1. सजंक्ष त नाम और प्रारंभ—(1) इन जनर्मों का संजक्ष त नाम पर्ाावरण (संरक्षण) संिोधन जनर्म, 2019 ह ै।
(2) र्े रािपत्र में उनके प्रकािन की तारीख से प्रवृत् त होंगे ।
2. पर्ाावरण (संरक्षण) जनर्म, 1986 की अनुसूची-। में, (क) क्रम सं. 16 और उसस ेसंबंजधत प्रजवजष् टर्ां जवलोजपत की िाएगंी ; और (ख) क्रम सं. 57 और उसस ेसंबंजधत प्रजवजष् टर्ों के जलए जनम् नजलजखत क्रम संख र्ा और प्रजवजष् टर्ों को रखा िाएगा, अर्ाात् :— क्रम स.ं उद्योग मानिडं मानक (जनपटान की सभी प्रणाजलर्ों पर लाग)ू 1 2 3 4 ‘’57 चमािोधनिालाए ं चमािोधनिाला उद्योग स ेबजहस्राव के जनस्ट् सारण के जलए मानिडं िोजधत बजहस्राव अजधकतम अनुज्ञेर् सीमा (पीएच को छोड़कर जम.ग्रा./ली. में) पीएच 6 से 9 बार्ोकेजमकल आ सीिन जडमांड (270 से. पर बीओडी3) 20 केजमकल आ सीिन जडमांड(सीओडी) 250 कुल जनलंजबत ठोस (टीएसएस) 50 कुल जवघरटत ठोस (टीडीएस) 2100** सल् फाईस स (एस के रूप में) 2.0 कुल क्रोजमर्म (सीआर के रूप में) 2.0 हे िावलेंट क्रोजमर्म 0.1 तेल और जचकनाई 10 रट पण :
1. *जनदिर्ों और झीलों में सीध े जनपटान के मामले में कें द्रीर् प्रिषूण जनर्ंत्रण बोडा (सीपीसीबी) र्ा राज् र् प्रिषूण जनर्ंत्रण बोडापप्रिषूण जनर्ंत्रण सजमजतर्ां (एसपीसीबीपपीसीसी), जनपटान प्रणाली की गुणवत् ता के आधार पर अजधक कडे़ मानकों को जनदिषिष् ट कर सकते हैं ।
2. **पूणात: घुले हुए ठोस पिार्ा (टीडीएस) के मानक, उजचत समुद्री मुहाने के माध् र्म से समुद्री जनपटान के मामले में लाग ूनह होंग े।
3. िोजधत बजहस्राव के संबंध में टीडीएस सीमा 2100 जम.ग्रा. प्रजत लीटर भाग II खण् ड (i) भारत का रािपत्र : असाधारण 3 होगी ; हालांदक ऐसे मामल ेमें िहां जलए गए िल में टीडीएस 1100 जम.ग्रा. प्रजत लीटर से अजधक ह,ै 1000 जम.ग्रा. प्रजत लीटर तक की अजधकतम छूट िी िाएगी, बिते दक िोजधत बजहस्राव में 3100 जम.ग्रा.
प्रजत लीटर की अजधकतम सीमा से अजधक न हो ।
4. मानक सभी प्रकार के स्ट् वचजलत चमािोधनिालां पर उनके उत् पािन के पैमाने के बाविूि समान रूप से लागू होंगे ।
5. क्रोम चमािोधन इकाईर्ां, क्रोजमर्म सल् फेट को वापस प्रा त करन े के जलए क्रोम मद्य के िोधन हतेु ‘क्रोम ररकवरी संर्ंत्र’ की स्ट् र्ापना सुजनजश् चत करेंगी ।
6. चमािोधनिाला, मद्य पृर् करण को सोखन े के माध् र्म से नमक की प्राज त सुजनजश् चत करेगा ।
7. िोजधत बजहस्राव को ताला िल के उपर्ोग को न् र्ूनतम करने के जलए औद्योजगक प्रदक्रर्ापससचाई में पुन: उपर्ोग के जलए केवल व् र्वहार्ा जवकल् पों के बाि ही पररवेिी पर्ाावरण में जनस्ट् सारण होन ेकी अनुमजत िी िाएगी ।
8. स्ट् वचजलत इकाईर्ां जनधााररत जनस्ट् सारण मानिंडों को पूरा करेंगी ;
तर्ाजप राज्र् प्रिषूण जनर्ंत्रण बोडापप्रिषूण जनर्ंत्रण सजमजत िल की कमी वालेपपर्ाावरणीर् रूप से संवेिनिीलपमहत् वपूणा क्षेत्रों में िोजधत िल के पुन:चक्रणपपुन: उपर्ोग को अजनवार्ा करेंगी ।
9. भूजम पर ससचाई के जलए िोजधत बजहस्राव के जनस्ट् सारण के मामले में चमािोधनिाला इकाई द्वारा वषा में िो बार (मानसून से पहल ेऔर बाि में) भूजम और भूिल की गणुवत् ता पर प्रभाव की जनगरानी की िाएगी ।
10. गाि और अन् र् अपजिष् टों का प्रबंधन, जनगरानी और जनपटान, खतरनाक और अन् र् अपजिष् ट (प्रबंधन और सीमापारीर् संचलन) जनर्म, 2016 में दकए गए उपबंधों के अनुसार दकर्ा िाएगा ।
11. इकाईर्ां ‘‘अपजिष् ट के संसाधन और िोधन प्रदक्रर्ा के पर्ाावरण की िजृष् ट से सक्षम प्रबंधन के जलए उपलब् ध सववोतत् तम प्ररौदद्योजगदकर्ों’’ पर कें द्रीर् प्रिषूण जनर्ंत्रण बोडा और राज् र् प्रिषूण जनर्ंत्रण बोडापप्रिषूण जनर्ंत्रण सजमजतर्ों द्वारा जनधााररत दििा-जनिेिों का पालन करेंगी । चमापखालों के प्रससं्ट् करण के जलए िल खपत की अजधकतम जवजनदिषिष् ट मात्रा (माजसक औसत मलू् र्) कच् चे से नम नीलापश् वेत कच् चे चमापखालों का 20 मी3 प्रजत टन चमािोधन के बाि की प्रदक्रर्ा कच् चे चमापखालों का 20 मी3 प्रजत टन कुल खपत कच् चे चमापखालों का 35 मी3 प्रजत टन अजधकतम अपजिष् ट िल जनस्ट् सारण = अजधकतम िल खपत का 85% नम-नीलापश् वते और चमा में तरै्ार चमडे़ की पनु: गणना करन ेके कारक :

1.48 टन ।’’। [फा. सं. र्-ू15017प44प2007-सीपीडब् ल्र्]ू जिगमेत टपा, संर्ु त सजचव रट पण: मलू जनर्म भारत के रािपत्र, असाधारण, भाग II, खंड 3, उपखंड (i) का.आ. संख र्ांक 844(अ), तारीख 19 नवंबर, 1986 द्वारा प्रकाजित दकए गए र् े और अंजतम बार अजधसूचना संख र्ांक सा.का.जन. 952(अ), तारीख 26 दिसम् बर, 2019 द्वारा संिोजधत दकए गए । MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 24th January, 2020 G.S.R. 47(E).—Whereas, certain draft rules, namely the Environment (Protection) Amendment Rules, 2018 were published in the Gazette of India, Extraordinary, as required under sub-rule (3) of rule 5 of the Environment (Protection) Rules,1986, vide notification of the Government of India in the Ministry of Environment, Forest and Climate Change vide number G.S.R. 730(E), dated the 1st August, 2018, inviting objections and suggestions from all persons likely to be affected thereby within a period of sixty days from the dated on which copies of the Gazette containing the said notification were made available to the public;
