और, सोमशे् वर व् यजीव ऄभयारण् य के पजचिममी घाट के समूह में ई्च ज)व जवजवधता कइ गंभीर रुप से लुप्तप्राय संकटापन्न प्रजाजतयों की घटना, क्षेत्र के लोगों की मूल्यवान पाररजस्ट्थजतकी सेवा और सौदंयापरक मूल्य (भू-दशृ्य) मूल्यों के कारण आसे जवश्व जवरासत स्ट्थल के रुप में 1 जलुाइ, 2012 को घोजषत दकया गया था;
और, सोमेश् वर व् यजीव ऄभयारण् य के चारों ओर के क्षेत्र को, जजसका जवस्ट्तार और सीमा प)रा 1 में जवजनर्कदष्ट हैं, पयाावरण की दजृष्ट से पाररजस्ट्थजतकी संवेदी जोन के रूप में सुरजक्षत और संरजक्षत करना और ईक्त पाररजस्ट्थजतकी संवेदी जोन में ईद्योगों या ईद्योगों के व के प्रचालन और प्रसंस्ट्करण करने को प्रजतजषध स करना अवश्यक ह);
ऄतः, , के्द्रीय सरकार, पयाावरण (संरक्षण) जनयम, 1986 के जनयम 5 के ईपजनयम (3) के साथ परठत पयाावरण (संरक्षण) ऄजधजनयम, 1986 (1986 का 29) की धारा 3 की ईपधारा (1) और ईपधारा (2) के खंड (v) और खंड (xiv) और ईपधारा (3) द्वारा प्रदत्त िजक्तयों का प्रयोग करते हुए, कनााटक राज्य ईडुपी औ जिवमो में सोमेश् वर व् यजीव ऄभयारण् य की सीमा के चारों ओर 0 ( ) से 7.80 दकलोमीटर तक जवस्ट् ताररत क्षेत्र सोमेश् वर व् यजीव ऄभयारण् य को पाररजस्ट्थजतकी संवेदी जोन (जजसे आसमें आसके पश् चात् पाररजस्ट्थजतकी संवेदी जोन कहा गया ह)) के रूप में ऄजधसूजचत करती ह), जजसके जववरण जनम्नानुसार ह), ऄथाात ्:- [भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3
1. पाररजस्ट्थजतकी सवंदेी जोन का जवस्ट्तार और ईसकी सीमाए-ं (1) सोमेश् वर व् यजीव ऄभयारण् य की सीमा के चारों ओर 0 ( ) से 7.80 दकलोमीटर औ
142.56 वगा दकलोमीटर (पाररजस्ट्थजतकी संवेदी जोन की िू्य सीमा मूकाजम्बका व्यजीव ऄभयारण्य और कुद्रेमुख राष्ट्रीय ईद्यान के समीप ईत्तरी भाग और सोमशे्वर व्यजीव ऄभयारण्य के दजक्षणी भाग के कारण ह))।
(2) पाररजस्ट्थजतकी संवेदी जोन औ सोमेश् वर व् यजीव ऄभयारण् य की सीमा का जववरण ईपाबधं I के रुप में ईपाबध स ह)।
(3) औ ऄक्षांि औ देिांतर के साथ पाररजस्ट्थजतकी संवेदी जोन सोमेश् वर व् यजीव ऄभयारण् य मानजचत्र ईपाबधं-II , ईपाबधं-II , ईपाबधं-II , ईपाबधं-IIघ औ ईपाबधं-IIङ के रूप में ईपाबध स ह)।
(4) पाररजस्ट्थजतकी संवेदी जोन और सोमेश् वर व् यजीव ऄभयारण् य की सीमा के भू-जनदेिांकों की सूची ईपाबधं III सारणी क और सारणी ख में दी गइ ह)।
(5) मुख्य हबदओुं के भू-जनदेिांकों के साथ पाररजस्ट्थजतकी संवेदी जोन की सीमा के ऄंतगात अन ेवाले अरजक्षत वन और ग्रामों की सूची ईपाबधं-IV के सारणी क और सारणी ख के रूप में संलग्न ह) ।
2. पाररजस्ट्थजतकी सवंदेी जोन के जलए अचंजलक महायोजना.– (1) राज्य सरकार, पाररजस्ट्थजतकी संवेदी जोन के प्रयोजनों के जलए, राजपत्र में आस ऄजधसूचना के प्रकािन की तारीख से दो वषा की ऄवजध के भीतर, स्ट्थानीय व्यजक्तयों के परामिा से और आस ऄजधसूचना में ददए गए ऄनुबंधों का पालन करत ेहुए, राज्य सरकार के सक्षम प्राजधकारी के ऄनुमोदनाथा एक अंचजलक महायोजना बनायेगी।
(2) राज् य सरकार द्वारा पाररजस्ट्थजतकी संवेदी जोन के जलए अचंजलक महायोजना ऐसी रीजत से जो आस ऄजधसूचना में जवजनर्कद् ट दकए गए हों के ऄनसुार तथा सुसंगत कें द्रीय और राज् य जवजधयों के ऄनुरूप तथा कें द्रीय सरकार द्वारा जारी मागा , यदद कोइ हों, द्वारा त)यार होगी ।
(3) अंचजलक महायोजना, ईक्त योजना में पाररजस्ट्थजतकी और पयाावरण संबंधी सरोकारों को समाकजलत करने के जलए राज् य सरकार के जनम्नजलजखत जवभागों के परामिा स ेत)यार होगी, ऄथाात:्-
(i) पयाावरण;
(ii) वन और व्यजीव;
(iii) िहरी जवकास;
(iv) पयाटन;
(v) नगरपाजलका;
(vi) राजस्ट्व;
(vii) कृजष;
(viii) कनााटक राज्य प्रदषूण जनयंत्रण बोडा;
(ix) ग्रामीण जवकास;
(x) हसचाइ और बाढ़ जनयंत्रण;
(xi) पंचायती राज; और

