उपचाररत अपजिष्ट िल/बजहस्रााव के जनस्ट्सारण से बचा िाएगा। उपचाररत अपजिष्ट िल के पनुचाक्रण और पुन:उपर्ोग के प्रर्ास दकए िाएंगे अन्र्था उपचाररत अपजिष्ट िल र्ा बजहस्रााव का जनस्ट्सारण लाग ू जवजधर्ों के अनसुार जवजनर्जमत होगा।

12. वार्ु और र्ानीर् प्रििूण। लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा । 10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

13. फमों, कारपोरेट, कंपजनर्ों द्वारा बडे पैमाने पर वाजणजज्र्क पिुधन संपिा और कुक्कुट फामों की स्ट्थापना । स्ट्थानीर् आवश्र्कताओं को परूा करन े के जलए लाग ू जवजधर्ों के अनुसार जवजनर्जमत (अन्र्था प्रिान दकए गए) होंगे ।

14. पॉजलथीन बैग का उपर्ोग। लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

15. जविेिी प्रिाजतर्ों को लाना । लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

16. सतही और भूिल का वाजणजज्र्क जनष्किाण । लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

17. पर्ाटन से संबंजधत अन्र् दक्रर्ाकलाप िैसे दक पाररजस्ट्थजतकी संवेिी िोन क्षेत्र के ऊपर से गमा वार्ु के गबु्बारे, हलेीकाप्टर, ड्रोन, माइक्रोलाइट्स उडाना आदि। लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

18. वृक्षों की कटाई । (क) राज्र् सरकार के सक्षम प्राजधकारी की पूवा अनुमजत के जबना वन र्ा सरकारी र्ा रािस्ट्व र्ा जनिी भूजम पर वृक्षों की कटाई की अनुज्ञा नहीं होगी । (ख) वृक्षों की कटाई कें रीर् र्ा संबंजधत राज्र् के अजधजनर्मों और उनके अधीन बनाए गए जनर्मों के उपबंधों के अनसुार जवजनर्जमत होगी ।

19. जवदु्यत और संचार टॉवरो का पररजनमााण और तार-जबछाने तथा अन्र् बुजनर्ािी ढांचे की व्यवस्ट्था । लाग ू जवजधर्ों के अनुसार जवजनर्जमत होगा (भूजमगत केबल जबछाने को बढ़ावा दिर्ा िाएगा )।

20. जवद्यमान सडकों को चौडा करना, उन्हें सुिढृ बनाना और नई सडकों का जनमााण करना। र्ह व्यवस्ट्था लाग ू जवजधर्ों, जनर्मों, जवजनर्मों और उपलब्ध मागाििाक जसद्धांतो के अनुसार उपिमन उपार्ों के साथ की िाएगी।

21. होटल और लॉि के मौिूिा पररसर की बाड लगाना। लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

22. राजत्र में र्ानीर् र्ातार्ात का संचलन । लागू जवजधर्ों के अनुसार वाजणजज्र्क प्रर्ोिन के जलए जवजनर्जमत होगा ।

24. गैर प्रििूणकारी लघ ुउद्योग। फरवरी, 2016 में केन्रीर् प्रििूण जनर्ंत्रण बोडा द्वारा िारी उद्योगों के वगीकरण के अनुसार गैर-प्रििूणकारी उद्योगों तथा पाररजस्ट्थजतकी संवेिी िोन से िेिी सामजग्रर्ों से उत्पाि बनान े वाले अपररसंकटमर् लघु और सेवा उद्योगों, कृजि, पुष्प कृजि, बागबानी र्ा कृजि आधाररत उद्योगों की स्ट्थापना सक्षम प्राजधकारी द्वारा अनुज्ञात होगी।

25. वन उत्पािों र्ा गैर काष्ठ वन उत्पािों का संग्रह । लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

26. रेककंग और कैं मपगं। लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

27. पवातीर् ढ़लानों और निी तटों का संरक्षण । लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

28. ठोस अपजिष् ट प्रबंधन। लाग ूजवजधर्ों के अनुसार जवजनर्जमत होगा ।

42. पाररजस्ट्थजतकी अनुकूल र्ातार्ात का प्रर्ोग । सदक्रर् रूप से बढ़ावा दिर्ा िाएगा ।

