The Governing Body shall ordinarily hold its meetings in Trivandrum at such times as the Chairman may, from tim* to time, determine provided that the Chairman shall convene a meeting if a requisition for that purpose is presented to him in writing by not less than three members specifying the subject matter proposed to be discussed in the meeting; and provided further that the Governing Body shall meet at least once in three months.