(4) अंचजलक महायोजना ऄनुमोददत जवद्यमान भू-ईपयोग, ऄवसंरचना और दक्रयाकलापों पर कोइ जनबंधन ऄजधरोजपत नहीं करेगी जब तक आस ऄजधसूचना में जवजनर्कदष्ट न हो, तथा अचंजलक महायोजना में सभी ऄवसंरचनाओं और दक्रयाकलापों में जो ऄजधक दक्षता और पाररजस्ट्थजतकी-ऄनुकूल हों का संवधान करेगी ।
(5) अंचजलक महायोजना में ऄनाच्छाददत क्षेत्रों की पुनः बहाली, जवद्यमान जल जनकायों के संरक्षण, अवाह क्षेत्रों के प्रबंधन, जल-संभरों के प्रबंधन, भू-जल के प्रबंधन, मृदा और नमी के संरक्षण, स्ट्थानीय समुदायों की अवश्यकताओं तथा पाररजस्ट्थजतकी और पयाावरण के ऐसे ऄ्य पहलुओं की व्यवस्ट्था की जाएगी जजन पर ध्यान ददया जाना अवश्यक ह)।
(6) अंचजलक महायोजना में सभी जवद्यमान पूजा स्ट् थलों, ग्रामों और िहरी बजस्ट्तयों, वनों के प्रकार और दकस्ट् मों, कृजष क्षेत्रों, उपजाउ भूजम, ईद्यानों और ईद्यानों की तरह के हररत क्षेत्रों, ईद्यान कृजष क्षेत्रों, बगीचों, झीलों और ऄ्य जल जनकायों का ऄभ्यंकन करेगी और आस में जवद्यमान और प्रस्ट्ताजवत भू- ईपयोग की जविेषताओं का ब्यौरा देने वाल े ऄनुसमर्सथत मानजचत्र भी ददए जाएंगे।
(7) अंचजलक महायोजना पाररजस्ट्थजतकी संवेदी जोन में जवकास को जवजनयजमत करेगी और सारणी में सूचीबध स प)रा- 4 में प्रजतजषध स और जवजनयजमत दक्रयाकलापों का ऄनुपालन करेगी और स्ट्थानीय समुदायों की जीजवका को सुरजक्षत करने के जलए पाररजस्ट्थजतकी ऄनुकूल जवकास को सुजनजचिमत और ईसकी ऄजभवृजध स भी करेगी।
(8) अंचजलक महायोजना, प्रादेजिक जवकास योजना की सह-जवस्ट्तारी होगी ।
(9) आस प्रकार ऄनुमोददत अंचजलक महायोजना आस ऄजधसूचना के ईपबंधों के ऄनुसार मानीटरी के ऄपने कायों को करने के जलए एक संदभा दस्ट्तावेज त)यार करेगी ।
3. राज्य सरकार द्वारा दकए जान ेवाल ेईपाय.- राज्य सरकार आस ऄजधसूचना के ईपबंधों को प्रभावी बनाने के जलए जनम्नजलजखत ईपाय करेगी, ऄथाात्:-
(1) भ-ूईपयोग.– (क) पाररजस्ट्थजतकी संवेदी जोन में वनों, ईद्यान कृजष क्षेत्रों, कृजष क्षेत्रों, मनोरंजन के प्रयोजनों के जलए जचज्हत दकए गए ईद्यानों और खुल ेस्ट्थानों का वाजणजज्यक या अवासीय या औद्योजगक दक्रयाकलापों के जलए ईपयोग या संपररवतान नहीं दकया जाएगा:
पर्त ुपाररजस्ट्थजतकी संवेदी जोन के भीतर भाग (क), में जवजनर्कदष्ट प्रयोजन से जभन्न प्रयोजन के जलए कृजष और ऄ्य भूजम का संपररवतान, मानीटरी सजमजत की जसफाररि पर और सक्षम प्राजधकारी के पूवा ऄनुमोदन से क्षेत्रीय नगर योजना ऄजधजनयम तथा यथा लाग ूके्द्रीय सरकार और राज्य सरकार के ऄ्य जनयमों और जवजनयमों के ऄधीन तथा आस ऄजधसूचना के ईपबंधों के ऄनुसार स्ट्थानीय जनवाजसयों की जनम्नजलजखत अवासीय अवश्यकताओं को पूरा करन ेके जलए ऄनजु्ञात दकया जाएगा:-
(i) जवद्यमान स़ी कों को चौ़ी ा करना और ई्हें सुदढृ़ करना और नइ स़ी कों का संजनमााण;
(ii) बुजनयादी ढांचों और नागररक सुजवधाओं का संजनमााण और नवीकरण;
(iii) प्रदषूण ईत्पन्न न करने वाल ेलघ ुईद्योग;
(iv) कुटीर ईद्योगों जजनके ऄतंगात ग्रामीण ईद्योग भी हैं; सुजवधाजनक भंडार और स्ट्थानीय सुजवधाएं सहायक पाररजस्ट्थजतकी पयाटन जजसके ऄतंगात हवास सजम्मजलत ह); और
(v) प)रा 4 के ऄधीन ददए गए संवर्सधत दक्रयाकलाप:
परंत ुयह और भी दक क्षेत्रीय नगर योजना ऄजधजनयम के ऄधीन सक्षम प्राजधकारी के पूवा ऄनमुोदन के जबना तथा राज्य सरकार के ऄ्य जनयमों और जवजनयमों और संजवधान के ऄनुच्छेद 244 के ईपबंधों तथा तत्समय प्रवृत्त जवजध, जजसके ऄंतगात ऄनुसूजचत जनजाजत और ऄ्य परंपरागत वन जनवासी (वन ऄजधकारों की मा्यता) ऄजधजनयम, 2006 (2007 का 2) भी अता ह), का ऄनुपालन दकए जबना वाजणजज्यक या औद्योजगक जवकास दक्रयाकलापों के जलए जनजातीय भूजम का प्रयोग ऄनुज्ञात नहीं होगा:
[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5 परंत ुयह और भी दक पाररजस्ट् थजतकी संवेदी जोन के भीतर अन ेवाली भूजम के ऄजभलेखों में हुइ दकसी गलती को, मानीटरी सजमजत के जवचार प्राप्त करने के पचिमात,् राज्य सरकार द्वारा प्रत्येक मामले में एक बार सुधारा जाएगा और ईक्त गलती को सुधारन ेकी सूचना कें द्रीय सरकार के पयाावरण, वन और जलवाय ु पररवतान मंत्रालय को दी जाएगी:
परंत ुयह और भी दक ईपयुाक्त गलती को सुधारन ेमें, आस ईप-प)रा में यथा ईपबंजधत के जसवाय, दकसी भी दिा में भू-ईपयोग का पररवतान सजम्मजलत नहीं होगा;
(ख) ऄनपु्रयुक् त या ऄनुत् पादक कृजष क्षेत्रों में पुन: वनीकरण तथा पयाावासों और ज)व- जवजवधता की बहाली के प्रयास दकए जाएंगे ।
(2) प्राकृजतक जल स्रोत.- अंचजलक महायोजना में सभी प्राकृजतक जल स्त्रोतों के अवाह क्षेत्रों की पहचान की जाएगी और ईनके संरक्षण और नवीकरण के जलए योजना सजम्मजलत होगी और राज् य सरकार द्वारा ऐसे क्षेत्रों पर या ईनके जनकट जवकास दक्रयाकलापों प्रजतजषध स करन ेके बारे में जो ऐसे क्षेत्रों के जलए ऄजहतकर हो ऐसी रीजत से मागादिाक जसध सांत त)यार दकए जाएगंे।
(3) पयाटन या पाररजस्ट्थजतकी पयाटन.– (क) पाररजस्ट्थजतकी संवेदी जोन के भीतर सभी नए पाररजस्ट्थजतकी पयाटन दक्रयाकलाप या जवद्यमान पयाटन दक्रयाकलापों का जवस्ट्तार पयाटन महायोजना के ऄनुसार पाररजस्ट्थजतकी संवेदी जोन के जलए होगा । (ख) पयाटन महायोजना राज्य सरकार के पयाावरण और वन जवभागों के परामिा से पयाटन जवभाग द्वारा बनायी जाएगी । (ग) पयाटन महायोजना अंचजलक महायोजना का घटक होगी । (घ) पयाटन महायोजना पाररजस्ट्थजतकी संवेदी जोन की वहन क्षमता के अधार पर त)यार की जायेगी। (ङ) पाररजस्ट्थजतकी पयाटन संबंधी दक्रयाकलाप जनम् नानुसार जवजनयजमत दकए जाएंग े :-
(i) संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर या पाररजस्ट्थजतकी संवेदी जोन के जवस्ट्तार तक, आनमें जो भी ऄजधक जनकट हो दकसी होटल या ररजॉटा का नया सजन्नमााण ऄनुज्ञात नहीं दकया जाएगा:
पर्तु यह दक व्यजीव ऄभयारण्य की सीमा से एक दकलोमीटर की दरूी से परे पाररजस्ट्थजतकी संवेदी जोन के जवस्ट्तार तक होटलों और ररजॉटा का स्ट्थापन केवल पूवा पररभाजषत और नामजनर्कदष्ट क्षते्रों में पयाटन महायोजना के ऄनुसार पाररजस्ट्थजतकी पयाटन सुजवधाओं के जलए ही ऄनुज्ञात होगा;
(ii) पाररजस्ट्थजतकी संवेदी जोन के सभी नए पयाटन दक्रया-कलापों या जवद्यमान पयाटन दक्रयाकलापों का जवस्ट्तार, के्द्रीय सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय द्वारा जारी मागादिाक जसध सां तथा पाररजस्ट्थजतकी पयाटन, पाररजस्ट्थजतकी-जिक्षा और पाररजस्ट्थजतकी-जवकास पर बल देन े वाल े राष्ट्रीय व्याघ्र संरक्षण प्राजधकरण द्वारा जारी पाररजस्ट्थजतकी पयाटन संबंधी मागादिाक जसध सां (समय-समय पर यथा संिोजधत) के ऄनुसार होगा;
(iii) अंचजलक महायोजना का ऄनुमोदन होने तक, पयाटन के जलए जवकास और जवद्यमान पयाटन दक्रयाकलापों के जवस्ट्तार को वास्ट्तजवक स्ट्थल-जवजनर्कदष्ट संवीक्षा तथा मानीटरी सजमजत की जसफाररि के अधार पर संबंजधत जवजनयामक प्राजधकरणों द्वारा ऄनुज्ञात दकया जाएगा और पाररजस्ट्थजतकी संवेदी जोन के भीतर दकसी नए होटल, ररजाटा या वाजणजज्यक स्ट्थापन का संजन्नमााण ऄनुज्ञात नहीं होगा ।
(4) प्राकृजतक जवरासत.– पाररजस्ट्थजतकी संवेदी जोन अने वाले बहुमूल्य प्राकृजतक जवरासत के सभी स्ट्थलों ज)से दक जीन कोि अरजक्षत के्षत्र, ि)ल जवरचनाएं, जल प्रपातो, झरने, दरो, ईपवनों, गुफाए,ं स्ट्थलों, वनपथ, रोहण मागा, ईत्प्रपा अदद की पहचान की जाएगी और ईनकी सुरक्षा और संरक्षण के जलए अंचजलक महायोजना के भाग के रूप में एक जवरासत संरक्षण योजना बनायी जाएगी। 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(5) मानव जनर्समत जवरासत स्ट् थल.- पाररजस्ट्थजतकी संवेदी जोन में भवनों, संरचनाओं, कलाकृजत- क्षेत्रों तथा ऐजतहाजसक, स्ट्थापत्य संबधी, सौंदयाात्मक और सांस्ट्कृजतक महत्व के क्षेत्रों की पहचान की जाएगी और ईनके संरक्षण के जलए अंचजलक महायोजना के भाग के रूप में एक जवरासत संरक्षण योजना बनायी जाएगी।
(6) ध् वजन प्रदषूण.– पयाावरण ऄजधजनयम के ऄधीन ध्वजन प्रदषूण (जवजनयमन और जनयंत्रण) जनयम, 2000 में जनयत ईपबंधों के ऄनुसार पाररजस्ट्थजतकी-संवेदी जोन में ध्वजन प्रदषूण के जनयंत्रण और जनवारण का ऄनुपालन दकया जाएगा।
(7) वाय ुप्रदषूण.- पाररजस्ट्थजतकी संवेदी जोन में, वायु प्रदषूण जनवारण और जनयंत्रण, वाय ु(प्रदषूण जनवारण और जनयंत्रण) ऄजधजनयम, 1981 (1981 का 14) के ईपबंधों और ईसके ऄधीन बनाए गए जनयमों के ऄनुसार ऄनुपालन दकया जाएगा।
(8) बजहस्राव का जनस्ट्सारण.- पाररजस्ट्थजतकी संवेदी जोन में ईपचाररत बजहस्राव का जनस्ट्सारण, और पयाावरण ऄजधजनयम ऄधीन बनाए गए जनयमों के सजम्मजलत दकए गए पयाावरणीय प्रदषूण के जनस्ट्सारण संबंधी साधारण मानकों या राज्य सरकार द्वारा जनयत मानकों, आनमें जो भी ऄजधक कठोर हों, के ऄनुसार दकया जाएगा।
(9) ठोस ऄपजिष्ट.- ठोस ऄपजिष्ट का जनपटान एवं प्रबंधन जनम्नानुसार दकया जाएगा:- ( ) पाररजस्ट्थजतकी संवेदी जोन में ठोस ऄपजिष्ट का जनपटान और प्रबंधन भारत सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय की ऄजधसूचना सं. का.अ. 1357(ऄ), 8 ऄप्र)ल, 2016 के प्रकाजित ठोस ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबंधों के ऄनुसार दकया जाएगा। ऄकाबाजनक पदा का जनपटान पाररजस्ट्थजतकी संवेदी जोन से बाहर जचज्हत दकए गए स्ट्थानों पर पयाावरण-ऄनुकूल रीजत से दकया जाएगा;
( ) पाररजस्ट्थजतकी संवेदी जोन में मा्य प्रौद्योजगदकयों (ई ) का प्रयोग करते हुए जवद्यमान जनयमों और जवजनयमों के ऄनुरूप ठोस ऄपजिष्ट का सुरजक्षत और पयाावरण-ऄनुकूल प्रबंधन ऄनुज्ञात दकया ।
(10) ज)व जचदकत्सा ऄपजि् ट का प्रबधंन.- ज)व जचदकत्सा ऄपजि् ट का प्रबंधन जनम्नानुसार दकया जाएगा:- (क) पाररजस्ट्थजतकी संवेदी जोन में ज)व जचदकत्सा ऄपजिष्ट का जनपटान भारत सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय की ऄजधसूचना सं.सा.का.जन. 343 (ऄ), तारीख 28 माचा, 2016 के द्वारा प्रकाजित ज)व जचदकत्सा ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबंधों के ऄनुसार दकया जाएगा। (ख) पाररजस्ट्थजतकी संवदी जोन में मा्य प्रौद्योजगदकयों का ईपयोग करत े हुए जवद्यमान जनयमों और जवजनयमों के ऄनुरूप ज)व-जचदकत्सा ऄपजिष्ट का सुरजक्षत और पयाावरण-ऄनुकूल प्रबंधन ऄनजु्ञात दकया जा सकेगा।
(11) प्लाजस्ट्टक ऄपजिष्ट का प्रबधंन.- पाररजस्ट्थजतकी संवेदी जोन में प्लाजस्ट्टक ऄपजिष्ट का प्रबंधन का जनपटान भारत सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय की समय-समय पर यथा संिोजधत ऄजधसूचना सं.सा.का.जन 340(ऄ), तारीख 18 माचा, 2016 के द्वारा प्रकाजित प्लाजस्ट्टक ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबं के ऄनुसार दकया जाएगा।
(12) जनमााण और जवध्वसं ऄपजिष्ट का प्रबधंन.- पाररजस्ट्थजतकी संवेदी जोन में जनमााण और जवध्वंस ऄपजिष्ट का प्रबंधन का जनपटान भारत सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय की समय-समय पर यथा संिोजधत ऄजधसूचना सं.सा.का.जन 317(ऄ), तारीख 29 माचा, 2016 के द्वारा प्रकाजित संजनमााण और जवध्वंस ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबंधों के ऄनुसार दकया जाएगा।
(13) इ–ऄपजिष्ट.- पाररजस्ट्थजतकी संवेदी जोन में इ–ऄपजिष्ट का प्रबंधन का जनपटान भारत सरकार पयाावरण, वन और जलवाय ु पररवतान मंत्रालय द्वारा प्रकाजित तथा समय- समय पर यथा संिोजधत इ–ऄपजिष्ट प्रबंधन जनयम, 2016 के ईपबंधों के ऄनुसार दकया जाएगा। [भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 7
(14) यानीय-यातायात.- -यातायात का संचलन अवास-ऄनुकूल तरीके से जवजनयजमत दकया जाएगा और आस संबंध में अंचजलक महायोजना में जविेष ईपबंध सजम्मजलत दकए जाएंग ेतथा अंचजलक महायोजना के त)यार होन े और राज्य सरकार के सक्षम प्राजधकारी द्वारा ऄनुमोददत दकए जाने तक, मानीटरी सजमजत सुसंगत ऄजधजनयमों और ईनके ऄधीन बनाए गए जनयमों और जवजनयमों के ऄनुसार वाहनों की अवाजाही के ऄनुपालन की मानीटरी करेगी।
(15) यानीय प्रदषूण.- यानीय प्रदषूण की रोकथाम और जनयंत्रण लागू जवजधयों के ऄनुसार दकया जाएगा और स्ट्वच्छतर ईंधन के ईपयोग के प्रयास दकए जाएंगे ।
(16) औद्योजगक इकाआया.ं- ( ) राजपत्र में आस ऄजधसूचना के प्रकािन पर या ईसके पचिमात पाररजस्ट्थजतकी संवेदी जोन में दकसी नए प्रदषूणकारी ईद्योग की स्ट्थापना की ऄनुमजत नहीं दी जाएगी। ( ) जब तक आस ऄजधसूचना में जवजनर्कदष्ट न हो, पाररजस्ट्थजतकी संवेदी जोन में कें द्रीय प्रदषूण जनयंत्रण बोडा द्वारा फरवरी, 2016 में जारी मागादिाक जसध सां में दकए गए ईद्योगों के वगीकरण के ऄनसुार केवल ग)र- प्रदषूणकारी ईद्योगों की स्ट्थापना ऄनजु्ञात होगी, आसके ऄजतररक्त, ग)र-प्रदषूणकारी कुटीर ईद्योगों को बढ़ावा ददया जाएगा।
(17) पहा़ी ी ढलानों का सरंक्षण.- पहा़ी ी ढलानों का संरक्षण जनम्नानुसार दकया जाएगा:- (क) अंचजलक महायोजना में पहा़ी ी ढलानों के ईन क्षेत्रों को दिााया जाएगा जजनमें दकसी भी संजनमााण की ऄनजु्ञा नहीं होगी । (ख) जजन ढलानों या जवद्यमान ख़ी ी पहा़ी ी ढलानों में ऄत्यजधक भू-क्षरण होता ह) ईनमें दकसी भी संजनमााण की ऄनुमजत नहीं दी जाएगी ।
4. पाररजस्ट्थजतकी सवंदेी जोन में प्रजतजषध स या जवजनयजमत दकए जान े वाल े दक्रयाकलापों की सचूी.- पाररजस्ट्थजतकी संवेदी जोन में सभी दक्रयाकलाप, पयाावरण (संरक्षण) ऄजधजनयम, और तटीय जवजनयमन जोन ऄजधसूचना, 2011 और पयाावरणीय समाघात जनधाारण ऄजधसूचना, 2006 सजहत ईसके ऄधीन बन े जनयमों और वन (संरक्षण) ऄजधजनयम, 1980 (1980 का 69), भारतीय वन ऄजधजनयम, 1927 (1927 का 16), व्यजीव (संरक्षण) ऄजधजनयम, 1972 (1972 का 53) सजहत ऄ्य लाग ूजनयमों तथा ईनमें दकए गए संिोधनों के ऄनुसार िाजसत होंग े और नीचे दी गइ सारणी में जवजनर्कदष्ट रीजत से जवजनयजमत होंग,े ऄथाात:्- सारणी क्रम स.ं