5. पाररजस्ट्थजतकी सवंिेी िोन अजधसचूना की मानीटरी के जलए मानीटरी सजमजत.- कें रीर् सरकार, पर्ाावरण (संरक्षण) अजधजनर्म, 1986 की धारा 3 की उपधारा (3) के अिीन इस अकिसूचना के उपबंिों की प्रभावी मानीटरी के जलए मानीटरी सजमजत गरठत करती ह,ै िो जनम्नजलजखत से जमलकर बनेगी, अथाात:्- क्र. स.ं मानीटरी सजमजत का गठन पि

(i) आर्ुि आगरा मंडल, आगरा अध् र्क्ष, पिेन

(ii) उप वन संरक्षक, राष्ट्रीर् चंबल अभर्ारण्र् पररर्ोिना, आगरा सिस्ट् र्;

(iii) पुजलस अधीक्षक या वररष्ठ पुजलस अधीक्षक, आगरा और इटावा सिस्ट्र्;

(iv) राज्र् के प्रजतजष्ठत संस्ट्थान र्ा जवश्वजवद्यालर् से पाररजस्ट्थजतकी में एक जविेिज्ञ सिस्ट् र्;

(v) राज्र् सरकार द्वारा नामकनर्दिष्ट िैव जवजवधता में एक जविेिज्ञ सिस्ट् र्;

(vi) गैर-सरकारी संगठनों का एक प्रजतजनजध, (जवरासत संरक्षण सजहत पर्ाावरण के क्षेत्र में सदक्रर्) जिसे राज्य सरकार द्वारा नामकनर्दिष्ट दकर्ा िार्ेगा सिस्ट् र्;

(vii) कार्ाकारी अजभर्ंता लोक जनमााण जवभाग, आगरा और इटावा सिस्ट् र्;

(ix) जिला कृजि अजधकारी, आगरा और इटावा सिस्ट् र्;

(x) क्षेत्रीर् अजधकारी, उत्तर प्रिेि प्रििूण जनर्ंत्रण बोडा, जिला आगरा और इटावा सिस्ट् र्;

(xi) वन संरक्षक, आगरा सर्काल, आगरा –सिस्ट् र् सकचव।

6. जनिेि जनबधंन:- (1) मानीटरी सजमजत इस अजधसूचना के उपबंधों के अनुपालन की मानीटरी करेगी।

(2) मानीटरी सजमजत का कार्ाकाल तीन विा तक र्ा राज्र् सरकार द्वारा नई सजमजत का पुनगाठन दकए िाने तक होगा और तत्पश्चात् मानीटरी सजमजत राज्र् सरकार द्वारा गरठत की िाएगी।

(3) उन दक्रर्ाकलापों की, िो भारत सरकार के तत्कालीन पर्ाावरण और वन मंत्रालर् की अजधसूचना संख्र्ांक का. आ. 1533(अ), तारीख 14 जसतंबर, 2006 की अनुसूची में सजम्मजलत हैं, और िो पाररजस्ट्थजतकी संवेिी िोन में आत े हैं, जसवार् इसके पैरा 4 के अधीन सारणी में र्थाजवजनर्िाष्ट प्रजतजिद्ध दक्रर्ाकलापों के मानीटरी सजमजत द्वारा वास्ट्तजवक जवजनर्िाष्ट स्ट्थलीर् ििाओं के आधार पर संवीक्षा की िाएगी और उि अजधसूचना के उपबंधों के अधीन पूवा पर्ाावरण अनापजत्त के जलए केन्रीर् सरकार के पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् को जनर्िाष्ट दकर्ा िाएगा।

(4) उन दक्रर्ाकलापों की, िो भारत के तत्कालीन पर्ाावरण और वन मंत्रालर् की अजधसूचना संख्र्ांक का.आ.1533(अ) 14 जसतंबर, 2006 की अनुसूची में सजम्मजलत नहीं ह,ै और िो पाररजस्ट्थजतकी संवेिी िोन में आत े हैं, जसवार् इसके परैा 4 के अधीन सारणी में र्थाजवजनर्िाष्ट प्रजतजिद्ध दक्रर्ाकलापों के, मानीटरी सजमजत द्वारा वास्ट्तजवक जवजनर्िाष्ट स्ट्थलीर् ििाओं के आधार पर संवीक्षा की िाएगी और उसे संबंद्ध जवजनर्ामक प्राजधकरणों को जनर्िाष्ट दकर्ा िाएगा।

