म' �कािशत क% गई थी िजसम' उन सभी -ि.य/ से, िजनको उससे �भािवत होने क% संभावना थी, उस तारीख से, िजसको उ. अिधसूचना क% राजप$ क% �ितयां जनता को उपल3ध करा दी गई थी, साठ �दन क% अविध के भीतर, आपि6 और सुझाव आमंि$त �कए गए थे; और, उ. �ा9प अिधसूचना क% राजप$ क% �ितयां जनता को 22 मई, 2018 को उपल3ध करा दी गई थ:; और, उ. �ा प अिधसचूना के �;यु6र म' -ि.य/ और पणधा!रय/ से �ा< आ=ेप/ और सुझाव/ पर मं$ालय म' स�यक् िवचार �कया गया था; इं�दरा ि�यदश�नी प'च रा@ीय उAान मBय �दशे राCय के िसवनी और Dछंदवाड़ा िजल ेम' िGथत है और प'च मौगली अभयारJय िसवनी िजले के कुराई खंड तक सीिमत ह।ै बफर =े$ म' िसवनी िजला म' दि=ण िसवनी संभाग के !रजव� और संरि=त वन/ और Dछंदवाड़ा िजला के पूव� और दि=ण Dछंदवाड़ा सभंाग का भाग शािमल ह।ै प'च बाघ !रजव� का कोर =े$/सकंटमय बाघ पया�वास, भौगोिलक िनदLशांक के दशेांतर 790 08' 51" से 790 31' 55" पू और अ=ांश 210 38' 55" से 210 53' 52" उ म' 411.33 वग� �कलोमीटर के कोर =े$ म' िGथत ह;ै और,और,और,और, प'च बाघ !रज़व� के कोर =े$ म' इं�दरा ि�यदश�नी प'च रा@ीय उAान और प'च मौगली अभयारJय शािमल ह।ै प'च मौगली अभयारJय का �बंधन वष� 1995 म' मBय �दशे सरकार वन िवभाग क% अिधसूचना एफ-14/176/94/10/2, भोपाल, तारीख 29-03-95 को प'च बाघ !रज़व� को सWपा गया था। 2007 म' प'च बाघ !रज़व� िसवनी के कोर को मBय �दशे वन िवभाग क% अिधसूचना एफ 15-31-2007-X-2, तारीख 24.12.2007 को रा@ीय उAान और अभयारJय के =े$ के 9प म' घोिषत �कया गया ह।ै बफर =े$ को मBय �दशे सरकार वन िवभाग क% अिधसचूना सं. एफ-15-8/2009/10-2, 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] तारीख 5 अ[टूबर, 2010 को अंततः 768.300 वग� �कलोमीटर अिधसूिचत �कया गया ह।ै बफर =े$ दि=ण िसवनी संभाग, पूव� Dछंदवाड़ा सभंाग और दि=ण Dछंदवाड़ा संभाग जैसे तीन =े$ीय संभाग/ क% �;य= िनयं$ण म' ह।ै इस =े$ को =े$ िनदशेक, प'च बाघ !रजव� के िनयं$ण म' दनेे क% ��\या चल रही ह;ै और,और,और,और, मBय भारत के �ाकृितक इितहास म' प'च बाघ !रज़व� का अपना मह;व ह।ै इसक% �ाकृितक संुदरता और जीवज^तु और वनGपितय/ म' इसक% समृ_ता का उ�लेख 17व: शता3दी से लेकर कई सािह;य/ म' �कया गया ह।ै 19व: और पूव� 20व: शता3दी स ेसंबंिधत �िस_ �कृितिवद/ जैस ेकै`शन जॉन फोस�थ (मBय भारत क% उd भिूम), रॉबट� एिमटेज Gटेरंडले े(िसवनी म' िशिवर जीवन, और भारत के Gतनधारी), ड'पर gैडर (मBय भारत म' जंगली पशु) और दयाड� �कपDलंग (जंगल बुक) क% पुGतक/ म' सतपुडा पव�त माला म' Gपh 9प से �कृित क% बiतायत का िवGतृत वण�न �कया गया ह;ै और, और, और, और, प'च बाघ !रज़व� का =े$ भी लोकि�य मौगली भिूम के 9प म' भी जाना जाता ह।ै भिेड़य/ के एक झुंड &ारा पाले गए मौगली नाम के एक लड़के को वष� 1831 म' कन�ल िविलयम Gलेमने के माग�दश�न म' लिेkटन'ट जॉन मूर &ारा सतं बावड़ी lाम म' पाया गया था। �कपDलंग ने चीज/ के इस खूबसूरत िववरण को अपनी पुGतक के शीष�क सर िविलयम हनेरी Gलेमेन &ारा "अपनी मांद म' बd/ का पोषण करने वाले भेिड़ये" और रॉबट� एिमटेज Gटेरंडलेे &ारा "कn प लाइफ ऑफ़ िसवनी" म' �दया। जंगल बुक म' एक Gथान का उ�लेख �कया गया जहां शेर खान को मार �दया गया था। यह Gथान वाGतव म' कंधीवाड़ lाम के िनकट बाणगंगा नदी क% घाटी ह।ै वत�मान समय म', इस Gथान का ऐितहािसक मह;व �िस_ प'च रा@ीय उAान के अंतग�त आता ह।ै अ;यिधक सकंटापp lेट कैट "बाघ" के संर=ण के िलए िवq म' भारत के क' rीय उdभूिम सबसे मह;वपूण� वासGथान/ म' स ेएक ह।ै इन उdभिूमय/ के मBय म' प'च बाघ !रज़व� िGथत है। यह िसवनी, बालाघाट और मंडला िजल/ के वन/ &ारा का^हा से जुड़ा ह ैऔर दि=णी भाग महारा@ के प'च बाघ !रजव� के िनकटतम ह;ै प'च बाघ !रज़व� क% आr�भिूम प=ी-जीव/ के संर=ण के संदभ� म' बiत मह;वपूण� हn, [य/�क यह न केवल आवासीय पि=य/ के िलए उपयु. आवास �दान करता ह;ै बि�क कई जल मुगा�िबय/ के िलए शीत भिूम भी �दान करता ह।ै तोतालादोह जलाशय के &ीप/ म' घ/सल ेबनाने वाले पि=य/ जैसे !रवर टन�, Gमॉल �टnकोल एवं िल!टल टन� के िलए घ/सले का मैदान �दान करता ह।ै यही कारण ह ै�क इस =े$ को मह;वपूण� प=ी =े$ म' शािमल �कया गया ह;ै और,और,और,और, प'च बाघ !रजव� (इं�दरा ि�यदsश�नी प'च रा@ीय उAान और मोगली प'च अभयारJय) के संरि=त =े$ के चार/ ओर के =े$ को, पा!रिGथितक% और पया�वरण क% दिृt ट से, पा!रिG थितक% संवेदी जोन के 9प म' संरि=त और सुरि=त करना आवu यक ह।ै अतःअतःअतःअतः,,,, अब, के^rीय सरकार, पया�वरण (सरं=ण) अिधिनयम, 1986 के िनयम 5 के उपिनयम (3) के साथ प!ठत पया�वरण (संर=ण) अिधिनयम, 1986 (1986 का 29) िजसे इसमे इसके पvात् पया�वरण अिधिनयम कहाँ गया ह ै क% उपधारा (1) तथा धारा 3 क% उपधारा (2) एवं उपधारा (3) के खंड (v) और खंड (xiv) &ारा �द6 शि.