If an existing well is found to be adversely affecting any public drinking water source, the Ground Water Officer may, by order, after giving the owner a reasonable opportunity of being heard, direct him to stop the extraction of water forthwith and close or seal the well, either temporarily or permanently, having regard to the extent to which it so adversely affects.