(5) मानीटरी सजमजत का सिस्ट्र्-सजचव र्ा संबद्ध उपार्ुक् त र्ा संबंजधत उपार्ुि ऐसे व्यजि के जवरूद्ध, िो इस अजधसूचना के दकसी उपबंध का उल्लंघन करता ह,ै पर्ाावरण (संरक्षण) अजधजनर्म, की धारा 19 के अधीन पररवाि िार्र करन ेके जलए सक्षम होगा।

(6) मानीटरी सजमजत मुद्दा िर मुद्दा के आधार पर अपेक्षाओं पर जनभार रहत ेहुए संबद्ध जवभागों के प्रजतजनजधर्ों र्ा जविेिज्ञों, औद्योजगक संगमो र्ा संबद्ध पणधाररर्ों के प्रजतजनजधर्ों को, अपन े जवचार-जवमिा में सहार्ता के जलए आमंजत्रत कर सकेगी ।

(7) मानीटरी सजमजत प्रत्र्ेक विा की 31 माचा तक के अपन ेदक्रर्ाकलापों की वार्िाक कारावाई ररपोटा राज्र् के मुख्र् वन्र्िीव वाडान को, उपाबधं-V में संलग्न प्रपत्र के अनुसार, उस विा की 30 िून तक प्रस्ट्तुत करेगी ।

(8) केन्रीर् सरकार का पर्ाावरण, वन और िलवार् ुपररवतान मंत्रालर् मानीटरी सजमजत को उसके कृत्र्ों के प्रभावी जनवाहन के जलए ऐसे जनिेि िे सकेगा िो वह उजचत समझे ।

7. इस अजधसूचना के उपबंधों को प्रभावी बनान ेके जलए कें रीर् सरकार और राज् र् सरकार, अजतररक् त उपार्, र्दि कोई हों, जवजनर्िाष् ट कर सकें गी ।