य/ का �योग करते iए, मBय �दशे राCय म' प'च बाघ !रजव� (इं�दरा ि�यदsश�नी प'च रा@ीय उAान और मोगली प'च अभयारJय) क% सीमा के चार/ ओर 0 से 27 �कलोमीटर तक िवGता!रत =े$ को प'च बाघ !रजव� (इं�दरा ि�यदsश�नी प'च रा@ीय उAान और मोगली प'च अभयारJय) पा!रिGथितक% संवेदी जोन (िजसे इसम' इसके पu चात् पा!रिGथितक% संवेदी जोन कहा गया ह)ै के 9प म' अिधसूिचत करती ह,ै िजसका िववरण िनyानुसार ह,ै अथा�त् :— 1. पा�रि�थितकपा�रि�थितकपा�रि�थितकपा�रि�थितक संवेदीसंवेदीसंवेदीसंवेदी जोनजोनजोनजोन काकाकाका िव�तारिव�तारिव�तारिव�तार औरऔरऔरऔर सीमासीमासीमासीमा.—(1) प'च बाघ !रजव� (इं�दरा ि�यदsश�नी प'च रा@ीय उAान और मौगली प'च अभयारJय) के पा!रिGथितक% संवेदी जोन का कुल =े$फल 771.537 वग� �कलोमीटर ह ैिजसम' प'च बाघ !रजव�, , , , इं�दरा ि�यदsश�नी प'च रा@ीय उAान और प'च मौगली अभयारJय के सभी अिधसूिचत बफर =े$ सि�मिलत हn,,,, और जब कभी बफर =े$ कोर =े$ के आस-पास मौजूद नह: होता ह ैऔर बफर =े$ ऐसे Gथान/ म' कोर =े$ क% सीमा से 2 �कमी. से कम ह,ै तो पा!रिGथितक% संवेदी जोन कोर सीमा से 2 �कमी तक होगा, चाहे इसका Gवािम;व मBय �दशे के िसवनी और Dछंदवाड़ा िजले म' पड़ता ह।ै पा!रिGथितक% संवेदी जोन क% सीमा शू^य (अंतर-राCय सीमा के कारण) से 27 �कलोमीटर तक िभp होती ह।ै ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 (2) सीमा वण�न के साथ पा!रिGथितक% संवेदी जोन क% सीमा का िववरण उपाबंध उपाबंध उपाबंध उपाबंध I I I I म' हn। (3) सरंि=त =े$ और पा!रिGथितक% संवेदी जोन के भ-ूिनदLशांक/ क% सूची उपाबंधउपाबंधउपाबंधउपाबंध IIIIIIII म' ह।ै (4) पा!रिGथितक% संवेदी जोन के अंतग�त आने वाल ेlाम/ क% सूची उपाबंधउपाबंधउपाबंधउपाबंध III III III III के प म' सलंz ह।ै (5) प'च-का^हा और प'च-सतपुड़ा के िलए ^यूनीकरण उपाय उपाबंधउपाबंधउपाबंधउपाबंध----IV IV IV राCय सरकार, पा!रिGथितक% संवेदी जोन के �योजन के िलए, राजप$ म' अंितम अिधसूचना के �काशन क% तारीख से दो वष� क% अविध के भीतर, Gथानीय -ि.य/ के परामश� से और इस अिधसूचना म' �दए गए अनुबंध/ का पालन करते iए, राCय सरकार के स=म �ािधकारी के अनुमोदनाथ� एक आंचिलक महायोजना बनायेगी। (2) राC य सरकार &ारा पा!रिGथितक% संवेदी जोन के िलए आचंिलक महायोजना इस अिधसूचना म' िविन{द�t ट रीित से तथा �ासंिगक क' rीय और राC य िविधय/ के अनु9प तथा क' rीय सरकार &ारा जारी �दशा िनदLश/, य�द कोई ह/, के अनुसार बनायी जाएगी । (3) आंचिलक महायोजना म' पा!रिGथितक% और पया�वरण संबंधी सरोकार/ को शािमल करने के िलए इस ेराC य सरकार के िनyिलिखत िवभाग/ के परामश� से बनाया जाएगा, अथा�त्:—
(i) पया�वरण;
(ii) वन और व^यजीव;
(iii) कृिष;
(iv) राजG व;
(v) शहरी िवकास;
(vi) पय�टन;
(vii) lामीण िवकास;
(viii) Dसंचाई और बाढ़ िनयं$ण;
(ix) नगरपािलका;
(x) पंचायती राज; और
(xi) लोक िन मा�ण िव भाग। (4) जब तक इस अिधसूचना म' िविन{द�h न हो, आंचिलक महायोजना म' वत�मान म' अनुमो�दत भ-ूउपयोग, अवसंरचना और �\याकलाप/ पर कोई �ितबंध नह: लगाया जाएगा तथा आचंिलक महायोजना म' सभी अवसंरचना~ और �\याकलाप/ म' सुधार करके उ^ह' अिधक द= और पा!रिGथितक%-अनुकूल बनाने क% -वGथा क% जाएगी । (5) आंचिलक महायोजना म' वन रिहत और अव\िमत =े$/ के सुधार, िवAमान जल िनकाय/ के संर=ण, आवाह =े$/ के �बंधन, जल-संभर/ के �बंधन, भ-ूजल के �बंधन, मदृा और नमी के सरं=ण, Gथानीय जनता क% आवuयकता~ तथा पा!रिGथितक% एव ंपया�वरण के ऐसे अ^य पहल~ु क% -वGथा क% जाएगी िजन पर Bयान �दया जाना आवuयक ह।ै (6) आंचिलक महायोजना म' सभी िवAमान पूजा G थल/, lाम/ एवं शहरी बिGतय/, वन/ क% �ेिणय/ एव ं�कG म/, कृिष =े$/, ऊपजाऊ भूिम, उAान/ एवं उAान/ क% तरह के ह!रत =े$/, बागवानी =े$/, बगीच/, झील/ और अ^य जल िनकाय/ क% सीमा का िनधा�रण �कया जाएगा तथा सहायक मानिच$ भी �दया जाएगा। इस महायोजना म' िवAमान और �Gतािवत भ-ू उपयोग क% िवशेषता~ का 3यौरा दनेे वाले मानिच$ भी �दए जाएंगे। (7) आंचिलक महायोजना म' पा!रिGथितक% संवेदी जोन म' होने वाले िवकास का िविनयमन �कया जाएगा और सारणी म' यथासूचीब_ �ितिष_ एवं िविनयिमत �\याकलाप/ का पालन �कया जाएगा। इसमे G थानीय जनता क% आजीिवका क% सुर=ा के िलए पा!रिGथितक%-अनुकूल िवकास का भी सिुनu चय एवं संवध�न �कया जाएगा। 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (8) आंचिलक महायोजना, =े$ीय िवकास योजना क% सह-कािलक होगी । (9) अनुमो�दत आंचिलक महायोजना, िनगरानी सिमित के िलए एक संदभ� दGतावेज होगी ता�क वह इस अिधसूचना के उपबंध/ के अनुसार िनगरानी के अपने कत�-/ का िनव�हन कर सके । (10) आंचिलक महायोजना पा!