1. वाजणजज्यक खनन, पत्थर ईत्खनन और ऄपघषाण आकाइयां । (क) वास्ट्तजवक स्ट्थानीय जनवाजसयों की घरेलू अवश्यकताओं जजसमें जनजी ईपयोग के जलए मकानों के संजनमााण या मरम्मत के जलए ई और मकान बनाने के जलए दिेी टाआल्स या ईंटों का जनमााण करना भी सजम्मजलत ह), के जसवाय सभी प्रकार के नए और जवद्यमान खनन (लघु और वृहत खजनज), पत्थर की खानें और ईनकों तो़ी ने की आकाआयां तत्काल प्रभाव से प्रजतजषध स होगी। (ख) खनन प्रचालन, माननीय ई्च तम ्यायालय की ररट याजचका (जसजवल) सं. 1995 का 202 टी.एन. गौडाबमान जथरुमूलपाद बनाम भारत संघ के मामले में अदिे तारीख 4 ऄगस्ट्त, 2006 और ररट याजचका (सी) सं. 2012 का 435 गोवा फाईंडेिन बनाम भारत संघ के मामले में तारीख 21 ऄप्र)ल, 2014 के अदिे के ऄनुसरण में प्रचालन होगा ।
2. नइ अरा जमलों की स्ट्थापना। पाररजस्ट्थजतकी संवेदी जोन के भीतर नइ और जवद्यमान अरा जमलों का जवस्ट् तार ऄनुज्ञात नहीं होगा । जब तक तत् समय प्रवृत् त दक सी जव जध के ऄधीन ई् हें प्रजत जष ध स नहीं कर दद या जाता ह) । 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
3. प्रदषूण (जल, वायु, मृदा, ध्वजन, अदद) ईत्पन करने वाले ईद्योगों की स्ट्थापना । पाररजस्ट्थजतकी संवेदी जोन में कोइ नया ईद्योग लगाने और वतामान प्रदषूणकारी ईद्योगों का जवस्ट्तार करने की ऄनुज्ञा नहीं होगी:

