(1) सिमित का कायᭅकाल इसके गठन की तारीख से सामा᭠ यत: तीन वषᲄ का होगा।
(2) सिमित के कायᭅकाल के दौरान, यिद िकसी ᭪ यिᲦ को सिमित का सद᭭ य नािमत िकया जाता है तो वह उस सिमित के कायᭅकाल की शेष अविध के िलए ही सद᭭ य होगा।
(3) िवशेष पिरि᭭थितयᲂ मᱶ मंᮢालय ᳇ारा सिमित का कायᭅकाल कम या ᭔ यादा िकया जा सकता ह।ै
(4) जो संसद सद᭭ य सिमित के सद᭭ य ह,ᱹ वे संसद सद᭭ य न रहने पर इस सिमित के सद᭭ य नहᱭ रहᱶगे।
(5) सिमित के पदने सद᭭ य अपने पद पर कायᭅ करते रहने पर सिमित के सद᭭ य बने रहᱶगे। (IV) सामा᭠ य
(1) सिमित का ᮧधान कायाᭅलय नई िद᭨ली मᱶ होगा लेिकन सिमित अपनी बैठकᱶ िकसी अ᭠य नगर मᱶ भी कर सकती ह।ै
(2) गैर-सरकारी सद᭭यᲂ को सिमित की बैठकᲂ मᱶ भाग लेने के िलए याᮢा भ᭜ ता एवं दिैनक भ᭜ ता राजभाषा िवभाग ᳇ारा समय-समय पर यथा संशोिधत िदनांक 22 जनवरी 1987 को जारी कायाᭅलय ᭄ापन सं. II/22034/04/86- रा.भा. 2. यह भी िनणᭅय िलया गया ह ैिक िविभ᳖ कायाᭅलयᲂ अथाᭅत् रा᳦ीय बाघ संरᭃण ᮧािधकरण (एनटीसीए), व᭠यजीव अपराध िनयंᮢण ᭣यूरो (ड᭣᭨यूसीसीबी), कᱶ ᮤीय िचिड़याघर ᮧािधकरण (सीजेडए) और भारतीय वन सवᱷᭃण (एफएसआई) का ᭃेᮢीय कायाᭅलयᲂ के साथ एकीकरण एतारा समा᭡ त कर िदया गया ह ैऔर ये िदनांक 13.08.2020 की अिधसूचना के ᳇ारा ᱟए एकीकरण से पहले की तरह कायᭅ करᱶगे। 9 उप- कायाᭅलयᲂ के साथ 11 ᭃेᮢीय कायाᭅलयᲂ की ᭭वीकृत कािमᭅक सं या से संबंिधत िववरण अनुबंध-I के ᱨप मᱶ संलᲨ ह।ै ᮧ᭜येक ᭃेᮢीय कायाᭅलय के ᮧमुख को उप वन महािनदशेक (कᱶ ᮤीय), ᭃेᮢीय कायाᭅलय, पयाᭅवरण, वन और जलवायु पिरवतᭅन मंᮢालय कहा जाएगा।
3. उपयुᭅᲦ 11 ᭃेᮢीय कायाᭅलयᲂ (आरओ) मᱶ से ᮧ᭜येक, िदनांक 08.01.2014 के संक᭨प संया 4-7/2012-आरओएचयू मᱶ उि᭨लिखत इस मंᮢालय के अिधदशे से संबंिधत पिरणामᲂ को ᮧा᳙ करने मᱶ पयाᭅवरण, वन और जलवायु पिरवतᭅन मंᮢालय की एक ᭃेᮢीय इकाई के ᱨप मᱶ काम करेगा। ᭃेᮢीय कायाᭅलय का उप-कायाᭅलय उᲦ संक᭨प मᱶ पिरभािषत अिधदेश के अनुसार संबंिधत ᭃेᮢीय कायाᭅलय की सहायता करेगा। ᭃेᮢीय कायाᭅलय यथा लागू वन (संरᭃण) िनयमᲂ के अनुसार कायᭅ करᱶगे। तथािप, वन भूिमयᲂ के अपवतᭅन के ᮧ᭭तावᲂ की िनगरानी, जांच और उन पर कारᭅवाई, ᭭थल िनरीᭃण, पािᭃक समीᭃा सम᭠वय बैठकᱶ (एफआरसीएम) आयोिजत करने, ᮧ᭭तावᲂ को ᮧ᭭ तुत करने मᱶ सुिवधा ᮧदान करने और उनमᱶ आने वाली बाधाᲐ को हल करने के िलए उपयोगकताᭅ एजᱶिसयᲂ की सहायता करने का कायᭅ-संबंिधत ᭃेᮢीय कायाᭅलयᲂ के उप- कायाᭅलय ᳇ारा या समय-समय पर इस मंᮢालय ᳇ारा यथा िनिदᭅ᳥ तरीके से िन᭬पािदत िकया जाएगा। ᭃेᮢीय कायाᭅलयᲂ के उप-कायाᭅलयᲂ और ᭃेᮢीय कायाᭅलयᲂ मᱶ तैनात वै᭄ािनक ᮓमशः संबंिधत ᭃेᮢीय कायाᭅलयᲂ के ᮧमुख को िरपोटᭅ करᱶगे।