रिGथितक% संवेदी जोन म' िवकास को िविनयिमत �कया जाएगा ता�क G थानीय समुदाय/ क% आजीिवका सुर=ा के िलए, पा!रिGथितक% अनुकूल िवकास सुिनिu चत �कया जा सके। 3. रा�यरा�यरा�यरा�य सरकारसरकारसरकारसरकार �ारा�ारा�ारा�ारा �कए�कए�कए�कए जानेजानेजानेजाने वालेवालेवालेवाले उपायउपायउपायउपाय....—राCय सरकार इस अिधसूचना के उपबंध/ को �भावी बनाने के िलए िनyिलिखत उपाय करेगी, अथा�त् :— 1. भूभभूूभू----उपयोग.उपयोग.उपयोग.उपयोग.— (क) पा!रिGथितक% संवेदी जोन म' वन/, बागवानी =े$/, कृिष =े$/, मनोरंजन के िलए िचि^हत उAान/ और खुले Gथान/ का वृहद वािणिCयक या आवासीय प!रसर/ या औAोिगक �\याकलाप/ के िलए �योग या संप!रवत�न अनु�ात नह: �कया जाएगा: परंतु पा!रिGथितक% संवेदी जोन के भीतर भाग (क), म' िविन{द�h �योजन से िभp �योजन के िलए कृिष और अ^य भिूम का संप!रवत�न, मानीटरी सिमित क% िसफा!रश पर और स=म �ािधकारी के पूव� अनुमोदन से, =े$ीय नगर योजना अिधिनयम तथा यथा लागू के^rीय/राCय सरकार के अ^य िनयम/ एवं िविनयम/ के अधीन तथा इस अिधसूचना के उपबंध/ के अनुसार Gथानीय िनवािसय/ क% िनyिलिखत आवासीय ज9रत/ को पूरा करने के िलए अनु�ात �कया जाएगा:— (i) िवAमान सड़क/ को चौड़ा करना और उ^ह' सुदढृ करना और नई सड़क/ का संिनमा�ण करना; (ii) बुिनयादी ढांच/ और नाग!रक सुिवधा~ का संिनमा�ण और नवीकरण; (iii) �दषूण उ;पp न करने वाले लघ ुउAोग; (iv) कुटीर उAोग एवं lाम उAोग; पा!रिGथितक% पय�टन म' सहायक सिुवधा भJडार, Gथानीय सिुवधाएं तथा lह वास; और (v) बढ़ावा �दए गए और पैरा-4 म' उि�लिखत �\याकलाप: परंतु यह भी �क =े$ीय शहरी िनयोजन अिधिनयम के अधीन स=म �ािधकारी के पूव� अनुमोदन के िबना तथा राCय सरकार के अ^य िनयम/ एवं िविनयम/ एवं संिवधान के अनु�छेद 244 के उपबंध/ तथा त;समय �वृ6 िविध, िजसके अंतग�त अनुसूिचत जनजाित और अ^य परंपरागत वन िनवासी (वन अिधकार/ क% मा^यता) अिधिनयम, 2006 (2007 का 2) भी आता ह,ै का अनुपालन �कए िबना वािणिCयक या औAोिगक िवकास �\याकलाप/ के िलए जनजातीय भिूम का �योग अनु�ात नह: होगा। परंतु यह भी �क पा!रिG थितक% संवेदी जोन के अतंग�त आने वाली भूिम के अिभलेख/ म' iई �कसी $ु!ट को, मानीटरी सिमित के िवचार �ा< करने के पvात्, राCय सरकार &ारा �;येक मामल ेम' एक बार सुधारा जाएगा और उ. $ु!ट को सुधारने क% सूचना क' rीय सरकार के पया�वरण, वन और जलवायु प!रवत�न मं$ालय को दी जाएगी । परंतु यह भी �क उपयु�. $ु!ट को सुधारने म', इस उप-पैरा म' यथा उपबंिधत के िसवाय, �कसी भी दशा म' भ-ूउपयोग का प!रवत�न शािमल नह: होगा । (ख) अनु�यु[ त या अनु; पादक कृिष =े$/ म' पुन: वनीकरण तथा पया�वास/ और जैव- िविवधता क% बहाली के �यास �कए जाएंगे । (2) �ाकृितक जल �ोत�ाकृितक जल �ोत�ाकृितक जल �ोत�ाकृितक जल �ोत....—आंचिलक महायोजना म' सभी �ाकृितक जल �ोत/ के आवाह =े$/ क% पहचान करके उनके संर=ण और बहाली क% योजना सि� मिलत क% जाएगी और राC य सरकार &ारा करके इस रीित से बनाए जा�गे �क उसम' इन =े$/ या इनके आसपास के =े$/ के िलए हािनकारक िवकास �\याकलाप/ को �ितिष_ �कया गया हो। ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5 (3) पय�टन या पा�रि�थितक� पय�टन.पय�टन या पा�रि�थितक� पय�टन.पय�टन या पा�रि�थितक� पय�टन.पय�टन या पा�रि�थितक� पय�टन.—(क) पा!रिGथितक% संवेदी जोन के भीतर सभी नए पा!रिGथितक% पय�टन �\याकलाप या िवAमान पय�टन �\याकलाप/ का िवGतार पा!रिGथितक% संवेदी जोन स�बंधी पय�टन महायोजना के अनुसार अनु�ात होगा । (ख) पा!रिGथितक% पय�टन महायोजना राCय सरकार के पया�वरण और वन िवभाग/ के परामश� से पय�टन िवभाग &ारा बनायी जाएगी । (ग) पय�टन महायोजना आंचिलक महायोजना का घटक होगी । (घ) पय�टन महायोजना पा!रिGथितक% संवेदी जोन क% वहन =मता के आधार पर तैयार क% जायेगी। (ङ) पा!रिGथितक% पय�टन संबंधी �\याकलाप िन� नानुसार िविनयिमत �कए जाएंग:े— (i) संरि=त =े$ क% सीमा से एक �कलोमीटर के भीतर या पा!रिGथितक% संवेदी जोन क% सीमा तक इनम' जो भी अिधक िनकट हो �कसी होटल या !रसोट� का नया सिpमा�ण अनु�ात नह: �कया जाएगा: परंतु, पा!रिGथितक% पय�टन सुिवधा~ के िलए संरि=त =े$ क% सीमा से एक �कलोमीटर क% दरूी से परे पा!रिGथितक% संवेदी जोन क% सीमा तक पूव� प!रभािषत और अभीिहत =े$/ म' पय�टन महायोजना के अनुसार, नए होटल/ और !रसोट� क% Gथापना अनु�ात होगी; (ii) पा!रिGथितक% संवेदी जोन के अ^दर सभी नए पय�टन �\या-कलाप/ या िवAमान पय�टन �\याकलाप/ का िवGतार, के^rीय सरकार के पया�वरण, वन और जलवायु प!रवत�न मं$ालय &ारा जारी �दशािनदLश/ तथा पा!रिGथितक% पय�टन, पा!रिGथितक%-िश=ा और पा!रिGथितक%-िवकास पर बल दनेे वाले रा@ीय -ा� संर=ण �ािधकरण &ारा जारी पा!रिGथितक% पय�टन संबंधी �दशािनदLश/ (समय-समय पर यथा संशोिधत) के अनुसार होगा; 12. गैर �दषूणकारी लघु उ�ोग। फरवरी, 2016 म� के1Kीय �दषूण िनयंLण बोड� Mारा जारी उ�ोग! के वगQकरण के अनुसार गैर-�दषूणकारी उ�ोग! तथा पा2रि�थितक� संवेदी जोन से दशेी सामिaय! से उ पाद बनाने वाले अप2रसंकटमय लघु और सेवा उ�ोग!, कृिष, पुbप कृिष, बागबानी या कृिष आधा2रत उ�ोग! क� �थापना सWम �ािधकारी Mारा अनुBात होगी।
