Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any Class or category of persons.

7. Saving.—— Nothing in these’ rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard:

(a)(i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) With two years service in the grade rendered after THE GAZETTE OF INDIA : EXTRAORDINARY IPART ll~~ SEC. 3(i)) appointment thereto on regular basis in pay band — 4 of ?37,400—67,ooo with Grade Pay of ?8,700 or officers with six years service in the grade rendered after appointment thereto on regular basis in pay band -3 of ?15,600 - 39,100 with Grade Pay of ?7,600 or equivalent in the parent cadre or department ; and

(b) possessing the following qualification and experience:

(i) Master’s degree in Science or degree in Engineering from a recognized institute or university or equivalent ; and '(ii) Twelve (12) years experience in the regular Group-‘A’ posts, not below the rank and pay scale of pay band —3 of €15,600 — 39,100 with grade pay of ?6,600/-, in Government department or institution or central public sector undertaking or university or Government research institution or autonomous or statutory body at the administrative or managerial level with practical experience in matters relating to scientific, engineering or management aspects of pollution control ; and Desirable: Ph.D in §cience relating to Environment or M.Tech in Engineering in a discipline relating to Environment from a recognized institute or University or equivalent.

Note 1 - Period of deputation including period of deputation in another ex—cadre post held immediately preceding this appointment in the same or some other organization or department or the Central Government shall ordinarily not exceed three years.

Note 2 - The maximum age limit of appointment by deputation shall be not exceeding fifty six (56) years as on the closing date of the receipt of applications, provided candidate fulfills the other eligibility conditions for the post.
