1. (1) इन िनयमᲂ का संिᭃ᭡ त नाम पयाᭅवरण (संरᭃण) पाँचवाँ संशोधन िनयम, 2016 ह ै।
(2) ये उनके राजपᮢ मᱶ ᮧकाशन कᳱ तारीख से ᮧवृ᭜ त हᲂग े।

1.0 कुल भंग ठोस पदाथᭅ अकाबᭅिनक (टीडीएस) 2100 ** सोिडयम अवशोषण अनुपात (एसएआर) 26 ** अमोिनकल नाइᮝोजन (N के ᱨप मᱶ) 50 ᳯट᭡ पण :
1. * नᳰदयᲂ और झीलᲂ मᱶ सीधे िनपटान कᳱ दशा मᱶ, कᱶ ᮤीय ᮧदषूण िनयंᮢण बोडᭅ (सीपीसीबी) या रा᭔ य ᮧदषूण िनयंᮢण बोडᭅ/ ᮧदषूण िनयंᮢण सिमितयां (एसपीसीबी / पीसीसी), ᮧा᭡ त करने वाल ेजल ᮲ोत कᳱ वािलटी के आधार पर अिधक कठोर मानक िन᳸द᭬ ट कर सकᱶ गी ।
2. ** टीडीएस और एसएआर के मानक समुᮤ मᱶ समुिचत समुᮤी आउट फाल के मा᭟ यम से िनपटान कᳱ दशा मᱶ लागू नहᱭ हᲂग े।
3. उपचाᳯरत बिह᮲ावᲂ का पᳯरवेशीय वातावरण मᱶ बिह᮲ाव केवल औ᳒ोिगक ᮧᳰᮓयाᲐ / ᳲसचाई मᱶ पुन: इ᭭ तेमाल के िवक᭨ पᲂ के समा᭡ त हो जान ेपर, ताजे जल के उपयोग को ᭠ यूनतम करन ेके िलए, अनु᭄ात ᳰकया जाएगा ।
4. सामा᭠ य बिह᮲ाव उपचार संयंᮢ (सीईटीपी) के साथ उपाब सभी कपड़ा इकाई को पयाᭅवरण (संरᭃण) िनयम, 1986 कᳱ अनुसूची – 1 मᱶ ᮓम सं. 55 पर यथा िविन᳸द᭬ ट इनलेट और उपचाᳯरत बिह᮲ाव वािलटी मानकᲂ को हािसल करेगी और वह संयु त ᱨप से और पथृक् ᱨप से अनुपालना का सुिन᭫ चय करने के िलए उ᭜ तरदायी होगी ।
5. सू᭯म, लघु और म᭟ यम उपᮓम िवकास अिधिनयम, 2006 के अनुसार एकल सू᭯म, लघु और म᭟ यम उपᮓम पूवᲃकत मानकᲂ को पूरा करᱶग े।
6. एकल बड़े पैमाने कᳱ इकाइयां पूवᲃ त िविन᳸द᭬ ट मानकᲂ को पूरा करᱶगी ; तथािप, सीपीसीबी या एसपीसीबी / पीसीसी सीपीसीबी के अनुमोदन से, पाᳯरि᭭ थितकᳱ ᱨप से संवेदनशील / मह᭜ वपूणᭅ ᭃेᮢᲂ मᱶ शू᭠ य तरल बिह᮲ाव (ZLD) का आदेश दे सकᱶ गे ।
7. उपचाᳯरत बिह᮲ाव के संबंध मᱶ टीडीएस मानक 2100 िमलीᮕाम ᮧित लीटर हᲂग े; तथािप, उन मामलᲂ मᱶ जहां इनटेक जल मᱶ टीडीएस 1100 िमलीᮕाम ᮧित लीटर से अिधक ह,ᱹ ᮧित लीटर 1000 िमलीᮕाम ᮧित लीटर तक के अिधकतम ¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3 अिभदाय को अनु᭄ात ᳰकया जाएगा, ᳴कतु उपचाᳯरत बिह᮲ाव मᱶ अिधकतम टीडीएस मानक 3100 िमलीᮕाम ᮧित लीटर से अिधक नहᱭ हᲂग े।”। (ख) ᮓम सं. 7 और ᮓम सं. 92 तथा उनसे संबंिधत ᮧिवि᭬ टयᲂ का लोप ᳰकया जाएगा ;

1. (1) These rules may be called the Environment (Protection) Fifth Amendment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Environment (Protection) Rules, 1986, in Schedule-I.–

1. *In case of direct disposal into rivers and lakes, the Central Pollution Control Board (CPCB) or State Pollution Control Boards / Pollution Control Committees (SPCBs / PCCs) may specify more stringent standards depending upon the quality of the recipient system.
2. **Standards for TDS and SAR shall not be applicable in case of marine disposal through proper marine outfall.
3. The treated effluent shall be allowed to be discharged in the ambient environment only after exhausting options for reuse in industrial process / irrigation in order to minimise freshwater usage.
4. Any textile unit attached with the Common Effluent Treatment Plant (CETP) shall achieve the inlet and treated effluent quality standards as specified in serial number 55 of Schedule-I to the Environment (Protection) Rules, 1986 and shall also be jointly and severally responsible for ensuring compliance.
5. The standalone Micro, Small and Medium Enterprises (MSMEs) as per the MSME Development Act, 2006 shall meet the values specified above.
6. The standalone large scale units shall meet the values specified above; however, CPCB or SPCBs / PCCs with the approval of CPCB, may mandate Zero Liquid Discharge in Large scale units in environmentally sensitive / critical areas.
7. The TDS value with respect to treated effluent shall be 2100 milligramme per litre; however, in case where TDS in intake water is above 1100 milligramme per litre, a maximum contribution up to 1000 milligramme per litre shall be permitted provided the maximum value of 3100 milligramme per litre is not exceeded in the treated effluent.”.
