Any person interested in making any objections or suggestions on the proposals contained in the draft notification may forward the same in writing, for consideration of the Central Government within the period 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 3(i)] specified above to the Secretary, Ministry of Environment, Forest and Climate Change, Indira Paryavaran Bhawan, Jor Bagh Road, New Delhi-110003, or send it to MS, CPCB and Scientist ‘D’ Ministry at the e-mail address i.e. mscb.cpcb@nic.in and h.kharkwal @nic.in.
Draft Notification The Central Government hereby makes the following rules further to amend the Environment (Protection) Rules, 1986, namely:-
1. Short title and commencement.—(1) These rules may be called the Environment (Protection) Amendment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Environment (Protection) Rules, 1986, in Schedule-I, the entry at serial number 15 shall be substituted by the following entry:
15. Fermentation Industry (Distilleries, Malteries and Breweries) (A) Effluent Standards
1. Molasses based distilleries:
A) All molasses based distilleries including yeast manufacturing units shall achieve zero liquid discharge (ZLD) by:
1. Concentrating and incinerating the spent wash. Raw / Bio-methanated spent wash to be concentrated by MEE and / or RO (minimum 45-60 % solids) and incinerated in boiler; or Concentrating and utilising the spent wash in bio-composting with press mud. Biomethanated spent wash to be concentrated by MEE and / or RO (minimum 40% by volume with 30% solids) and to be converted into bio compost by mixing with press mud.
2. Other process / non process effluents, RO permeate, MEE condensate etc., shall be suitably treated and reused in the process; and shall not be discharged.
B) New stand alone distilleries (not having sugar unit) or increase in production of standalone distilleries based on molasses shall achieve zero liquid discharge by concentrating and incinerating the spent wash. Raw/Bio-methanated spent wash to be concentrated by MEE and / or R.O. (Min. 45-60 % Solids) and incinerated in boiler.
Other process / non process effluents, R.O permeate, MEE condensate etc, shall be suitably treated and reused in the process; and shall not be discharged.
2. Grain based distilleries:
All grain based distilleries shall achieve zero liquid discharge by decantation, concentration by evaporation and drying. The distilleries shall follow the below route for achieving ZLD () The whole stillage shall be decanted, thin stillage shall be evaporated and wet cake and syrup shall be mixed and dried in a dryer and converted into Distillers’ Dried Grains with Solubles (DDGS). Bio-methanation of any intermediate stream for recovery of bio gas can also be carried out by the industries.
(i) The moisture content of DDGS should not be more than 10 %.
(iii) Other non process effluents, R.O permeate, MEE condensate etc, shall be suitably treated and reused in the process; and shall not be discharged
(iv) Industries those shall operate on both grain and molasses shall have both the systems for achieving ZLD.
3. Any other process / industry producing alcohol by distillation:
Any other process / industry producing alcohol by distillation shall achieve zero liquid discharge by adopting suitable treatment methods.
Lo I-@vg 3(i)] A HT AT ;ST S Those distilleries who want to adopt any alternative technology equivalent to concentration and incineration such as as spray drier with boiler, rotary dryer with aux fuel & boiler, gasification, etc for achieving ZLD shall get it approved from respective State Pollution Control Boards.
4. Breweries, Malteries and Stand alone bottling units:
All Breweries, Malteries and Stand alone bottling units shall achieve the following discharge standards by giving suitable treatment for their effluent.

The emission norms shall be stipulated in accordance with standards prescribed for boilers. No separate provision shall be made in each of the category.
