Every decision of the authorised officer under section 6, section 11 or section 12, granting or refusing to grant licence for a fishing vessel or a fishing net or cancelling, suspending, varying or amending such licence or registering or cancelling the registration of a vessel shall, subject to any right of appeal under section 16, be final.