AND WHEREAS, copies of the Gazette containing the said draft notification were made available to the public on the 16 th April, 2018; AND WHEREAS, no objections and suggestions were received from persons and stakeholders in response to the draft notification; AND WHEREAS, the National Chambal Wildlife Sanctuary is the first and only tri-states riverine protected area of India that crosses the states of Uttar Pradesh, Rajasthan and Madhya Pradesh; AND WHEREAS, the National Chambal Wildlife Sanctuary located in Agra district of Uttar Pradesh is spread over an area of about 635.00 square kilometres; AND WHEREAS, major flora available in the sanctuary are Achyranthes aspera, Calotropis procera, Bombax ceiba, Bauhinia purpurea, Cassia occidentalis, Cassia tora, Tamarindus indica, Cannabis sativa, Ipomoea sp., Cuscuta reflexa, Ricinus communis, Dalbergia sissoo, Pongamia glabra, Azadirachta indica, Melia azedarach, Acacia nilotica, etc.; AND WHEREAS, National Chambal Wildlife Sanctuary is the habitat of nilgai (Boselaphus tragocamelus), wild boar (Sus scrofa), porcupine (Erethizon dorsatum), black-naped hare (Lepus nigricollis), Indian fox (Vulpes bengalensis), golden jackal (Canis aureus), hyena (Crocuta crocuta), Indian wolf (Canis lupus pallipes), smooth-coated otter (Lutrogale perspicillata), etc. It is the most important protected area to give protection to freshwater reptiles including Gharial (Gavialis gangeticus); [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 25 AND WHEREAS, the National Chambal Wildlife Sanctuary is the habitat of bird and rich in large number bird species such as black francolin (Francolinus francolinus), grey quail (Coturnix pectoralis), common peafowl (Pavo cristatus), whitebreasted kingfisher (Halcyon smyrnenensis ), Indian roller (Coracias benghalensis), crow-pheasant (Centropus sinensis), roseringed parakeet (Psittacula krameri), spotted dove (Streptopelia chinensis), blue rock pigeon (Columba livia), sarus crane (Grus antigone), demoiselle crane (Grus virgo), rosy pelican (Pelecanus onocrotalus), rosy pelican (Pelecanus onocrotalus), pond heron (Ardeola grayii), little egret (Egretta garzetta), night heron (Nycticorax), lesser flamingo (Poenicopterus minor), greater flamingo (Poenicopterus ruber), painted stork (Mycteria leucocephala), openbill stork (Anastomus oscitans), woolynecked stork (Ciconia episcopus), black ibis (Pseudibis papillosa), honey buzzard (Pernis ptilorhyncus), shikra (Accipiter badius), Egyptian vulture (Neophron percnopterus), marsh harrier (Circus aeruginosus), crested serpent eagle (Spilornis cheela), blackwinged stilt (Himantopus himantopus), avocet (Recurvirostra avosetta), river lapwing (Vanellus duvaucelii), common sandpiper (Tringa hypoleucos), brown-headed gull (Larus brunnicephalus), white-winged tern (Chlidonias leucopterus), swallow (Hirundo rustica), black drongo (Dicrurus adsimilis), rufous treepie (Dendrocitta vagabunda), redvented bulbul (Pycnonotus cafer), jungle babber (Turdoides striatus), magpie robin (Copsychus saularis), yellow wagtail (Motacilla Flava), grey wagtail (Motacilla cinerea), red munia (Estrilda amandava), etc.; AND WHEREAS, the rare, threatened, endangered and endemic species found in National Chambal Wildlife Sanctuary are reptiles such as gharial (Gavialis gangeticus), marsh crocodile (Crocodylus palustris), flap shell turtle (Lissemys Punctata), soft shell turtle (Trionyx gangeticus), narrow headed turtle (Chitra indica), red crowned turtle (Kachuga kachuga), three striped turtle (Kachuga dhongoka), Indian roofed turtle (Kachuga tecta), Indian tent turtle (Kachuga tentoria), crowned river turtle (Hardella thurjii), etc. Mammals such as fresh water dolphin (Platanista gangetica), rhesus macaque (Macaca Mulatta), hanuman langur (Presbytis entellus), golden jackal (Canis aureus), wolf (Canis lupus), fox (Vulpes bengalensis), smooth coated otter (Lutra perspicillata), common plam civet (Paradoxurus hermaphroditus), Indian small mongoose (Herpestes auropunctatus), Indian grey mongoose (Herpestes edwardsii), striped hyaena (Hyaena hyaena), jungle cat (Felis chaus), wild boar (Sus scrofa), sambar (Cervus unicolor), nilgai (Boselaphus tragocamelus), blackbuck (Antilope cervicapra), indian gazelle (chinkara) (Gazella bennettii), northern plam squirrel (Funambulus pennantii), porqupine (Haystrix indica), Indian hare (Lepus nigricollis), flying fox (Pteropus giganteus), hedgehog (Hemiechinus micropus), etc. are also found in the Sanctuary; AND WHEREAS, it is necessary to conserve and protect the area, the extent and boundaries of National Chambal Wildlife Sanctuary which are specified in paragraph 1 as Eco-sensitive Zone from ecological, environmental and biodiversity point of view and to prohibit industries or class of industries and their operations and processes in the said Eco-sensitive Zone; AND WHEREAS, the above draft notification completed 545 days and the approval of the competent authority was taken for publication of final notification exercising powers under sub-rule (4) of rule (5) of the Environment (Protection) Rules, 1986; NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) and clauses (v) and (xiv) of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986), (hereafter in this notification referred to as the Environment Act) read with sub-rule (4) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area to an extent varying from zero to 1.0 kilometre around the boundary of the National Chambal Wildlife Sanctuary, in Agra district in the State of Uttar Pradesh as the Eco-sensitive Zone (hereafter in this notification referred to as the Eco-sensitive Zone) without the requirement of the notice under clause (a) of sub-rule (3) of rule 5 of the said rules, in public interest; and details of which are as under, namely: -

1. Extent and boundaries of Eco-sensitive Zone. – (1) The Eco-sensitive Zone shall be to an extent varying from zero to 1.0 kilometre around the boundary of the National Chambal Wildlife Sanctuary and the area of the Eco-sensitive Zone is 178.98 square kilometres for the State Uttar Pradesh (The zero extent of Ecosensitive Zone is due to interstate boundary touching Madhya Pradesh).

(2) The boundary description of the National Chambal Wildlife Sanctuary and its Eco-sensitive Zone is appended in Annexure-I.

(3) The maps of the National Chambal Wildlife Sanctuary demarcating Eco-sensitive Zone along with boundary details and latitudes and longitudes are appended as Annexure-IIA, Annexure-IIB, Annexure-IIC, Annexure-IID and Annexure-IIE. 26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

2. Zonal Master Plan for Eco-sensitive Zone. - (1) The State Government shall, for the purposes of the Ecosensitive Zone prepare a Zonal Master Plan within a period of two years from the date of publication of this notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this notification for approval of the competent authority of State.