13. वृW! क� कटाई । (क) रा�य सरकार के सWम �ािधकारी क� पूव� अनुमित के िबना वन या सरकारी या राज�व या िनजी भूिम पर वृW! क� कटाई क� अनुBा नह, होगी । (ख) वृW! क� कटाई क� Kीय या संबंिधत रा�य के अिधिनयम! और उनके अधीन बनाए गए िनयम! के उपबंध! के अनुसार िविनयिमत होगी ।

16. नाग2रक सुिवधा$ सिहत बुिनयादी अवसंरचना। यह eव�था लागू िविधय!, िनयम!, िविनयम! और उपलfध <दशािनदOश! के अनुसार उपशमन उपाय! के साथ क� जाएगी।
17. िव�मान सड़क! को चौड़ा करना, उ1ह� सुदढृ बनाना और नई सड़क! का िनमा�ण करना। यह eव�था लागू िविधय!, िनयम!, िविनयम! और उपलfध <दशािनदOश! के अनुसार उपशमन उपाय! के साथ क� जाएगी।
18. पय�टन से संबंिधत अ1य <^याकलाप जैसे <क पा2रि�थितक� संवेदी जोन WेL के ऊपर से गम� वायु के गुfबारे, हेलीका[टर, hोन, माइ^ोलाइiस उडाना आ<द। लागू िविधय! के अधीन िविनयिमत होगा ।
19. पव�तीय ढ़लान! और नदी तट! का संरWण । लागू िविधय! के अधीन िविनयिमत होगा ।
20. रािL म� सड़क यातायात का संचलन । लागू िविधय! के अधीन वािणि�यक �योजन के िलए िविनयिमत होगा ।
21. �थानीय जनता Mारा अपनायी जा रही वत�मान कृिष और बागवानी पSितय! के साथ डये2रयां, दkुध उ पादन, जल कृिष और म �य पालन। �थानीय जनता के �योग के िलए लागू िविधय! के अधीन अनुBात ह!गे।

CLIMATE CHANGE NOTIFICATION New Delhi, the 6th November, 2019 S.O. 4009(E).—WHEREAS, a draft notification was published in the Gazette of India, Extraordinary, vide notification of the Government of India in the Ministry of Environment, Forest and Climate Change number S.O. 2030 (E), dated the 21 st May, 2018, inviting objections and suggestions from all persons likely to be affected thereby within the period of sixty days from the date on which copies of the Gazette containing the said notification were made available to the public; WHEREAS, copies of the Gazette containing the said draft notification were made available to the public on the 22nd May,2018; AND WHEREAS, objections and suggestions were received from persons and stakeholders in response to the aforesaid draft notification were duly considered in the Ministry; AND WHEREAS, the Indira Priyadarsini Pench National Park is located in Seoni and Chhindwara districts and the Pench Mowgali Sanctuary is confined to Kurai block of Seoni district of Madhya Pradesh. The buffer area includes part of Reserve and Protected Forests of South Seoni Division in Seoni district and East and South Chhindwara Divisions of Chhindwara district. The Core Area / Critical Tiger Habitat of Pench Tiger Reserve is situated at the geographical coordinates at Longitude 790 08' 51" to 790 31' 55" E and Latitude 210 38' 55" to 210 53' 52" N with Core Area of 411.33 sq. kms; AND WHEREAS, the Core Area of Pench Tiger Reserve is comprised of Indira Priyadarshini Pench National Park and Pench Mowgli Sanctuary. The management of Pench Mowgli Sanctuary was assigned to the Pench Tiger Reserve in the year 1995 vide the Government of Madhya Pradesh Forest Department's Notification F – 14/176/94/10/2, Bhopal, dated 29 th March, 1995. The area of National Park and Sanctuary is declared as Core of Pench Tiger Reserve Seoni in 2007. vide MP Government Forest Department notification No. F 15-31-2007-X-2 dated 24.12.2007. The buffer area of