4. जलावन लक़ी ी का वाजणजज्यक ईपयोग। लागू जवजधयों के ऄनुसार प्रजतजषध स (ऄ् यथा ईपबंजधत के जसवाय) होंगे ।
5. बृहत जल जवद्युत पररयोजना की स्ट्थापना । लागू जवजधयों के ऄनुसार प्रजतजषध स (ऄ् यथा ईपबंजधत के जसवाय) होंगे ।
6. प्राकृजतक जल जनकायों या क्षेत्र भूजम में ऄनुपचाररत बजहस्रााव का जनस्ट्सारण । लागू जवजधयों के ऄनुसार प्रजतजषध स (ऄ् यथा ईपबंजधत के जसवाय) होंगे ।
7. नए का् ठ अधाररत ईद्योग। पाररजस्ट्थजतक संवेदी जोन की सीमाओं के भीतर नए का् ठ अधारर त ईद्योगों की स्ट् थापना को ऄनुज्ञात नहीं दक या जाएगा:
परंतु जव द्यमान का् ठ अधारर त ईद्योग तब तक जारी रह सकें गे।
8. पवन चदक्कयां लगाना । लागू जवजधयों के ऄनुसार प्रजतजषध स (ऄ् यथा ईपबंजधत के जसवाय) होंगे ।
9. दकसी पररसंकटमय पदा का ईपयोग या ईत्पादन या प्रसंस्ट्करण। लागू जवजधयों के ऄनुसार प्रजतजषध स (ऄ् यथा ईपबंजधत के जसवाय) होंगे ।
10. ईंट भट्टों की स्ट्थापना । लागू जवजधयों के ऄनुसार प्रजतजषध स (ऄ् यथा ईपबंजधत के जसवाय) होंगे । आ. जवजनयजमत दक्रयाकलाप
11. पोजलथीन ब)गों का प्रयोग । लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
12. वाजणजज्यक होटलों और ररसोटों की स्ट्थापना । पाररजस्ट्थजतकी पयाटन दक्रयाकलापों लघु ऄस्ट्थायी संरचनाओं के जसवाय संरजक्षत क्षेत्र की सीमा से एक दकलोमीटर के भीतर या पाररजस्ट्थजतकी संवेदी जोन के जवस्ट्तार तक, आनमें जो भी जनकट ह), नए वाजणजज्यक होटल और को ऄनुज्ञात नहीं दकया जाएगा:
सभी नए पयाटन दक्रयाकलाप या जवद्यमान दक्रयाकलाप का जवस्ट्तार पयाटन महायोजना और यथा लागू मागादिी जसध सांतों के ऄनुरुप होगा।
13. संजनमााण दक्रयाकलाप । (क) संरजक्षत क्षेत्र की सीमा स े एक दकलोमीटर के भीतर या पाररजस्ट्थजतकी संवेदी जोन तक, आनमें जो भी जनकट हो, दकसी भी प्रकार के नये वाजणजज्यक संजनमााण की ऄनुज्ञा नहीं होगी:
परंतु स्ट्थानीय लोगों को ऄपनी अवास सम्ब्धी जनम्नजलजखत अवश्यकताओं को पूरा करने के जलए, प)रा 3 के ईप प)रा (1) में सूचीबध स दक्रयाकलापों सजहत ऄपन े योग के जलए, ऄपनी भूजम में भवन ईप-जवजधयों के ऄनुसार, संजनमााण करने की ऄनुज्ञा होगी:
[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 9 ग)र–प्रदषूणकारी लघु ईद्योगों से संबंजधत संजनमााण दक्रयाकलाप लागू जनयमों और जवजनयमों, यदद कोइ हों, के ऄनुसार सक्षम प्राजधकारी की पूवा ऄनुमजत से जवजनयजमत दकए जाएंगे और वे ्यूनतम होंग े। (ख) एक दकलोमीटर क्षेत्र से अंचजलक महायोजना के ऄनुसार जवजनयजमत होंगे ।
14. वृक्षों की कटाइ । (क) राज्य सरकार में सक्षम प्राजधकारी की पूवा ऄनुमजत के जबना वन, सरकारी या राजस्ट्व या जनजी भूजम पर या वनों में वृक्षों की कटाइ नहीं होगी । (ख) वृक्षों की कटाइ संबंजधत कें द्रीय या राज्य ऄजधजनयम या ईसके ऄधीन बनाए गए जनयमों के ईपबंध के ऄनुसार जवजनयजमत होंगे ।
15. सतही और भूजल का वाजणजज्यक प्रयोग एवं जन्कषाण । लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
16. जवद्युत और संचार टावरों का पररजनमााण और केबलों के जबछाए जाने और ऄ्य बुजनयादी ढांचे । लागू जवजधयों के ऄधीन जवजनयजमत होंगे (भूजमगत केबल के जबछाए जाने को बढ़ावा ददया )।
17. होटलों और लॉज के जवद्यमान पररसरों में बाड लगाना । लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
18. जवद्यमान स़ी कों को चौ़ी ा करना और ई्हें सुद ृ करना तथा नवीन स़ी कों का संजनमााण । ्यूनीकरण ईपायों , जनय और जवजनयम ईपलब्ध ।
19. राजत्र में यातायात का संचलन । लागू जवजधयों के ऄधीन वाजणजज्यक प्रयोजन के जलए जवजनयजमत ।
20. जवदिेी प्रजाजतयों को लाना । लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
21. पहा़ी ी ढालों और नदी तटों का संरक्षण । लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
22. प्राकृजतक जल जनकायों या सतही क्षेत्र में ईपचाररत बजहस्रााव का रण । बजहस्रााव बचा जाएगा और ईपचाररत ऄपजिष्ट जल के पुन:चक्रण और पुन:ईपयोग के जलए प्रयास दकए जाएंगे। ऄ्यथा लागू जवजधयों के ऄनुसार ईपचाररत बजहस्रााव के पुनचाक्रण प्रवाह के जनवाहन को जवजनयजमत दकया जाएगा।
23. वाजणजज् यक साआनबोडा और होर्डडग। लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
24. प्रदषूण ईत्पन्न न करने वाले लघु ईद्योग । फरवरी, 2016 में के्द्रीय प्रदषूण जनयंत्रण बोडा द्वारा जारी ईद्योगों में वगीकरण के ऄनुसार ग)र-प्रदषूणकारी ईद्योग और ऄपररसंकट में, लघु और सेवा ईद्योग, कृजष, पु्प कृजष, ईद्यान कृजष या पाररजस्ट्थजतकी संवेदी जोन से देिी सामग्री से ईत्पादों को ईत्पन्न करने वाले कृजष अधाररत ईद्योग सक्षम प्राजधकारी द्वारा ऄनुज्ञात होंगे।
25. वन ईत्पादों ग)र का् ठ वन ईत्पादों का संग्रहण। लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।