(2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any.

(3) The Zonal Master Plan shall be prepared in consultation with the following Departments of the State Government, for integrating the ecological and environmental considerations into the said plan:-

(i) Environment;

(ii) Forest and Wildlife;

(iii) Agriculture;

(iv) Revenue;

(v) Urban Development;

(vi) Tourism;

(vii) Rural Development;

(viii) Irrigation and Flood Control;

(ix) Municipal;

(x) Panchayati Raj; and

(xi) Public Works Department.

(4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and eco-friendly.

(5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local community and such other aspects of the ecology and environment that need attention.

(6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and kinds of forests, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas, orchards, lakes and other water bodies with supporting maps giving details of existing and proposed land use features.

(7) The Zonal Master Plan shall regulate development in Eco-sensitive Zone and adhere to prohibited and regulated activities listed in the Table in paragraph 4 and also ensure and promote eco-friendly development for security of local communities’ livelihood.

(8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan.

(9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification.

3. Measures to be taken by the State Government. - The State Government shall take the following measures for giving effect to the provisions of this notification, namely: -

(1) Land use.– (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes in the Eco-sensitive Zone shall not be used or converted into areas for commercial or residential or industrial activities:

Provided that the conversion of agricultural and other lands, for the purposes other than that specified at part (a), above, within the Eco-sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central Government or State Government as applicable [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 27 and vide provisions of this Notification, to meet the residential needs of the local residents and for activities such as:-

(i) widening and strengthening of existing roads and construction of new roads;

(ii) construction and renovation of infrastructure and civic amenities;

(iii) small scale industries not causing pollution;

(iv) cottage industries including village industries; convenience stores and local amenities supporting eco-tourism including home stay; and

(v) promoted activities given under paragraph 4:

Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of the State Government and without compliance of the provisions of Article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):

Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change:

Provided also that the correction of error shall not include change of land use in any case except as provided under this sub-paragraph.

(b) Efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat restoration activities.

(2) Natural water bodies. -The catchment areas of all natural springs shall be identified and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the State Government in such a manner as to prohibit development activities at or near these areas which are detrimental to such areas.

(3) Tourism or Eco-tourism. - (a) All new eco-tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be as per the Tourism Master Plan for the Eco-sensitive Zone.

(b) The Eco-Tourism Master Plan shall be prepared by the State Department of Tourism in consultation with State Departments of Environment and Forests.

(d) The Tourism Master Plan shall be drawn based on the study of carrying capacity of the Ecosensitive Zone.

(e) The activities of eco-tourism shall be regulated as under, namely:-

(i) new construction of hotels and resorts shall not be allowed within one kilometre from the boundary of the protected area or up to the extent of the Eco-sensitive Zone whichever is nearer:

Provided that beyond the distance of one kilometre from the boundary of the protected area till the extent of the Eco-sensitive Zone, the establishment of new hotels and resorts shall be allowed only in pre-defined and designated areas for eco-tourism facilities as per Tourism Master Plan;

(ii) all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be in accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest and Climate Change and the eco-tourism guidelines issued by National Tiger Conservation Authority (as amended from time to time) with emphasis on eco-tourism, eco-education and eco-development;

(iii) until the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation of the Monitoring Committee and no new hotel, resort or commercial establishment construction shall be permitted within Eco-sensitive Zone area. 28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

(4) Natural heritage. - All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and a heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan.

(5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical, architectural, aesthetic, and cultural significance shall be identified in the Eco-sensitive Zone and heritage conservation plan for their conservation shall be prepared as part of the Zonal Master Plan.

(6) Noise pollution. - Prevention and control of noise pollution in the Eco-sensitive Zone shall be complied in accordance with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 under the Environment Act.

(7) Air pollution. - Prevention and control of air pollution in the Eco-sensitive Zone shall be compiled in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the rules made thereunder.

(8) Discharge of effluents. - Discharge of treated effluent in Eco-sensitive Zone shall be in accordance with the provisions of the General Standards for Discharge of Environmental Pollutants covered under the Environment Act and the rules made thereunder or standards stipulated by State Government whichever is more stringent.

(9) Solid wastes. - Disposal and Management of solid wastes shall be as under:-

(a) the solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance with the Solid Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number S.O. 1357 (E), dated the 8 th April, 2016; the inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-sensitive Zone;

(b) safe and Environmentally Sound Management (ESM) of Solid wastes in conformity with the existing rules and regulations using identified technologies may be allowed within Eco-sensitive Zone.

