F7-15017/44/2007 *Frfrz==g] =, u. &frer a1, F=tae S feoqur ;A= e T F ST, SETEEO, 9L @ 3, SUEE (i) FA. 844 (9) AT 19 9y, 1986 FT2T WHTE o 0 3 i sifem e sifdreg=em =, 593 (o) fmiw 28 97, 2018 & FTeT "efrta MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 1™ August, 2018 G.S.R. 730(E).— The following draft rules further to amend the Environment (Protection) Rules, 1986 which the Central Government proposes to issue in exercise of the powers conferred by sections 6 and 25 of the Environment (Protection) Act, 1986 (29 of 1986), is hereby published, as required under sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, for the information of the public likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration on or after the expiry of a period of sixty days from the date on which copies of the Gazette of India containing this notification are made available to the public.
Any person interested in making any objections or suggestions with respect to the said draft rules may forward the same in writing, for consideration of the Central Government within the period specified above to the Secretary, Ministry of Environment, Forest and Climate Change, Indira Paryavaran Bhawan, Jor Bagh Road, New Delhi-110003, or send it to Member Secretary, Central Pollution Control Board and Scientist ‘D’ Ministry at the e-mail address i.e. mscb.cpcb@nic.in and h.kharkwal @nic.in.
Draft Rules
1. Short title and commencement. - (1) These rules may be called the Environment (Protection) Amendment Rules, 2018.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Environment (Protection) Rules, 1986 (thereinafter referred to as the said rules), in Schedule-I,
(i) for the serial number 16 and the entries relating thereto shall be omitted, and
(ii) for serial number 57 and the entries relating thereto, the following serial number and entries shall be substituted, namely:- THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] S. 1. #In case of direct disposal into rivers and lakes, the Central Pollution Control Board (CPCB) or State Pollution Control Boards / Pollution Control Committees (SPCBs / PCCs) may specify more stringent standards depending upon the quality of the recipient system.
#*Standards for TDS shall not be applicable in case of marine disposal through proper marine outfall.
Chrome tanning units shall ensure installation of ‘Chrome Recovery Plant’ for treatment of spent chrome liquor so as to recover chromium sulphate.
The tannery shall ensure salt recovery through soak liquor segregation.
The treated effluent shall be allowed to be discharged in the ambient environment only after exhausting options for reuse in industrial process firrigation in order to minimise freshwater usage.
Standards are equally applicable to all types of stand-alone tanneries irrespective of their scale of production.
The standalone units shall meet prescribed discharge norms; however, SPCB / PCC shall mandate recycle / reuse of the treated water in water scarce / environmentally sensitive / critical areas.
TDS limit with respect to treated effluent shall be 2100 milligramme per litre; however, in case where TDS in intake water is above 1100 milligramme per litre, a maximum relaxation up to 1000 milligramme per litre shall be permitted provided the maximum limit of 3100 milligramme per litre is not exceeded in the treated effluent.
In case of discharge of treated effluent on land for irrigation, the impact onsoil and groundwater quality shall be monitored twice a year (pre- and post- monsoon) by the tannery unit.
). Management, handling and disposal of Sludge and other wastes shall be undertaken as per the provisions made in the Hazardous and Other Wastes Transboundary Movement) Rules, 2016.
(Management and . The units shall follow the guidelines prescribed by CPCB and SPCB / PCC on “Best Available Technologies for Environmentally Sound Management of the Process and Treatment of Wastes”.