27. कृजष प्रणाजलयों में अमूल पररवतान । लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
28. पयाटन से संबंजधत ऄ्य दक्रयाकलाप ज)से गमा वायु गुब्बारें, हलेीकाप्टर, ड्रोन, माआक्रोलाआटस, अदद द्वारा पाररजस्ट्थजतकी संवेदी जोन क्षेत्र के उपर से ई़ी ना ज)से दक्रयाकलाप करना। लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
29. स्ट्थानीय समुदायों द्वारा चल रही कृजष और बागवानी प्रथाओं के साथ िाला, दगु्घ ईद्योग, कृजष और मछली पालन । स्ट्थानीय लोगों के ईपयोग के जलए लागू जवजधयों के ऄधीन ऄनुज्ञात ।
30. नागररक सुख सुजवधाओं सजहत । ्यूनीकरण ईपायों को लागू जवजधयों, जनयमों और जवजनयमनों और ईपलब्ध मागादिाक जसध सांतों के ऄनुसार दकया जाना ।
31. फ , कंपजनयों द्वारा ब़ेी प)माने पर वाजणजज्यक पिुओं और पोल्री फामों की स्ट्थापना । लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
32. ठोस ऄपजिष्ट का प्रब्धन। लागू जवजधयों के ऄनुसार जवजनयजमत होंगे ।
33. पाररजस्ट्थजतकी पयाटन। लागू जवजधयों के ऄनुसार जवजनयजमत होंगे । . सवंर्सधत दक्रयाकलाप
34. वषाा जल संचयन । सदक्र य रूप से बढ़ावा ददया जाएगा ।
35. ज)जवक खेती। सदक्र य रूप से बढ़ावा ददया जाएगा ।
36. सभी गजतजवजधयों के जलए हररत प्रौद्योजगकी को ग्रहण करना । सदक्र य रूप से बढ़ावा ददया जाएगा ।
37. कुटीर ईद्योगों जजसके ऄंतगात ग्रामीण कारीगर भी हैं। सदक्र य रूप से बढ़ावा ददया जाएगा ।
38. नवीकरणीय उजाा और ईंधन का ईपयोग । बायोग)स, सौर प्रकाि, आत् यादद को बढ़ावा ददया जाना ह) ।
39. कृजष वाजनकी । सदक्र य रूप से बढ़ावा ददया जाएगा ।
40. बागान लगाना और ज़ी ी बूरटयों का रोपण । सदक्र य रूप से बढ़ावा ददया जाएगा ।
41. पाररजस्ट्थजतकी ऄनुकूल पररवहन का ईपयोग । सदक्र य रूप से बढ़ावा ददया जाएगा ।
42. कौिल जवकास । सदक्र य रूप से बढ़ावा ददया जाएगा ।
43. जनम्नीकृत भूजम वन वास की बहाली । सदक्र य रूप से बढ़ावा ददया जाएगा ।
44. पयाावरणीय जागरुकता । सदक्र य रूप से बढ़ावा ददया जाएगा ।
5. मानीटरी सजमजत- कें द्रीय सरकार, पयाावरण (संरक्षण) ऄजधजनयम, 1986 की धारा 3 की ईपधारा (3) मानीटरी सजमजत ठ करती ह), जो जनम्नजलजखत से जमलकर बनेगी, :- [भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 11 . . घ

(iii) कनााटक सरकार के िहरी जवकास जवभाग प्रजतजनजध सदस्ट्य;
(iv) कनााटक सरकार द्वारा सदस्ट्य एक वषा की ऄवजध के जलए पाररजस्ट्थजतकी और पयाावरण के क्षेत्र में एक जविेषज्ञ सदस्ट्य;
(v) कनााटक सरकार द्वारा एक वषा की ऄवजध के जलए दकए जाने वाले व्यजीव संरक्षण के क्षेत्र में काम करने वाले ग)र-सरकारी संगठन का एक प्रजतजनजध सदस्ट्य;
(vi) कनााटक प्रदषूण जनयंत्रण बोडा के कायाकारी ऄजभयंता सदस्ट्य;
(vii) ईपायुक्त या ईनके प्रजतजनजध जिवमोग्गा सदस्ट्य;
(viii) ईपायुक्त या ईनके प्रजतजनजध ईडुपी सदस्ट्य;
(ix) जवधान सभा माननीय सदस्ट्य, तीथाहल्ली जनवााचन क्षेत्र सदस्ट्य;*
(x) जवधान सभा माननीय सदस्ट्य करकला जनवााचन क्षेत्र सदस्ट्य;*
(xi) जवधानसभा के माननीय सदस्ट्य, ईडुपी जनवााचन क्षेत्र सदस्ट्य;*
(xii) जवधान सभा माननीय सदस्ट्य, कुण्डपुर जनवााचन क्षेत्र सदस्ट्य;*
(xiii) जवधान सभा माननीय सदस्ट्य, सदस्ट्य;*
(xiv) ईप वन संरक्षक कुद्रमेुख व्यजीव प्रभाग सदस्ट्य- सजचव। * (आस िता के ऄधीन रहते हुए दक कनााटक राज् य सरकार ऄ् य बातों के साथ सुसंगत ऄनुमोदन, जजसके ऄंतगात कनााटक जवधान सभा के सभापजत की ऄनुज्ञा भी ह), यदद ऄपेजक्षत हो, ऄजभप्राप् त करेगी) ।
6. जनदिे जनबधंन:- (1) मानीटरी सजमजत आस ऄजधसूचना के ईपबंधों के ऄनुपालन की मानीटरी करेगी।
(2) मानीटरी सजमजत का कायाकाल तीन वषा तक या राज्य सरकार द्वारा नइ सजमजत का पुनगाठन दकए जान े तक होगा और तत्पचिमात् मानीटरी सजमजत राज्य सरकार द्वारा गरठत की जाएगी।
(3) ईन दक्रयाकलापों की, जो भारत सरकार के तत्कालीन पयाावरण और वन मंत्रालय की ऄजधसूचना संख्यांक का. अ. 1533(ऄ), तारीख 14 जसतंबर, 2006 की ऄनुसूची में सजम्मजलत हैं और जो पाररजस्ट्थजतकी संवेदी जोन में अते हैं, जसवाय आसके प)रा 4 के ऄधीन सारणी में यथाजवजनर्कदष्ट प्रजतजषध स दक्रयाकलापों के मानीटरी सजमजत द्वारा वास्ट्तजवक जवजनर्कदष्ट स्ट्थलीय दिाओं के अधार पर संवीक्षा की जाएगी और ईक्त ऄजधसूचना के ईपबंधों के ऄधीन पूवा पयाावरण ऄनापजत्त के जलए के्द्रीय सरकार के पयाावरण, वन और जलवायु पररवतान मंत्रालय को जनर्कदष्ट दकया जाएगा।
(4) ईन दक्रयाकलापों की, जो भारत के तत्कालीन पयाावरण और वन मंत्रालय की ऄजधसूचना संख्यांक का.अ.1533(ऄ) 14 जसतंबर, 2006 की ऄनुसूची में सजम्मजलत नहीं ह), और जो पाररजस्ट्थजतकी संवेदी जोन में अत े हैं, जसवाय आसके प)रा 4 के ऄधीन सारणी में यथाजवजनर्कदष्ट प्रजतजषध स दक्रयाकलापों के, मानीटरी सजमजत द्वारा वास्ट्तजवक जवजनर्कदष्ट स्ट्थलीय दिाओं के अधार पर संवीक्षा की जाएगी और ईसे संबंध स जवजनयामक प्राजधकरणों को जनर्कदष्ट दकया जाएगा।
(5) मानीटरी सजमजत का सदस्ट्य-सजचव या संबध स ईपायुक् त या संबंजधत ईपायुक्त ऐसे व्यजक्त के जवरूध स, जो आस ऄजधसूचना के दकसी ईपबंध का ईल्लघंन करता ह), पयाावरण (संरक्षण) ऄजधजनयम की धारा 19 के ऄधीन करन ेके जलए सक्षम होगा। 12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(6) मानीटरी सजमजत मुद्दा दर मुद्दा के अधार पर ऄपके्षाओं पर जनभार रहत ेहुए संबध स जवभागों के प्रजतजनजधयों या जविेषज्ञों, औद्योजगक संगमो या संबध स पणधाररयों के प्रजतजनजधयों को, ऄपन ेजवचार-जवमिा में सहायता के जलए अमंजत्रत कर सकेगी ।
(7) मानीटरी सजमजत प्रत्येक वषा की 31 माचा तक के ऄपने दक्रयाकलापों की वार्सषक कारावाइ ररपोटा राज्य के मुख्य व्यजीव वाडान को, ईपाबधं-V में संलग्न प्रपत्र के ऄनुसार, ईस वषा की 30 जून तक प्रस्ट्तुत करेगी ।
(8) के्द्रीय सरकार का पयाावरण, वन और जलवाय ुपररवतान मंत्रालय मानीटरी सजमजत को ईसके कृत्यों के प्रभावी जनवाहन के जलए ऐसे जनदेि दे सकेगा जो वह ईजचत समझ े।
7. .- आस ऄजधसूचना के ईपबंधों को प्रभावी बनाने के जलए कें द्रीय सरकार और राज् य सरकार, ऄजतररक् त ईपाय, यदद कोइ हों, जवजनर्कद् ट कर सकें गी ।