(10) Bio-Medical Waste. – Bio Medical Waste Management shall be as under: -

(a) the Bio-Medical Waste disposal in the Eco-sensitive Zone shall be carried out in accordance with the Bio-Medical Waste Management, Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R 343 (E), dated the 28 th March, 2016.

(b) safe and Environmentally Sound Management of Bio-Medical Wastes in conformity with the existing rules and regulations using identified technologies may be allowed within the Ecosensitive Zone.

(11) Plastic Waste Management. - The Plastic Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the 18 th March, 2016, as amended from time to time.

(12) Construction and Demolition Waste Management. - The Construction and Demolition Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 317(E), dated the 29 th March, 2016, as amended from time to time.

(13) E-waste. - The e - waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the E-Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change, as amended from time to time.

(14) Vehicular traffic. – The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is prepared and approved by the Competent Authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.

(15) Vehicular pollution. - Prevention and control of Vehicular Pollution shall be incompliance with applicable laws and efforts shall be made for use of cleaner fuels. [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 29

(16) Industrial units.– (i) On or after the publication of this notification in the Official Gazette, no new polluting industries shall be permitted to be set up within the Eco-sensitive Zone.

(ii) Only non-polluting industries shall be allowed within Eco-sensitive Zone as per the classification of Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, unless so specified in this notification, and in addition, the non-polluting cottage industries shall be promoted.

(17) Protection of hill slopes. - The protection of hill slopes shall be as under:-

(a) the Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted;

(b) construction on existing steep hill slopes or slopes with a high degree of erosion shall not be permitted.

4. List of activities prohibited or to be regulated within Eco-sensitive Zone.- All activities in the Ecosensitive Zone shall be governed by the provisions of the Environment Act and the rules made thereunder including the Coastal Regulation Zone, 2011 and the Environmental Impact Assessment Notification, 2006 and other applicable laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of 1927), the Wildlife (Protection) Act 1972 (53 of 1972), and amendments made thereto and be regulated in the manner specified in the Table below, namely:- TABLE S. 1. Commercial mining, stone quarrying and crushing units.

(a) All new and existing mining (minor and major minerals), stone quarrying and crushing units are prohibited with immediate effect except for meeting the domestic needs of bona fide local residents including digging of earth for construction or repair of houses and for manufacture of country tiles or bricks for housing and for personal consumption;

(b) The mining operations shall be carried out in accordance with the order of the Hon’ble Supreme Court dated the 4 th August, 2006 in the matter of T.N. Godavarman Thirumulpad Vs. UOI in W.P.(C) No.202 of 1995 and dated the 21 st April, 2014 in the matter of Goa Foundation Vs. UOI in W.P.(C) No.435 of 2012.

2. Setting up of new saw mills. New or expansion of existing saw mills shall not be permitted within the Eco-sensitive Zone.

3. Use or production or processing of any hazardous substances. Prohibited (except as otherwise provided) as per the applicable laws.

4. Setting of industries causing pollution (Water, Air, Soil, Noise, etc.). New industries and expansion of existing polluting industries in the Eco-sensitive Zone shall not be permitted:

Provided that non-polluting industries shall be allowed within Eco-Sensitive Zone as per classification of Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, unless otherwise specified in this notification and in addition the nonpolluting cottage industries shall be promoted. 30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] S. 5. Establishment of major hydro-electric project. Prohibited (except as otherwise provided) as per the applicable laws.

7. Discharge of untreated effluents in natural water bodies or land area. Prohibited (except as otherwise provided) as per the applicable laws.

8. Setting up of brick kilns. Prohibited (except as otherwise provided) as per the applicable laws. B. Regulated Activities

9. Commercial establishment of hotels and resorts. No new commercial hotels and resorts shall be permitted within one kilometer of the boundary of the protected area or upto the extent of Eco-sensitive Zone, whichever is nearer, except for small temporary structures for ecotourism activities:

Provided that, beyond one kilometer from the boundary of the protected area or upto the extent of Eco-sensitive Zone whichever is nearer, all new tourist activities or expansion of existing activities shall be in conformity with the Tourism Master Plan and guidelines as applicable.