768.300 square kilometres has been finally notified by Madhya Pradesh Government Forest Department notification no. F-15-8/2009/10-2, dated the 5th October, 2010. The buffer zone is under the direct control of three territorial divisions like South Seoni division, East Chhindwara division and South Chhindwara division. The process is on to give this area under control of Field Director, Pench Tiger Reserve; 24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] AND WHEREAS, the Pench Tiger Reserve has its importance in the natural history of central India. Many eulogies of its natural beauty and its richness in fauna and flora have appeared in numerous literatures dating back to the 17 th century. Books, pertaining to 19thand early 20th century, by famous naturalists like caption John Forsyth (High lands of central India), Robert Armitage Sterndale (Camp life in Seoni, and Mammals of India:), Dunbar Brander (Wild animals in Central India) and Rudyard Kipling (Jungle book) explicitly present the detailed panorama of nature's abundance in this tract of Satpura hill ranges; AND WHEREAS, the area of Pench Tiger Reserve is also popularly known as Mowgli land. A boy named Mowgli, brought up by a herd of wolves was found in the Sant Bawadi village by Lieutenant John Moor under the guidance of Colonel Villiam Sleeman in 1831. Kipling got this flamboyant description of things both from the pamphlet titled, "An account of wolves nurturing children in their dens" by Sir William Henry Sleeman and a book on 'Camp Life of Seoni" by Robert Armitage Sterendale. The Jungle Book mentions a place where Sher Khan was killed. This place is in fact the Valley of Benganga River, near Kanhiwada village. At the present time, these places of historical significance are falling under the famous Pench National Park. Central Highlands of India is one of the most important habitats in the world for the conservation of highly endangered great cat "Tiger". The Pench Tiger Reserve is centrally located in these highlands. It is connected to Kanha by forest of Seoni, Balaghat and Mandla districts and southern side is contiguous with Pench Tiger Reserve of Maharashtra; The wetlands of Pench Tiger Reserve are of great significance in the context of conservation of avian fauna, as it not only provides suitable habitat for the residential birds; but also provide wintering grounds for many waterfowls. The islands in Totaladoh reservoir provide nesting grounds to many island nesting birds like River Tern, Small Pratincol and Little Tern. That's why this area is included in important bird area; AND WHEREAS, it is necessary to conserve and protect the area around the protected area of Pench Tiger Reserve (Indira Priyadarsini Pench National Park and Mowgali Pench Sanctuary)as eco-sensitive zone from ecological and environmental point of view; NOW, THEREFORE, in exercise of the powers conferred by sub-section(1) and clauses (v) and (xiv) of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act 1986 (29 of 1986) read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area with an extent varies from zero to 27 kilometres around the boundary of Pench Tiger Reserve (Indira Priyadarsini Pench National Park and Mowgali Pench Sanctuary)in the State of Madhya Pradesh as the Pench Tiger Reserve (Indira Priyadarsini Pench National Park and Mowgali Pench Sanctuary)Eco-sensitive Zone (herein after in this notification referred to as the Ecosensitive Zone) details of which are as under, namely:-
1. Extent and boundaries of Eco-sensitive Zone.—(1) The total area of the eco-sensitive zone of Pench Tiger Reserve (Indira Priyadarsini Pench National Park and Mowgali Pench Sanctuary) is 771.537 square kilo meters covering entire notified buffer area of Pench Tiger Reserve, Indira Priyadarshini Pench National Park and Pench Mowgli Sanctuary, and whenever buffer does not exist around core and extent of buffer is less than 2 kilometre from the boundary of core in such locations the Eco-sensitive Zone will be up to 2 kilometre from the core boundary irrespective of ownership, falls in Seoni and Chhindwara Districts in the Madhya Pradesh. The extent of Eco-Sensitive Zone varies from zero (due to Inter-State boundary and also the Pench Tiger Reserve, Madhya Pradesh contiguous to Pench Tiger Reserve, Maharashtra on southern side) to 27 kilometers.
