Every private doctor desiring to establish, run or maintain a clinic or hospital or nursing home or practice medicine or dentistry 4[or every person desiring to establish or run or maintain a Diagnostic Centre or Pathological Laboratory] in the State of Goa shall make an application to the competent authority in such form and manner and on payment of such fees as may be prescribed from time to time