4. गांधीनगर मᱶ एक नया ᭃेᮢीय कायाᭅलय ᮧ᭭तािवत ह ैऔर इसकी ᭭ थापना और कािमᭅकᲂ की िनयुिᲦ की ᮧिᮓया भारत सरकार के मौजूदा िनयमᲂ के अनुसार अलग से शुᱨ की जाएगी। जब तक ᭃेᮢीय कायाᭅलय गांधीनगर के औपचािरक ᮧ᭭ताव को मंजूरी नहᱭ िमल जाती (जैसा िक अनुबंध-I मᱶ ᮧ᭭तािवत ह)ै और ᳞य िवभाग ᳇ारा अनुमोदन नहᱭ िदया जाता ह,ै तब तक जयपुर और गांधीनगर मᱶ तैनात मौजूदा कमᭅचािरयᲂ को उपल᭣ध संसाधनᲂ और कािमᭅकᲂ के साथ या इस संबंध मᱶ इस मंᮢालय ᳇ारा िलए गए िनणᭅय के अनुसार जारी रखा जाएगा। इसके अलावा, ᭃेᮢीय कायाᭅलय गांधीनगर और जयपुर के उप-कायाᭅलय के िलए वेतन और अ᭠य ᳞य का संिवतरण अगले आदेश तक ᮓमशः ᭃेᮢीय कायाᭅलय Hkkx I—[k.M 1] Hkkjr dk jkti=] tqykbZ 1] 2023 ¼vk"kk<+ 10] 1945½ 475 भोपाल और ᭃेᮢीय कायाᭅलय लखनऊ से पहले की तरह जारी रखा जाएगा। उप-कायाᭅलयᲂ को िबना िकसी िवᱫीय बोझ और पदᲂ के सृजन के उनके मूल ᭃेᮢीय कायाᭅलयᲂ से अलग करके ᭭ थािपत िकया जा रहा है तथा उनके िलए मौजूदा संसाधनᲂ और बुिनयादी ढांचे का उपयोग िकया जाएगा।
5. उप-कायाᭅलयᲂ मᱶ तैनात सभी वै᭄ािनक और अ᭠य कमᭅचारी संबंिधत उप-वन महािनदशेक (कᱶ ᮤीय) को िरपोटᭅ करना जारी रखᱶगे, जो ᮧशासिनक/᭭थापना और तकनीकी मुᲂ से संबंिधत सभी मामलᲂ के िलए उनके िरपोिटᲈग अिधकारी भी हᲂगे।
6. योजना के तहत बजट भी ᭃेᮢीय कायाᭅलयᲂ के ᮧ᭭तािवत गठन के अनुᱨप केवल ᭃेᮢीय कायाᭅलयᲂ को ही पुनः आवंिटत िकया जाएगा। बजट और ᳞य को संबंिधत ᭃेᮢीय कायाᭅलयᲂ ᳇ारा िनयंिᮢत िकया जाएगा।
7. पयाᭅवरण, वन एवं जलवायु पिरवतᭅन मंᮢालय के तकनीकी (वािनकी) संवगᭅ के पुनगᭅठन के िलए ᳞य िवभाग की मंजूरी के पिरणाम᭭वᱨप, संवगᭅ की कुल ᭭वीकृत संया 49 से 40 कर दी गई ह।ै उप-कायाᭅलयᲂ सिहत ᭃेᮢीय कायाᭅलयᲂ मᱶ पदᲂ की तैनाती का िववरण अनुलᲨक-I के अनुसार ह,ै िजसमᱶ िदनांक 08.01.2014 के संक᭨प संया 4-7/2012-आरओएचयू मᱶ 319 की तुलना मᱶ, आरओएचयू /मंᮢालय को छोड़कर, ᭃेᮢीय कायाᭅलयᲂ मᱶ ᭭वीकृत पदᲂ की कुल संया 311 दशाᭅई गई है। आरओएचयू/मंᮢालय की ᭭वीकृत संया वही रहगेी जो संक᭨प संया 4-7/2012-आरओएचयू िदनांक 08.01.2014 मᱶ उि᭨लिखत ह।ै
8. अिधसूचना के अनुसार नए ᭃेᮢािधकार के अनुसार पिरवेश पोटᭅल पर िनरंतर सूचना उपल᭣ ध कराने के िलए एनआईसी ᳇ारा आव᭫यक कारᭅवाई शुᱨ की जाएगी ।
9. मंᮢालय का आईएफएस ᮧभाग आव᭫यक कारᭅवाई शुᱨ करेगा और ᭃेᮢीय कायाᭅलयᲂ के तहत उप-कायाᭅलयᲂ की ᭭ थापना के आलोक मᱶ आईएफएस अिधकािरयᲂ की पुन: तैनाती और कायᭅ आवंटन के आदेश जारी करेगा।

(III) TENURE
1. The tenure of the Samiti will be ordinarily for 3 years from the date of its constitution.
2. If a person is nominated as Member in the middle of the term, he will hold the office for the residual term of the Samiti.