(2) The map of the Eco-Sensitive Zone boundary along with boundary description is at Annexure-I.
(3) The list of geo co-ordinates of the boundary of the protected area and the Eco-Sensitive Zone is at Annexure II.
(4) The list of villages falls in the Eco-sensitive zone is appended as Annexure III.
(5) Mitigation measure for pench-Kanha and Pench-Satpura is appended as Annexure-IV.
2. Zonal Master Plan for Eco-Sensitive Zone. - (1) The State Government shall, for the purposes of the Ecosensitive Zone prepare a Zonal Master Plan within a period of two years from the date of publication of this notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this notification for approval of the Competent authority of State.
(2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any.
(3) The Zonal Master Plan shall be prepared in consultation with the following Departments of the State Government, for integrating the ecological and environmental considerations into the said plan:-
(i) Environment;
(ii) Forest and Wildlife; ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 25
(iii) Agriculture;
(iv) Revenue;
(v) Urban Development;
(vi) Tourism;
(vii) Rural Development;
(viii) Irrigation and Flood Control;
(ix) Municipal;
(x) Panchayati Raj; and
(xi) Public Works Department.
(4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and eco-friendly.
(5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local community and such other aspects of the ecology and environment that need attention.
(6) The Zonal Master Plan shall demarcate all the existing worshipping places, villages and urban settlements, types and kinds of forests, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas, orchards, lakes and other water bodies and also with supporting maps giving details of existing and proposed land use features.
(7) The Zonal Master Plan shall regulate development in Eco-sensitive Zone and adhere to prohibited, regulated activities listed in the Table in paragraph 4 and also ensure and promote eco-friendly development for Security of local communities livelihood.
(8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan.
(9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification.
(10) The said Master Plan shall regulate development in Eco-sensitive Zone so as to ensure eco-friendly development for Security of local communities livelihood.
3. Measures to be taken by the State Government.-The State Government shall take the following measures for giving effect to the provisions of this notification, namely:-
(1) Land use. – (a) Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes in the Eco-sensitive Zone shall not be used or converted into areas for commercial or residential or industrial activities:
Provided that the conversion of agricultural and other lands, for the purposes other than that specified at part (a), within the Eco-sensitive Zone may be permitted on the recommendation of the Monitoring Committee, and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central Government or State Government as applicable and vide provisions of this Notification, to meet the residential needs of the local residents and for activities such as:-
(i) widening and strengthening of existing roads and construction of new roads;
(ii) construction and renovation of infrastructure and civic amenities;
(iii) small scale industries not causing pollution;
(iv) cottage industries including village industries; convenience stores and local amenities supporting ecotourism including home stay; and
(v) promoted activities given under paragraph 4:
Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of the State Government and without compliance of the provisions of article 244 of the Constitution or the law for the time being in force, including the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction 26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] of said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change:
Provided also that the correction of error shall not include change of land use in any case except as provided under this sub-paragraph.
(b) Efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat restoration activities.
(2) Natural water bodies.-The catchment areas of all natural springs shall be identified and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the State Government in such a manner as to prohibit development activities at or near these areas which are detrimental to such areas.
(3) Tourism or Eco-tourism.- (a) All new eco-tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be as per the Tourism Master Plan for the Eco-sensitive Zone;
(b) the Eco-Tourism Master Plan shall be prepared by the State Department of Tourism in consultation with State Departments of Environment and Forests;
(c) the Tourism Master Plan shall form a component of the Zonal Master Plan;
(d) the Tourism Master Plan shall be drawn based on the study of carrying capacity of the Eco-sensitive Zone;
(e) the activities of eco-tourism shall be regulated as under, namely:-
(i) new construction of hotels and resorts shall not be allowed within one kilometre from the boundary of the protected area or upto the extent of the Eco-sensitive Zone whichever is nearer:
Provided that beyond the distance of one kilometre from the boundary of the protected area till the extent of the Eco-sensitive Zone, the establishment of new hotels and resorts shall be allowed only in pre-defined and designated areas for eco-tourism facilities as per Tourism Master Plan;
(ii) all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be in accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest and Climate Change and the eco-tourism guidelines issued by the National Tiger Conservation Authority (as amended from time to time) with emphasis on eco-tourism, eco-education and ecodevelopment;
(iii) until the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation of the Monitoring Committee and no new hotel, resort or commercial establishment construction shall be permitted within Eco-Sensitive Zone area.
(4) Natural heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and a heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan.
(5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical, architectural, aesthetic, and cultural significance shall be indentified in the Eco-sensitive Zone and heritage conservation plan for their conservation shall be prepared as part of the Zonal Master Plan.