8. कोइ ऄ् य महत् वपूणा मामला । MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 28th August, 2020 S.O. 2942(E).—WHEREAS, a draft notification was published in the Gazette of India, Extraordinary, vide notification of the Government of India in the Ministry of Environment, Forest and Climate Change number S.O. 3858(E), dated the 25 th October, 2019, inviting objections and suggestions from all persons likely to be affected thereby within the period of sixty days from the date on which copies of the Gazette containing the said notification were made available to the public;
AND WHEREAS, copies of the Gazette containing the said draft notification were made available to the public on the 25 th October, 2019;
AND WHEREAS, objections and suggestions were received from persons and stakeholders in response to the aforesaid draft notification were duly considered by the Central Government;
AND WHEREAS, Someshwara Wildlife Sanctuary (named after Lord Someshwara, the presiding deity of the famous Someshwara Temple located within the Sanctuary) is situated in the Karkala and Kundapur Talukas of District Udupi and Thirthahalli Taluka, District Shivamogga in the State Karnataka and lies between 13 0 29’ and 13 0 36’ N latitude and 74 0 50’ and 75 0 05’ E longitude notified in 1979 and is spread over an area of 314.25 square kilometers;
AND WHEREAS, the Wildlife Sanctuary is characterised by high rainfall ranging from 6000 millimeters to 8000 millimeters and is known as the ‘Chirrapunji of South India’;
[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 25 AND WHEREAS, the Someshwara Wildlife Sanctuary supports evergreen and semievergreen forest species in the hill slopes and semi-evergreen and mixed moist deciduous forest at foot hills and plains and degraded forest around habitations;
AND WHEREAS, the major flora available in the Someshwara Wildlife Sanctuary are Calophyllum apetalum (Holi honne), Cinnamomum sulphuratum (Dalchini), Diospyros candollena (Kari mara), Hopea canarensis (Malai haiga), Hopea parviflora (Kiral bogi), Hopea ponga (Doddele bogi), Vanda spathulata (Orchid), Garcinia indica (Kokum), Hydnocarpus pentandra (Chalmogra yenne mara, Mirolhakai, Surti), Knema attenuate (Raktamara), etc;
AND WHEREAS, the Someshwara Wildlife Sanctuary is rich in biodiversity, and as per the International Union for Conservation of Nature and Natural Resources (IUCN), some of the species which fall under category of critically endangered, vulnerable, near threatened are found in Someshwara Wildlife Sanctuary includes mammals including Panthera tigris (tiger), Panthera pardus (common leopard), Prionailurus rubiginosus (rusty spotted cat), Viverra civettina (malabar civet), Melursus ursinus (sloth bear), Elephas maximus (Asian elephant), Bos gaurus (gaur), Cervus unicolor (sambar), Petinomys uscocapillus (small travancore flying squirrel), Ratufa indica (Indian giant squirrel), Manis Crassicaudata (Indian pangolin), Platacanthomys lasiurus (Malabar spiny dormouse), Lutra lutra (common otter), Anoxy Cinerea (claw less Otter), etc.;
AND WHEREAS, the major bird species recorded from the Sanctuary are Anthracoceros coronaatus (Malabar pied hornbill), Buceros bicornis (great hornbill), Ichthyophaga ichthyaetus (gray headed fish eagle), Anhinga melanogaster (darter), Ciconia episcopus (Woolly –necked Stork), Ficedula nigrorufa (Black and Orange Flycatcher), Eumyias albicaudata (Nilgiri fly catcher), etc. and reptiles such as Indotestudo foresteni (tortoise), Geochelone elegans (Indian flap shell turtle), Crocodylus palustris (Crocodiles), Naja Naja (Spectacled cobra), Ophiophagus Hannah (King cobra), etc;
AND WHEREAS, Someshwara Wildlife Sanctuary is the habitat of numerous amphibians viz, Ansonia ornate (Malabar Torrent Tode), Bufo beddomii (Beddomi’s Tode), Ramanella montana (Jerdon's Narrow-mouthed Frog), Indirana leithii (Leith's leaping frog or Matheran Indian frog), Limnonectes limochaIrs ( Indian cricket frog), Micrixalus saxicolus (Malabar Tropical Frog), Nyctibatrachus deccanensis (Deccan night frog, Deccan wrinkled frog), Nyctibatrachus major (Malabar night frog), Nyctibatrachus sancti palustris (Coorg night frog or sacred swamp wrinkled frog), Rana aurantiaca (Trivandrum frog, the common wood frog), Rana temporalis (bronzed frog or Gunther’s golden-backed frog), Tomoptema rufescens (Rufescent Burrowing frog), etc. while butterflies species available in the Sanctuary are Idea malbarica (Malabar tree Nymph), etc.;
AND WHEREAS, due to its high biodiversity value, occurrence of many critically endangered species, its valued ecosystem services to the people of the region and its aesthetic value (landscape), the Someshwara Wildlife Sanctuary has been included as part of one of the cluster of Western Ghats which was declared on 1 st July, 2012 as a World Heritage Site;
AND WHEREAS, it is necessary to conserve and protect the area, the extent and boundaries of which are specified in paragraph 1 as Eco-sensitive Zone from ecological, environmental and biodiversity point of view and to prohibit industries or class of industries and their operations and processes in the said Eco-sensitive Zone;
NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) and clauses (v) and (xiv) of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act 1986 (29 of 1986) (hereafter in this notification referred to as the Environment Act), read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area to an extent varying from 0 (zero) to 7.80 kilometres around the boundary of Someshwara Wildlife Sanctuary, in Udupi and Shivamogga districts in the State of Karnataka as the Someshwara Wildlife Sanctuary Eco-sensitive Zone (hereafter in this notification referred to as the Eco-sensitive Zone) details of which are as under, namely: -
1. Extent and boundaries of Eco-sensitive Zone. – (1) The Eco-sensitive Zone shall be to an extent of 0 (zero) to 7.80 kilometres around the boundary of Someshwara Wildlife Sanctuary and 26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] the area of the Eco-sensitive Zone is 142.56 square kilometres (zero extent of Eco-sensitive Zone is due to Mookambika Wildlife Sanctuary and Kudremukh National Park adjoin the northern side and southern side of the Someshwara Wildlife Sanctuary).
(2) The boundary description of Someshwara Wildlife Sanctuary and its Eco-sensitive Zone is appended in Annexure-I.
(3) The maps of the Someshwara Wildlife Sanctuary demarcating Eco-sensitive Zone along with boundary details and latitudes and longitudes are appended as Annexure-IIA, Annexure-IIB, Annexure-IIC, Annexure-IID and Annexure-IIE.
(4) List of geo-coordinates of the boundary of Someshwara Wildlife Sanctuary and Eco-sensitive Zone are given in Table A and Table B of Annexure III.
(5) The list of villages and reserved forest along with their area falling in the proposed Ecosensitive Zone along with their geo co-ordinates at prominent points is appended as Table A and Table B of Annexure-IV.
2. Zonal Master Plan for Eco-sensitive Zone.- (1) The State Government shall, for the purposes of the Eco-sensitive Zone prepare a Zonal Master Plan within a period of two years from the date of publication of this notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this notification for approval of the competent authority in the State.
(2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any.
(3) The Zonal Master Plan shall be prepared in consultation with the following Departments of the State Government, for integrating the ecological and environmental considerations into the said plan:-
(i) Environment;
(ii) Forest and Wildlife;
(iii) Urban Development;
(iv) Tourism;
(v) Municipal;
(vi) Revenue;
(vii) Agriculture;
(viii) Karnataka State Pollution Control Board;
(ix) Rural Development;
(x) Irrigation and Flood Control;
(xi) Panchayati Raj; and
(xii) Public Works Department.
(4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and ecofriendly.
(5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local community and such other aspects of the ecology and environment that need attention.

