MINISTRY OF HUMAN RESOURCE DEVELOPMENT (Department of School Education and Literacy) New Delhi, the 10th June, 2011 GS.R. 177.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Chandigarh Educational Service (Group ‘B’ gazetted) Government Home Science College, Rules, 1990, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Professor (Group ‘A’) in the Government Home Science College, Chandigarh namely:— r-------------------------------------------------

1. Short title and commencement—(1) These rules may be called the Government Home Science College, Chandigarh (Assistant Professor Group ‘A’ post) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.—The number of the said posts, their classification and the pay scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitmentto the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14 of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: '

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government, is of the opinion that it is necessary or expedient so to do, it may, order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules in respect to any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(i) Good Academic record with at least 55% of the marks or an equivalent grade of B in the 7 point scale with letter grades O, A, B, C, D, E and F at the master’s degree level in the relevant subject from an Indian University or an equivalent degree from a Foreign University. Besides fulfilling this qualification, candidates should have cleared the National Eligibility Test (NET) for Assistant Professors conducted by the University Grants Commission/Council for Scientific and Industrial Research or similar Test accredited by the University Grants Commission. (“Good Academic Record” means at least second class with fifty per cent marks in Graduation Degree.)

7 _____________________ (8)__________________________ Note 1: National Eligibility Test/State Level Eligibility Test shall remain the compulsory requirement for appointment as Assistant Professors. Provided, however, that candidates, who are or have been awarded Ph. D. Degree in compliance of the University Grants Commission (minimum standards and procedure for award of Ph. D.

Degree), Regulation, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/ SLET for recruitment and appointment of Assistant Professor or equivalent positions in universities/colleges/ institutions. '•*- Note 2 : Relaxation of 5% may be provided from 55 to 50% of the marks at the Master's level for the SC/ST category.

Note 3: Relaxation of 5% may be provided from 55 to 50% of the marks at the Master's level and 5% relaxation at graduate level at par with SC/ST candidates to the physically and visually handicapped.

Note 4: Relaxation of 5% may be provided from 55 to 50% of the marks to the Ph. D Degree holder who have passed Master's Degree prior to 19th September 1991.

Note 5: B in the 7 point scale with letter grades O, A, B, C, D, E and F shall be regarded as equivalent of 55% wherever the grading system is followed.

Note 6: Relaxation of minimum marks at the PG level from 55% to 50% may be provided to candidates who have cleared the Junior Research Fellowship Examination conducted by University Grants Commission/Council of Scientific and Industrial Research only prior to 1989 when the minimum marks required to appear for J. R. F.

examination was 50%.

Note 7 : The exact requirement of the subject/discipline will be indicated at the time of each recruitment.

(A) Holding analogous posts in the prent cadre/ department and (B) Possessing the educational qualification and experience prescribed for the direct recruit under column 8.

(12) (The Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not exceed 3 years. The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date &f the receipt of application.