(6) Noise pollution. -Prevention and control of noise pollution in the Eco-sensitive Zone shall be carried out in accordance with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 under the Environment Act.
(7) Air pollution.- Prevention and control of air pollution in the Eco-sensitive Zone shall be carried out in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the rules made thereunder.
(8) Discharge of effluents. - Discharge of treated effluent in Eco-sensitive Zone shall be in accordance with the provisions of the General Standards for Discharge of Environmental Pollutants covered under the Environment Act and the rules made thereunder or standards stipulated by the State Government whichever is more stringent.
(9) Solid wastes. -Disposal and management of solid wastes shall be as under:-
(i) the solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance with the Solid Waste Management Rules, 2016 and published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number S.O. 1357 (E), dated the 8th April, 2016; ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 27 the inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-Sensitive Zone.
(ii) safe and Environmentally Sound Management of Solid wastes in conformity with the existing rules and regulations using identified technologies may be allowed within Eco-Sensitive Zone.
(10) Bio-Medical Waste. – Bio-Medical Waste Management shall be as under-
(i) The Bio-Medical Waste disposal in the Eco-Sensitive Zone shall be carried out in accordance with the Bio- Medical Waste Management, Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number GSR 343 (E), dated the 28 th March,
2016.
(ii) safe and Environmentally Sound Management (ESM) of Bio-Medical Wastes in conformity with the existing rules and regulations using identified technologies may be allowed within the Eco-Sensitive Zone.
(11) Plastic Waste Management. - The Plastic Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the 18 th March, 2016, as amended from time to time.
(12) Construction and Demolition Waste Management. - The Construction and Demolition Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 317(E), dated the 29 th March, 2016, as amended from time to time.
(13) E-Waste.- The E-Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the E-Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change, as amended from time to time.
(14) Vehicular traffic. – The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is prepared and approved by the Competent Authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.
(15) Vehicular pollution. - Prevention and control of vehicular pollution shall be incompliance with applicable laws and efforts shall be made for use of cleaner fuel like CNG, LPG, etc.
(16) Industrial units. – (i) On or after the publication of this notification in the Official Gazette, no new polluting industries shall be permitted to be set up within the Eco-sensitive Zone.
(ii) Only non-polluting industries shall be allowed within Eco-sensitive Zone as per the classification of Industries in the guidelines issued by the Central Pollution Control Board in February, 2016, unless so specified in this notification and in addition, the non-polluting cottage industries shall be promoted.
(17) Protection of hill slopes. - The protection of hill slopes shall be as under:-
(a) The Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted;
(b) Construction shall not be permitted on existing steep hill slopes or slopes with a high degree of erosion.
(18) The Central Government and the State Government shall specify other additional measures, if it considers necessary, in giving effect to the provisions of this notification.
4. List of activities prohibited or to be regulated within the Eco-sensitive Zone.- All activities in the Eco-sensitive Zone shall be governed by the provisions of the Environment Act and the rules made thereunder including the Coastal Regulation Zone, 2011 and the Environmental Impact Assessment Notification, 2006 and other applicable laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of 1927), the Wildlife (Protection) Act 1972 (53 of 1972), and amendments made thereto and be regulated in the manner specified in the Table below, namely:- TABLE S. (b) The mining operations shall be carried out in accordance with the order of the Hon’ble Supreme Court dated the 4 th August, 2006 in the matter of T.N. Godavarman Thirumulpad Vs. UOI in W.P.(C) No.202 of 1995 and dated the 21 st April, 2014 in the matter of Goa Foundation Vs. UOI in W.P.(C) No.435 of 2012.
2. Setting of industries causing pollution (Water, Air, Soil, Noise, etc.). New industries and expansion of existing polluting industries in the Eco-sensitive Zone shall not be permitted:
Provided that, non-polluting industries shall be allowed within Eco- Sensitive Zone as per classification of Industries in the Guidelines issued by the Central Pollution Control Board in February, 2016, unless so specified in this notification and in addition the, non-polluting cottage industries shall be promoted.
3. Establishment of major hydroelectric project. Prohibited (except as otherwise provided) as per the applicable laws.
4. Use or production or processing of any hazardous substance. Prohibited (except as otherwise provided) as per the applicable laws.
5. Discharge of untreated effluents in natural water bodies or land area. Prohibited (except as otherwise provided) as per the applicable laws.
6. Setting up of new saw mills. New or expansion of existing saw mills shall not be permitted within the Eco-sensitive Zone.
7. Setting up of brick kilns. Prohibited (except as otherwise provided) as per the applicable laws.
8. Commercial use of firewood Prohibited (except as otherwise provided) as per the applicable laws.
9. Use of plastic bags Prohibited (except as otherwise provided) as per the applicable laws. B. Regulated Activities
10. Commercial establishment of hotels and resorts. No new commercial hotels and resorts shall be permitted within one kilometer of the boundary of the Protected Area or upto the extent of Eco-sensitive zone, whichever is nearer, except for small temporary structures for Eco-tourism activities:
Provided that, beyond one kilometer from the boundary of the protected Area or upto the extent of Eco-sensitive Zone whichever is nearer, all new tourist activities or expansion of existing activities shall be in conformity with the Tourism Master Plan and guidelines as applicable.
11. Construction activities. (a) New commercial construction of any kind shall not be permitted within one kilometer from the boundary of the protected area or upto extent of the Eco-Sensitive Zone, whichever is nearer:
Provided that, local people shall be permitted to undertake construction in their land for their use including the activities listed in sub-paragraph (1) of paragraph 3 as per building bye-laws to meet the residential needs of the local residents.
Provided further that the construction activity related to small scale industries not causing pollution shall be regulated and kept at the minimum, with the prior permission from the competent authority as per applicable rules and regulations, if any. ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 29
(b) Beyond one kilometer it shall be regulated as per the Zonal Master Plan.
