'ill,i!ll,F-1, 474(3!) <lTmJ! 11 ?. 2013 I MINISTRY OF AGRICULTURE (Department of Agriculture and Co-operation) NOTIFICATION New Delhi, the 5th March, 2014 G,S,R, 15l(E).-The following draft rules further to amend the Insecticides Rules, 1971, which the Central Government proposes to make in exercise of the powers conferred by Section 36 of the Insecticides Act, 1968 (46 of 1968), is hereby published, as required by the said section, for information of all persons likely to be affected thereby: and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of forty-five days from the date on which copies of this notification as published in the Gazette of India are made available to the public; Whereas, the Central Government is of the opinion that circumstances have arisen, which render it necessary to make the rules without consultation with the Board: In terms of proviso to Section 36 of the Act, the Central Insecticide Board shall be consulted within six months of the making of the rules and the Central Government shall take into consideration any suggestions which the Board may make in relation to the amendment of the said rules; The Objections or suggestions which may be received from any person in respect of the draft rules before the expiry of the period of forty-five days aforesaid shall be considered by the Central Government Objections and suggestions in respect to the draft rules may be forwarded to the Joint Secretary (Plant Protection). (2) They shall come into force on the date of their final publication in the Official Gazette, 2, In the Insecticides Rules, 1971 (hereinafter referred as the said rules), - I, after clause (g) of sub-rule ( I) of rule 18, the following clauses shall be inserted. namely.-
(h) the information furnished on the label in English and Hindi shall be translated and published on the leaflet in Hindi, English and in the regional language of the region where the product is proposed for sale;
(i) the leaflet shall be printed legibly and font size of the text shall be not less than eleven (11) points; U) the list of good agricultural practices relevant for the product shall be furnished on the leaflet as per the guidelines contain in the THIRD SCHEDULE;
(k) safety pictograms provided on the label and others, if any, shall also be printed on the leaflet; I 'lfll 11 "&1Js 3( i) l 11 (I) leaflet shall contain detailed advice to physicians for treatment in cases of poisoning;
(m) details of label claims and directions for use with reference to target organism and crop shall be printed on the leaflet;
(n) good practices relating to pesticide application techniques covering the following shall be provided for each crop. namely:-

(o) stages during which pesticides should not be applied on any crop shall be furnished;
(p) precautions to be taken to avoid harm to the beneficial insects like honey bees and natural enemies of pests shall be furnished;
(q) the leaflet shall also contain the practices to be followed for usage of pesticides in confined areas, such as Glasshouses, Polyhouses, nursery beds, storage structures, fumigation chambers and public dwellings;
(r) the warning directing the users not to re-use the containers - "Dangerous to re-use empty containers" shall be printed in bold letters;
(s) directions for safe disposal of used containers shall be provided;
(t) instructions on leaflets shall be appropriately coloured to draw attention of all users;
(u) the company shall furnish all information about the label and leaflet on their website and the address of the website shall be printed on the leaflet;
(v) the leaflet for the pesticide formulations shall be inserted in a plastic cover and shall be kept between outer and inner pack or pouch as per clause ( iii) of sub-rule (7) of rule I 9".
2. inrule19,- (i ) in sub-rule (3). for the words "one sixteenth of the total area of the face of the label" the following shall be substituted, namely- "one-sixteenth of the area of the panel or four square centimetres whichever is greater";
(ii) for sub-rule (7) the following sub-rule shall be substituted, namely:- "(7) (i) The label shall have minimum of two panels in respect of rectangular containers and three panels in respect of bottles. The minimum size of the two panel label to be affixed on the face of the container shall be not less than ten centimetres X thirteen centimetres. The minimum size of the three panel label shall be not less than ten centimetres X twenty-one centimetres. The following information shall be printed on the label:- (I) Two panel label (for rectangular containers or pouches): A. Pictograms shall be proportionately bigger in respect of labels of bigger size at the bottom of the right side panel.
(iii) The label shall be printed legibly using font size of not less than seven points (7) in En ish and five and half points (5.5) in Hindi and Regional Languages.
