4. Disqualification—No person — - (a) who has entered into or contracted a marriage with a person having _ a spouse living; or ;
‘(b) who, having a spouse living, has entered into for contracted a marriage with any person; 7 shall bz eligible for appointment to any of the said posts : § ‘
Provided that the University Grants Commission may, if satisfied that such marviage is permissible under the persdaal.law applicable to such p2rson and the other patty to the mariage and that thers ar2 other, grounds for | so doing, exempt any person from the operation of this rule.
$5. Power to relax.—Where the.Central Government is of opinion that it is necessary or expedient so to do, it may by order, for reasons to bz recorded in writing, relax any of the provisions of these mules with respect to any class or category of person>.