12. Small scale non polluting industries. Non polluting industries as per classification of industries issued by the Central Pollution Control Board in February, 2016 and non-hazardous, small-scale and service industry, agriculture, floriculture, horticulture or agro-based industry producing products from indigenous materials from the Eco-sensitive Zone shall be permitted by the competent Authority.
13. Felling of trees. (a) There shall be no felling of trees in the forest or Government or revenue or private lands without prior permission of the competent authority in the State Government.
(b) The felling of trees shall be regulated in accordance with the provisions of the concerned Central or State Act and the rules made there under.
14. Collection of Forest Produce or Non-Timber Forest Produce. Regulated under applicable laws.
15. Erection of electrical and communication towers and laying of cables and other infrastructures. Regulated under applicable laws of underground cabling may be promoted.
16. Infrastructure including civic amenities. Taking measures of mitigation, as per applicable laws, rules and regulation and available guidelines.
17. Widening and strengthening of existing roads and construction of new roads. Taking measures of mitigation, as per applicable laws, rules and regulation and available guidelines.
18. Undertaking other activities related to tourism like over flying over the Eco-sensitive Zone area by hot air balloon, helicopter, drones, Microlites, etc. Regulated as per the applicable laws.
19. Protection of Hill Slopes and river banks. Regulated as per the applicable laws.
20. Movement of vehicular traffic at night. Regulated for commercial purpose under applicable laws.
21. Ongoing agriculture and horticulture practices by local communities along with dairies, dairy farming, aquaculture and fisheries. Permitted as per the applicable laws for use of locals.
22. Discharge of treated waste water/effluents in natural water bodies or land area. The discharge of treated waste water or effluents shall be avoided to enter into the water bodies and efforts shall be made for recycle and reuse of treated waste water. Otherwise the discharge of treated waste water/effluent shall be regulated as per the applicable laws.
23. Commercial extraction of surface and ground water. Regulated under applicable laws.
24. Establishment of large-scale commercial livestock and poultry farms by firms, corporate and companies. Regulated (except as otherwise provided) as per applicable laws except for meeting local needs.
25. Open Well, Bore Well, etc. for agriculture or other usage. Regulated under applicable laws and the activity shall be strictly monitored by the concerned authority. 30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

34. Use of renewable energy and fuels. Bio-gas, solar light etc. shall be actively promoted.
35. Agro-Forestry. Shall be actively promoted.
36. Plantation of Horticulture and Herbals. Shall be actively promoted.
37. Use of eco-friendly transport. Shall be actively promoted.
38. Skill Development. Shall be actively promoted.
39. Restoration of Degraded Land/ Forests/ Habitat. Shall be actively promoted.
40. Environmental Awareness. Shall be actively promoted.
4. Monitoring Committee. -For effective monitoring of the provisions of this notification under sub-section (3) of section 3 of the Environment (Protection) Act, 1986, the Central Government within three months hereby constitutes a Monitoring Committee, comprising of the following, namely: - S. 6. Terms of Reference. – (1) The Monitoring Committee shall monitor the compliance of the provisions of this notification.
(2) The tenure of the Monitoring committee shall be for three years or till the re-constitution of the new Committee by the State Government and subsequently the Monitoring Committee shall be constituted by the State Government. ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 31
(3) The activities that are covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14 th September, 2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinized by the Monitoring Committee based on the actual site-specific conditions and referred to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the provisions of the said notification.
(4) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14 th September, 2006 and are falling in the Ecosensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned regulatory authorities.
(5) The Member-Secretary of the Monitoring Committee or the concerned Deputy Commissioner(s) shall be competent to file complaints under section 19 of the Environment Act against any person who contravenes the provisions of this notification.
(6) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue to issue basis.
(7) The Monitoring Committee shall submit the annual action taken report of its activities as on the 31 st March of every year by the 30 th June of that year to the Chief Wildlife Warden in the State as per proforma given in Annexure V.
(8) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. The Central Government and State Government may specify additional measures, if any, for giving effect to provisions of this notification.

Non-Government Organisations like World Wild Fund and others are also working on these corridors. Villagers residing of the villages in corridor area where there is a need to relocate them to strengthen the Corridor and if they are willing can be shifted and rehabilitated. One village in Sonewani Range of Balaghat District has been relocated and few are on way to relocation.
(i) No new mining activity in the corridor area.
(ii) Intensive eco-development work in the villages in the corridor so as to reduce the adverse impact on the forests, especially from grazing and fuelwood removals which are degrading these forests. Ecodevelopment works in villages are taken place in both the corridors area. For example Khamarpani and Nawegaon villagers have been sensitized and to build their capacity for adopting lifestyle and livelihood ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 41 options (including the cultivation regimes) compatible with corridor value of corresponding stretches of land.
(iii) Managing the man-tiger (wildlife) conflict is required for strengthening the said corridor at its weak points e.g. Khamarpani, Nawegaon, Lavaghogri, Saonli etc.
(iv) Capacity building programme of forest staff on wildlife crime prevention, wildlife population monitoring, biodiversity conservation, habitat management and handling human wildlife conflict is essential to secure corridor for long term basis.
(v) Appropriate measures for the railway line and State Highway to Nagpur from Seoni and Chhindwara so as to facilitate animal movements. Lot of mitigation measures has been adopted in NH-7 to facilitate Tiger and other animal movements. It is first of its kind in India. Animal under passes upto 5 meter height clearance, acoustic walls etc.
(vi) Finally, Pench-Satpura and Pench-Kanha wildlife corridor is effective and functional in maintaining gene flow and plays an important role in maintaining genetic variation and persistence of tigers in this landscape. Long term mitigation measures are continuous process and Madhya Pradesh Department is continuously working on it making corridors more effective and viable for animal movements, tiger dispersal to have good gene flows.
