And whereas,, in pursuance of the aforesaid exchange of letten, it is necessary to accord to the Office of tine League or Arab States Mission, its Chief Rerresentative and Deputy Chief Representative and to its non-Indian official1;, exemptions and facilities, privileges and immunities similar to those contained in the Schedule to the United Nations (Trivileges and Immunities) Act, 1947 (46 of 3 947);
Now, therefore, in exercise of the powers conferred by Section 3 of he Unit-d Nations ("Privileges and Immunities^ Act, 1947 (46 of 1947), and in supersession of the Government of Tndia notification No. D-II!451j79|16!8) of 30th April, 1981, the Central Government hereby declares that the provisions set out in the Schedule to the snid Act shall, to the extent it is necessarv to give effect to the exemptions and facilities, privileges and immunities set cut in the exchange of letters, and reproduced hcT'e bel^w, ap-My m^atis mutandis tr> the Office of the League of Arab States, its Chief Representative and Dermf\ Chief Representative and to its non-Tndian officials.
I. Exemptions and Facilities Extended to the Office of the League of Arab States Mission :— fa) Exemption f1'om sales lax on official purchases, for the use of their office only, made in the Union Territory of Delhi.
fb) Exemption from excise duty nn petrol purchase for official cars subiect to the quantitative limits as prescribed by tl>e Ministry of External Affairs.
(c) Exemption from municipal taxes except the payment of service charges on the official properties purchased with the approval of the Ministry.
(d) F.xcttiption from customs duty on official imports.
fe) Import|puithase of reasonable quantities of articles of oliice equipment and process subject to the terms and conditions which the Government of India in the Ministry of External Affairs may impose in each case or may apply from time to time.
(0 Import of one motor vehicle. Possession and disposal |sale of the motor vehicle and other items will be only with the prior permission of the Government of India in the Ministry of External Affairs and subject to the Foreign Privileged Persons Rules, 1957, as amended from time to time.
II, Immunities and Privileges Extended to Non- Tndian Officials of the League of Arab States Mission :
(a) Immunity from legal proct-ss in respect of words spoken or written and all acts performed by them in their official capacity.
(b) Exemption fitim taxation on the salaries and emoluments received by the officials from 5 the League of Arab States Mission.
(c) Immunity from national service obligations.
(d) Immunity from immigration restrictions and alien registration.
(e) The same pii\il£ges in respect of exchange faclitie:. as are accorded tc the officials of comparable ranks forming part of diplomatic Missions in India.
(f) The same repatriation facilities in time of national crisis as diplomatic envoys.
(g) Import of auides of food and drinks, duty free, in accouance with the administrative norms of the Ministry (application to be made to the Ministry cf External Affairs for exemption Lorn customs duty indicating full details and the particulars of the goods each tim; a consignment is imported).
Ch) Import[purchase free of duty of one motor vehicle, during the tenure on the condition that the same will be sold|disposed of with the permission o* the Government of India in accordance with the Foreign Privileged Persons Rules, 1957, as amended from time to time.
(i) Exemption from customs duty on first arrival import of personal effects.
111. Immunities and Privileges Extended to the Chief Representative nnd Deputy Chief Representative of the League of Arab Slates Mission.
In addition to the immunities and privileges specified above, the Chief Representative and the Deputy Chief Representative shall be accorded in respect of themselves, their spouses and minor children, the immunities and privileges, exemptions and facilities, accorded to diplomatic *nvcys in accordance with International Law.
It is agreed that the League of Arab States Mission will notify the Min'stry of External Affairs of the Government of India ri the appointment of officials to the L.'asnk3'. of Arab States Mis"-'on in Delhi and of their arrival and their Gnal departure from India.