(6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and kinds of forests, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas, orchards, lakes and other water bodies with supporting maps giving details of existing and proposed land use features.
(7) The Zonal Master Plan shall regulate development in Eco-sensitive Zone and adhere to prohibited and regulated activities listed in the Table in paragraph 4 and also ensure and promote eco-friendly development for security of local communities’ livelihood.
(8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan.
(9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification.
3. Measures to be taken by the State Government.- The State Government shall take the following measures for giving effect to the provisions of this notification, namely:-
(1) Land use.– (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes in the Eco-sensitive Zone shall not be used or converted into areas for commercial or residential or industrial activities:
Provided that the conversion of agricultural and other lands, for the purposes other than that specified at part (a) above, within the Eco-sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central Government or State Government as applicable and vide provisions of this notification, to meet the residential needs of the local residents and for activities such as -
(i) widening and strengthening of existing roads and construction of new roads;
(ii) construction and renovation of infrastructure and civic amenities;
(iii) small scale industries not causing pollution;
(iv) cottage industries including village industries; convenience stores and local amenities supporting eco-tourism including home stay; and
(v) promoted activities given in paragraph 4:
Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of the State Government and without compliance of the provisions of article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change:
Provided also that the correction of error shall not include change of land use in any case except as provided under this sub-paragraph.
(b) Efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat restoration activities.
(2) Natural water bodies.-The catchment areas of all natural springs shall be identified and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the State Government in such a manner as to prohibit development activities at or near these areas which are detrimental to such areas.

(3) Tourism or eco-tourism.- (a) All new eco-tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be as per the Tourism Master Plan for the Ecosensitive Zone.
(b) The Tourism Master Plan shall be prepared by the State Department of Tourism in consultation with the State Departments of Environment and Forests.
(c) The Tourism Master Plan shall form a component of the Zonal Master Plan.
(d) The Tourism Master Plan shall be drawn based on the study of carrying capacity of the Eco-sensitive Zone.
(e) The activities of eco-tourism shall be regulated as under, namely:-
(i) new construction of hotels and resorts shall not be allowed within one kilometre from the boundary of the protected area or upto the extent of the Eco-sensitive Zone, whichever is nearer:
Provided that beyond the distance of one kilometre from the boundary of the protected area till the extent of the Eco-sensitive Zone, the establishment of new hotels and resorts shall be allowed only in pre-defined and designated areas for ecotourism facilities as per Tourism Master Plan;
(ii) all new tourism activities or expansion of existing tourism activities within the Ecosensitive Zone shall be in accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest and Climate Change and the ecotourism guidelines issued by the National Tiger Conservation Authority (as amended from time to time) with emphasis on eco-tourism, eco-education and ecodevelopment;
(iii) until the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation of the Monitoring Committee and no new hotel, resort or commercial establishment construction shall be permitted within Eco-sensitive Zone area.
(4) Natural heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and a heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan.
(5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical, architectural, aesthetic, and cultural significance shall be identified in the Eco-sensitive Zone and heritage conservation plan for their conservation shall be prepared as part of the Zonal Master Plan.
(6) Noise pollution. - Prevention and control of noise pollution in the Eco-sensitive Zone shall be carried out in accordance with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 under the Environment Act.
(7) Air pollution.- Prevention and control of air pollution in the Eco-sensitive Zone shall be carried out in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the rules made thereunder.
(8) Discharge of effluents.- Discharge of treated effluent in Eco-sensitive Zone shall be in accordance with the provisions of the General Standards for Discharge of Environmental Pollutants covered under the Environment Act and the rules made thereunder or standards stipulated by the State Government, whichever is more stringent.
(9) Solid wastes.- Disposal and Management of solid wastes shall be as under:-
(a) the solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance with the Solid Waste Management Rules, 2016, published by the Government [भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 29 of India in the Ministry of Environment, Forest and Climate Change vide notification number S.O. 1357 (E), dated the 8 th April, 2016; the inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-sensitive Zone;
(b) safe and Environmentally Sound Management of Solid wastes in conformity with the existing rules and regulations using identified technologies may be allowed within Ecosensitive Zone.
(10) Bio-Medical Waste.– Bio Medical Waste Management shall be as under:-
(a) the Bio-Medical Waste disposal in the Eco-sensitive Zone shall be carried out in accordance with the Bio-Medical Waste Management, Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R 343 (E), dated the 28 th March, 2016.
(b) safe and Environmentally Sound Management of Bio-Medical Wastes in conformity with the existing rules and regulations using identified technologies may be allowed within the Eco-sensitive Zone.
(11) Plastic waste management.- The plastic waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the 18 th March, 2016, as amended from time to time.
(12) Construction and demolition waste management.- The construction and demolition waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 317(E), dated the 29 th March, 2016, as amended from time to time.
(13) E-waste.- The e - waste management in the Eco-sensitive Zone shall be carried out as per the provisions of the E-Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change, as amended from time to time.
(14) Vehicular traffic.– The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is prepared and approved by the competent authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.
(15) Vehicular pollution.- Prevention and control of vehicular pollution shall be incompliance with applicable laws and efforts shall be made for use of cleaner fuels.
(16) Industrial units.– (a) On or after the publication of this notification in the Official Gazette, no new polluting industries shall be permitted to be set up within the Eco-sensitive Zone.
(ii) Only non-polluting industries shall be allowed within Eco-sensitive Zone as per the classification of Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, unless so specified in this notification, and in addition, the nonpolluting cottage industries shall be promoted.
(17) Protection of hill slopes.- The protection of hill slopes shall be as under:-
(a) the Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted;
(b) construction on existing steep hill slopes or slopes with a high degree of erosion shall not be permitted.
4. List of activities prohibited or to be regulated within Eco-sensitive Zone.- All activities in the Eco-sensitive Zone shall be governed by the provisions of the Environment Act and the rules made there under including the Coastal Regulation Zone, 2011 and the Environmental Impact 30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Assessment Notification, 2006 and other applicable laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of 1927), the Wildlife (Protection) Act 1972 (53 of 1972), and amendments made thereto and be regulated in the manner specified in the Table below, namely:- TABLE S. 1. Commercial mining, stone quarrying and crushing units.
(a) All new and existing mining (minor and major minerals), stone quarrying and crushing units shall be prohibited with immediate effect except for meeting the domestic needs of bona fide local residents including digging of earth for construction or repair of houses and for manufacture of country tiles or bricks for housing and for personal consumption;
(b) The mining operations shall be carried out in accordance with the order of the Hon’ble Supreme Court dated the 4 th August, 2006 in the matter of T.N. Godavarman Thirumulpad Vs. UOI in W.P.(C) No.202 of 1995 and dated the 21 st April, 2014 in the matter of Goa Foundation Vs. UOI in W.P.(C) No.435 of 2012.
2. Setting up of new saw mills. New or expansion of existing saw mills shall not be permitted within the Eco-sensitive Zone:
Provided that the renewal of licences of existing saw mills shall not be done on their expiry period.
3. Setting of industries causing pollution (Water, Air, Soil, Noise, etc.).
New industries and expansion of existing polluting industries in the Eco-sensitive Zone shall not be permitted:
Provided that non-polluting industries shall be allowed within Eco-sensitive Zone as per classification of Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, unless so specified in this notification and in addition the non-polluting cottage industries shall be promoted.
4. Commercial use of firewood. Prohibited (except as otherwise provided) as per the applicable laws.
5. Establishment of major hydroelectric project.
Prohibited (except as otherwise provided) as per the applicable laws.
6. Discharge of untreated effluents in natural water bodies or land area.
Prohibited (except as otherwise provided) as per the applicable laws.
7. New wood based industry. No establishment of new wood based industry shall be permitted within the limits of Eco-sensitive Zone:
Provided that the existing wood-based industry may continue as per law.
8. Erection of wind mills. Prohibited (except as otherwise provided) as per the applicable laws.
9. Use or production or processing of any hazardous substances.