And Whereas, copies of the Gazette containing the aforesaid notification were made available to the public on the 1st August, 2018;
And Whereas, objections and suggestions received from all persons and stakeholders in response to the aforesaid notification have been duly considered by the Central Government;
Now, therefore, in exercise of the powers conferred by sections 6 and 25 of the Environment (Protection) Act, 1986 (29 of 1986) read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby makes the following rules further to amend the Environment (Protection) Rules, 1986, namely:—
1. Short title and commencement.- (1) These rules may be called the Environment (Protection) Amendment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Environment (Protection) Rules, 1986, in Schedule-l,
(a) the serial number 16 and the entries relating thereto shall be omitted; and
(b) for serial number 57 and the entries relating thereto, the following serial number and entries shall be substituted, namely:- S. 1. *In case of direct disposal into rivers and lakes, the Central Pollution Control Board (CPCB) or State Pollution Control Boards / Pollution Control Committees (SPCBs / PCCs) may specify more stringent standards depending upon the quality of the recipient system.
2. **Standards for TDS shall not be applicable in case of marine disposal through proper marine outfall.
3. **TDS limit with respect to treated effluent shall be 2100 mg/l; however, in case where TDS in intake water is above 1100 mg/l, a maximum contribution up to 1000 mg/l shall be permitted provided the maximum limit of 3100 mg/l is not exceeded in the treated effluent.
4. Standards are equally applicable to all types of stand-alone tanneries irrespective of their scale of production.
5. Chrome tanning units shall ensure installation of ‘Chrome Recovery Plant’ for treatment of spent chrome liquor so as to recover chromium sulphate.
6. The tannery shall ensure salt recovery through soak liquor segregation.
7. The treated effluent shall be allowed to be discharged in the ambient environment only after exhausting options for reuse in industrial process / irrigation in order to minimize freshwater usage.
8. The standalone units shall meet prescribed discharge norms; however, SPCB / PCC shall mandate recycle / reuse of the treated water in water scarce / environmentally sensitive / critical areas.
9. In case of discharge of treated effluent on land for irrigation, the impact on soil and groundwater quality shall be monitored twice a year (pre- and post- monsoon) by the tannery unit.
10. Management, handling and disposal of Sludge and other wastes shall be undertaken as per the provisions made in the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016.
11. The units shall follow the guidelines prescribed by CPCB and SPCB / PCC on “Best Available Technologies for Environmentally Sound Management of the Process and Treatment of Wastes”.
Maximum specific water consumption for processing hides/ skins:
(monthly average values) Raw-to-Wet blue/white 20 m 3 per ton of hides /skins Post-tanning process 20 m 3 per ton of hides /skins Raw-to-finished 40 m 3 per ton of hides /skins Maximum wastewater discharge= 85% of maximum water consumption.
Factors to re-calculate Finished leather into Wet blue/white and Hide:
Shoe upper leather:
15 ton of Raw hides /skins = 7.84 ton of Wet blue = 2.94 ton of finished leather Upholstery leather:
15 ton of Raw hides/skins = 5.08 ton of Wet blue = 1.48 ton of finished leather.”.