10. Construction activities. (a) New commercial construction of any kind shall not be permitted within one kilometer from the boundary of the protected area or upto extent of the Eco-sensitive Zone, whichever is nearer:

Provided that, local people shall be permitted to undertake construction in their land for their use including the activities mentioned in sub-paragraph (1) of paragraph 3 as per building bye-laws to meet the residential needs of the local residents:

Provided further that the construction activity related to small scale industries not causing pollution shall be regulated and kept at the minimum, with the prior permission from the competent authority as per applicable rules and regulations, if any.

(b) Beyond one kilometer it shall be regulated as per the Zonal Master Plan.

11. Discharge of treated waste water or effluents in natural water bodies or land area. The discharge of treated waste water or effluents shall be avoided to enter into the water bodies and efforts shall be made for recycle and reuse of treated waste water. Otherwise the discharge of treated waste water or effluent shall be regulated as per the applicable laws.

12. Air and vehicular pollution. Regulated as per the applicable laws.

13. Establishment of large-scale commercial livestock and poultry Regulated (except otherwise provided) as per the applicable laws except for meeting local needs. [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 31 S. No.

18. Felling of trees. (a) There shall be no felling of trees in the forest or Government or revenue or private lands without prior permission of the competent Authority in the State Government.

(b) The felling of trees shall be regulated in accordance with the provisions of the concerned Central or State Act and the rules made thereunder.

19. Erection of electrical and communication towers and laying of cables and other infrastructures. Regulated under applicable laws. Underground cabling may be promoted.

20. Widening and strengthening of existing roads and construction of new roads. Taking measures of mitigation as per the applicable laws, rules and regulation and available guidelines.

21. Fencing of existing premises of hotels and lodges. Regulated as per the applicable laws.

22. Movement of vehicular traffic at night. Regulated for commercial purpose under applicable laws.

23. Commercial sign boards and hoardings. Regulated as per the applicable laws.

24. Small scale non polluting industries. Non polluting industries as per classification of industries issued by the Central Pollution Control Board in February, 2016 and non-hazardous, small-scale and service industry, agriculture, floriculture, horticulture or agro-based industry producing products from indigenous materials from the Eco-sensitive Zone shall be permitted by the competent Authority.

37. Agro-Forestry. Shall be actively promoted.

38. Skill Development. Shall be actively promoted.

39. Restoration of degraded land/ forests/ habitat. Shall be actively promoted.

40. Environmental awareness. Shall be actively promoted.

41. Plantation of Horticulture and Herbals. Shall be actively promoted.

42. Use of eco-friendly transport. Shall be actively promoted.

5. Monitoring Committee for Monitoring the Eco-sensitive Zone Notification. - For effective monitoring of the provisions of this notification under sub-section (3) of section 3 of the Environment (Protection) Act, 1986, the Central Government hereby constitutes a Monitoring Committee, comprising of the following, namely: - [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 33 S. (vii) Executive Engineer of Public Works Department (PWD), Agra and Etawah Member;

(viii) Executive Engineer of Irrigation Department, Agra and Etawah Member;

(ix) District Agriculture Officer, Agra and Etawah Member;

(x) Regional Officer, Uttar Pradesh State Pollution Control Board, District Agra and Etawah Member;

(xi) Conservator of Forests, Agra Circle, Agra Member-Secretary.

6. Terms of reference. – (1) The Monitoring Committee shall monitor the compliance of the provisions of this notification.

(2) The tenure of the Monitoring Committee shall be for three years or till the re-constitution of the new Committee by the State Government and subsequently the Monitoring Committee shall be constituted by the State Government.

(3) The activities that are covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14 th September, 2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual sitespecific conditions and referred to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the provisions of the said notification.

(4) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forest number S.O. 1533 (E), dated the 14 th September, 2006 and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual sitespecific conditions and referred to the concerned regulatory authorities.

(5) The Member-Secretary of the Monitoring Committee or the concerned Deputy Commissioner(s) shall be competent to file complaints under section 19 of the Environment Act, against any person who contravenes the provisions of this notification.

(6) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue to issue basis.

(7) The Monitoring Committee shall submit the annual action taken report of its activities as on the 31 st March of every year by the 30 th June of that year to the Chief Wildlife Warden in the State as per proforma appended at Annexure V.

(8) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions. 34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

7. The Central Government and State Government may specify additional measures, if any, for giving effect to provisions of this notification.