B. Regulated Activities
11. Use of polythene bags. Regulated as per the applicable laws.
12. Commercial establishment of hotels and resorts.
No new commercial hotels and resorts shall be permitted within one kilometer of the boundary of the protected area or upto the extent of Eco-sensitive Zone, whichever is nearer, except for small temporary structures for eco-tourism activities:
Provided that, beyond one kilometer from the boundary of the protected area or upto the extent of Eco-sensitive Zone, whichever is nearer, all new tourist activities or expansion of existing activities shall be in conformity with the Tourism Master Plan and guidelines as applicable.
13. Construction activities. (a) New commercial construction of any kind shall not be permitted within one kilometer from the boundary of the protected area or upto extent of the Eco-sensitive Zone, whichever is nearer:
Provided that, local people shall be permitted to undertake construction in their land for their use including the activities mentioned in sub-paragraph (1) of paragraph 3 as per building bye-laws to meet the residential needs of the local residents:
Provided further that the construction activity related to small scale industries not causing pollution shall be regulated and kept at the minimum, with the prior permission from the competent authority as per applicable rules and regulations, if any.
(b) Beyond one kilometer it shall be regulated as per the Zonal Master Plan.
14. Felling of trees. (a) There shall be no felling of trees in the forest or Government or revenue or private lands without prior permission of the competent authority in the State Government.
(b) The felling of trees shall be regulated in accordance with the provisions of the concerned Central or State Act and the rules made thereunder.
15. Commercial extraction of surface and ground water.
Regulated as per the applicable laws.
16. Erection of electrical and communication towers and laying of cables and other infrastructures.
Regulated under applicable laws (underground cabling may be promoted).
17. Fencing of existing premises of hotels and lodges.
Regulated as per the applicable laws.
18. Widening and strengthening of existing roads and construction of new roads.
Taking measures of mitigation as per the applicable laws, rules, regulations and available guidelines.
19. Movement of vehicular traffic at night.
Regulated for commercial purpose under applicable laws.

The discharge of treated waste water or effluents shall be avoided to enter into the water bodies and efforts shall be made for recycle and reuse of treated waste water. Otherwise the discharge of treated waste water or effluent shall be regulated as per the applicable laws.
23. Commercial sign boards and hoardings.

24. Small scale non polluting industries. Non polluting industries as per classification of industries issued by the Central Pollution Control Board in February, 2016 and non-hazardous, small-scale and service industry, agriculture, floriculture, horticulture or agro-based industry producing products from indigenous materials from the Eco-sensitive Zone shall be permitted by the competent authority.
25. Collection of Forest produce or Non-Timber Forest produce.
Regulated as per the applicable laws.
26. Air and vehicular pollution. Regulated as per the applicable laws.
27. Drastic Change of Agriculture systems.
Regulated as per the applicable laws.
28. Undertaking other activities related to tourism like flying over the Ecosensitive Zone area by hot air balloon, helicopter, drones, microlites, etc.
Regulated as per the applicable laws.
29. Ongoing agriculture and horticulture practices by local communities along with dairies, dairy farming, aquaculture and fisheries.
Permitted as per the applicable laws for use of locals.
30. Infrastructure including civic amenities.
Taking measures of mitigation as per the applicable laws, rules and regulations available guidelines.
31. Establishment of large-scale commercial livestock and poultry farms by firms, corporate and companies.

5. Monitoring Committee for Monitoring the Eco-sensitive Zone Notification.- For effective monitoring of the provisions of this notification under sub-section (3) of section 3 of the Environment (Protection) Act, 1986, the Central Government hereby constitutes a Monitoring Committee, comprising of the following, namely:- Sl.

6. Terms of reference. – (1) The Monitoring Committee shall monitor the compliance of the provisions of this notification.
(2) The tenure of the Monitoring committee shall be for three years or till the re-constitution of the new Monitoring Committee by the State Government and subsequently the Monitoring Committee shall be constituted by the State Government.

(3) The activities that are covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14 th September, 2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the provisions of the said notification.
(4) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forest number S.O. 1533 (E), dated the 14 th September, 2006 and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned regulatory authorities.
(5) The Member-Secretary of the Monitoring Committee or the concerned Deputy Commissioner(s) shall be competent to file complaints under section 19 of the Environment Act, against any person who contravenes the provisions of this notification.
(6) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue to issue basis.
(7) The Monitoring Committee shall submit the annual action taken report of its activities as on the 31 st March of every year by the 30 th June of that year to the Chief Wildlife Warden in the State as per proforma appended at Annexure V.
(8) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. Additional measures.- The Central Government and State Government may specify additional measures, if any, for giving effect to provisions of this notification.
8. Supreme Courts, etc.- The provisions of this notification shall be subject to the orders, if any passed or to be passed by the Hon’ble Supreme Court of India or High Court or the National Green Tribunal.

GARKOTI, Scientist ‘G’ [भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 35 ANNEXURE- I BOUNDARY DESCRIPTION OF SOMESHWARA WILDLIFE SANCTUARY AND ITS ECOSENSITIVE ZONE IN THE STATE KARNATAKA East: The Eco-sensitive Zone boundary line of Someshwara Wildlife Sanctuary starts near the Kanchikala Abbi falls of Hummadagallu village, along Varahi State Forest. It moves East, then North, then turns southwards and then finally westwards along the Varahi State forest and Manibailu State Forest boundaries till it reaches a distance of 1km from Tombettu Reserved Forest boundary. From this point, Eco-sensitive Zone line follows the 1km parallel line to Tombettu Reserved Forest boundary in the village Gubbiga. It runs North passing through Malgoddamata and touches the Varahi State Forest at Melsunka. Then the line joins and follows the 1km parallel line to Agumbe State Forest. It runs North East through Ulthiga village turns South East through Neerathitlu village, Koraginakote village, Huruli village, Shivalli village, Dasanakoduge village and Hosur village. Then the Eco-sensitive Zone line touches the 1km parallel line to Agumbe State Forest near Agumbe hole and continues to run South, the line then turns East through Tallur village near the junction of Agumbe-Shringeri road at Agumbe. The line then follows the 1km parallel line to Balehalli State Forest Eastward through Balehalli village and merges with the Eco-sensitive Zone boundary of Northern Kudremukh National Park.
South: The Eco-sensitive Zone boundary line turns West along the Eco-sensitive Zone boundary of Kudremukh National Park and touches the Northern tip of Narasimha Parvatha State Forest. It runs South Westerly direction along the Narasimha Parvatha State Forest boundary, turns North West and continues till it reaches Durga. The line meets the Someshwara Reserved Forest boundary and continues North West. It cuts and crosses Kapoli stream near Kapoli, continues in North West direction to reach Bachappu of Mudradi village and merges with the Eastern Eco-sensitive Zone boundary of Kudremukh National Park.
West : The Eco-sensitive Zone boundary line follows the 1km parallel line to Jatkatmalai Reserved Forest Northwards. It then turns West at Baibettu settlement, Hebri village and joins the 1 km parallel line to Mathkalgudde Reserved Forest. The line continues West, South-West and joins the 1km parallel line to Jomblu Kaadu Reserved Forest. The line turns North near Wonikallu and joins the 1km parallel line to Tenkahola Reserved Forest. The line then crosses the Seethanadi river and passes through Kaltur village, Nalkuru village and Belve village. The line turns Eastwards joins and follows 1km parallel line to Mavinakudlu Reserved Forest boundary near Ardi. The Eco-sensitive Zone boundary line turns North East, then North and joins 1Km parallel line to Ballimane Reserved Forest it continues the parallel line Northwards till it touches the boundary of Surikudlu Reserved Forest. It continues along the Surikudlu Reserved Forest boundary, crosses Varahi river at Kalinjeddu and moves Westward along Suraladavi Reserved Forest. The Eco-sensitive Zone line follows the boundary of Suraladavi Reserved Forest North and then East and Joins Surikudlu Reserved Forest boundary.
The line continues till the point it joins the Eco-sensitive Zone boundary of Mookambika Wildlife Sanctuary.
North: The Eco-sensitive Zone merges with the Northern boundary of Tombattu Reserved Forest and continues till it reaches the boundary of Varahi State Forest near Kanchikala Abbi falls and merges with the Eastern Eco-sensitive Zone boundary of Mookambika Wildlife Sanctuary.