3. In special circumstances, the tenure of the Samiti may be curtailed or enhanced by the Ministry.
4. Member of Parliament who are the members of Committee shall cease to be members as soon as they cease to be Member of Parliament.
5. Ex-officio member of the Samiti shall continue as member as long as they hold office by virtue of which they are member of the Samiti.
(IV) General
(1) Headquarters of the Samiti will be at New Delhi but it may hold its meetings at any other station also.
(2) The Non-Official Members will be paid Travelling Allowance and Daily Allowance for attending meetings of the Samiti as per the guidelines contained in the Department of Official Language’ s O.M. No. II/22034/04/86- OL (A-2) dated 22nd January, 1987 as amended from time to time.

It has also been decided that integration of different offices namely, National Tiger Conservation Authority (NTCA), Wildlife Crime Control Bureau (WCCB), Central Zoo Authority (CZA) and Forest Survey of India (FSI) with Regional Offices is hereby done away with and will be functioning as earlier before the integration vide notification dated 13.08.2020. The details relating to sanctioned strength of 11 ROs with 9 sub-offices is annexed as Annexure-I. The head of each of the ROs will be called Deputy Director General of Forests (Central), Regional Office, MoEF&CC.
3. Each of the above mentioned 11 Regional Office (RO) shall work as a regional unit of the MoEF&CC in achieving the outcomes related to the mandate of this Ministry enumerated in the Resolution No. 4-7/2012-ROHQ dated 08.01.2014. The Sub-office of ROs will assist the concerned ROs as per mandate defined in the said Resolution. The Regional Offices shall function as per Forest (Conservation) Rules as applicable. However, monitoring, examination and processing of proposals of diversion of forest lands, site inspection, conducting Fortnightly Review Coordination Meetings (FRCMs), assisting user agencies for facilitating in filing the proposals and solving bottlenecks therein shall be executed by the Sub-office of concerned ROs or as specified by this Ministry from time to time. Scientists posted in Sub-offices of ROs and Regional Offices shall report to the Head of concerned Regional Offices, respectively.
4. A new Regional Office is proposed at Gandhinagar and the process of its creation and posting of manpower will be taken up separately as per extant regulations of Government of India. Till the formal proposal of RO Gandhinagar is sanctioned (as proposed in Annexure-I) and approval given by the Department of Expenditure, the prevailing staff posted at Jaipur and Gandhinagar will be continued with available resources and manpower or as decided by this Ministry in this regard. Further, the disbursement of salary and other expenditure for RO Gandhinagar and Sub-office at Jaipur will be continued as being done earlier from RO Bhopal and RO Lucknow respectively till further orders. Sub-offices are being carved out from their parent ROs without any financial burden and creation of posts and utilizing the exisiting resources and infrastructures.
5. All the Scientists and other staff posted in Sub-offices will continue to report to the concerned DDGF (Central) who will also be their reporting officer for all matters related to administrative/ establishment and technical issues.
6. The budget under the scheme will also be re-allocated only to the Regional Offices in line with the proposed constitution of Regional Offices. The budget and expenditure will be controlled by the respective Regional Offices.
7. Consequent upon approval of Department of Expenditure for restructuring of Technical (Forestry) Cadre of MoEF&CC, the total sanctioned strength of the cadre has been made from 49 to 40. Staffing of the posts in Regional Offices including Sub-offices is as per Annexure-I, reflecting total number of sanctioned posts to 311 in Regional Offices, excluding ROHQ/Ministry, as compared to 319 in Resolution No. 4-7/2012-ROHQ dated 08.01.2014. The sanctioned strength of ROHQ/Ministry shall remain same as mentioned in Resolution No. 4-7/2012-ROHQ dated 08.01.2014.
7. Necessary action will be initiated by NIC for creation of flow on Parivesh Portal according to the new jurisdiction as per the Notification.
8. IFS Division of the Ministry will initiate necessary action and will issue orders for re-staffing and work allocation of IFS officers in light of creation of Sub-offices under Regional Offices.
9. The incumbents/officers posted in discontinued IROs will continue to daw salary from Regional Offices to which their jurisdiction has been shifted till any further orders. Since the extant Recruitment Rules (RRs) in respect of posts of PPS, PS, PA, Steno Gr 'D', JHT, Section Officer, Assistant, UDC, LDC, MTS, SCD were framed/amended post notification of resolution dated 08.01.2014, these RRs shall be amended in light of this Notification to make the unified administrative control of posts on all India level basis and the posts may also be transferred from one office to another as and when required with the approval of competent authority.