8. The provisions of this notification shall be subject to the orders, if any passed or to be passed by the Hon’ble Supreme Court of India or High Court or the National Green Tribunal. [F. GARKOTI, Scientist ‘G’ ANNEXURE- I BOUNDARY DESCRIPTION FOR ECO-SENSITIVE ZONE AROUND NATIONAL CHAMBAL WILDLIFE SANCTUARY IN THE STATE UTTAR PRADESH National Chambal Wildlife Sanctuary is a tri-state sanctuary which is extended in Uttar Pradesh, Madhya Pradesh and Rajasthan. It linear sanctuary, clockwise description of physical boundary of Eco-sensitive Zone of National Chambal Wildlife Sanctuary, Uttar Pradesh. Part is as follows: It starts from Tasod (GPS N 26°51.912’ E 078°12.319’) Western boundary of Bah range at Pinahat- Rajakheda Road. In Clockwise direction at 1km distance from here, it passes near Primary School of Anuruddhapura. While passing through farmland it corsses Kuccha Road of Manshukpura (GPS N 26°52.257’ E 078°14.443’) then through farmland of Karkauli (GPS N 26°54.217’ E 078°18.109’) it goes to village Nayabans (GPS N 26°54.999’ e 078°20.939’). Again through farmaland it corsses Pinahat –Araota Road (GPS N 26°53.947’ E 078°22.562’) then along Pinahat-Nadgawan road, via Utsana village through farmland (GPS N 26°52.337’ E 078°24.212’) it passes village Sikatara (GPS N 26°52.486’ E 078°24.645’), then through farmland it goes to Baghraina Chauraha & passing through village Badaus (GPS N 26°51.079’ E 078°27.182’) & Agricultural land it reaches to village Jhaula ka Pura (GPS N 26°49.825’ E 078°31.312’). Likewise, while passing in clockwise direction towards Pinahat-Nadgawan road side road connecting to village Devpura (GPS N 26°48.360’ E 078°38.939’). After that along Nadgawan-Jaipur road in clockwise direction through farmlands, proposed Ecosensitive Zone boundary reaches to a brick kiln of village Paharpura (GPS N 26°49.425’ E 078°41.567’). Similarly along with Bah-Udi Road in clockwise direction from village Pyarampura it passes through Udhannapura Railway Bridge (GPS N 26°50.171’ E 078°47.744’) then through farmlands it goes to Railway Bridge of Ram nagaria (GPS N 26°49.176’ E 078°45.282’), again through farmlands to Shahpur Gujar & in clockwise direction upto 1 km from Eastern boundary of Bah range (GPS N 26°48’ 12.1” E 078°47’ 22.1”) then going near village Bahadurpur (GPS N 26°48’ 1.45” E 078°47’ 57.45”) it passes through farmland along Bah- Udi road in front of Pachhaygaon Chauraha (GPS N 26°46’ 11.12” E 078°51’ 47.48”), then passing through farmlands of village Nayakpura, Kumhera, Chandrapura Khurd & Mankapura it reaches near railway line in front of Badhpura Chauraha (GPS N 26°44’ 26.11” E 078°55’ 12.43”). After that it crosses Udi-Etawah road (GPS N 26°43’ 30.72” E 078°57’ 46.98”) then it goes towards Chakarnagar through farmlands of village Nagla Ajit, Rami ka War, Poothan and in front of Chikni tower near Mihauli road (GPS N 26°39’ 48.71” E 079°01’

19.12”). Similarly, along the Udi-Chakarnagar road it passes through farmalands of village Kasaua, Nagla Kathori, Neemadhad and towards Lakhana Road from Chakarnagar it reaches till Dibhauli bridge (GPS N 26°36’ 38.72” E 079°07’ 12.78”). From Dibhauli Bridge of Yamuna river the proposed Eco-sensitive Zone passes through Private land forest land towards Andawa ki Madiya & after crossing Sikarodi Bridge (GPS N 26°32’ 35.41” E 079°14’56.17”) again through private land/forest land reaches to village Asewa (GPS N 26°28’ 43.31” E 079°16’ 53.15”) then through village Anniruddha Nagar, Nagla Mahew Bardauli it goes to Tatarpur (GPS N 26°26’ 00.68” E 079°13’ 46.26”). After that near Tatarpur crossing Yamuna it goes from Kanjausa bridge near Jagammanpur road (GPS N 26°25’ 49.73” E 079°12’ 48.91”) and passing near village Chaurela (GPS N 26°26’
