On receipt of the appeal, the local authority shall issue notices to the parties concerned intimating the date and time of hearing. The parties shall appear before the local authority on the date fixed for hearing, which shall not be later than 30 days from the date of filing of appeal. The local authority shall pass an order, with reasons recorded in writing after giving both parties an opportunity of being heard, within 30 days from the date fixed for hearing.
