1. Short titie and commencement.—(1) These rules may be called the Governor? (Allowances and Privileges) Rules, 1987.
(2) They shall come into force on the 1st dav of April. 1987.

3, Renewal of furnishings of official residences.—
(1) There shall be paid, from time to time, to each Governor an allowance equal to the actual expenses in renewing the furnishings of his official residence^) subject to che maximum amount specified in column
(3) of Schedule I ;
Provided that if, when the Governor assumes office, the period which has elapsed sine© his predecessor assumed office (persons ap pointed to discharge the functions of the fcfo.II>--*** 3(i)j ifTII-irRT Governor being disregarded) falls short of rive years, the maximum amount so specified shall be decreased by such amount as the President mav order ;rmrae
Provided further that in the case of Governors holding office immediately before the com mencement of these rules, the amount ad missible to them during their entire term shall be such as the President may by order determine.
(2) The provisions of this rule shall no; apply to persons appointed to discharge the functions of the Governor under article 160 of the Constitution of India.
4. Household Establishment.-—(i) The total num ber of officers and other staff of household establish ment at official residences shall be as the President may prescribe, "from time to time, by an Order, and their scale of pay, allowances, other emoluments and facilities shall be such as are admissible to the State Government officers and. other employees of the corresponding posts in the concerned State Govern ment, from time to time.
(2) The officers, and the staff of the household establishment shall be entitled to rent free accommo dation and those of the officers and the staff who are not provided any government accommodation shall be allowed, house' rent allowance at the rates admis sible to the State Government officers and other emp loyees of the corresponding posts working in the concerned State Government and in such cases the first charge of ten per cent on the pay shall also be met out of the Governors allowances..

(4) The officers and staff of the household esta blishment who are provided government accommo dation, shall be provided free electricity, and water subject to the limit laid down by the Governor from time to time but such limit shall not exceed 6-1(4 percent of the pay of the member of the staff for the supply of both electricity and wafer :
Provided that out of the limit of 6-1:4 per cent the electricity charges shall not exceed 5 per cent in any case.
(5) Any expenditure on consumption of electricity and water in excess of the limit specified in sub-rule
(4) shan be borne by the concerned officer or the member of the staff, as the case may be.
(6) No member of the household establishment shall be allowed free use of official transport for pri vate purposes :
Provided that the staff of the household esta blishment may be allowed to use Govern ment vehicles on pavment of usual charges.

(7) The staff of the household establishment shall he'entitled to pension an*other retirement benefits including medical facilities a, are admissible to the concerned State Government employees o. the corres ponding posts,
(8) The expenditure to be incurred under sub-rule ( i ) shall be part of the Governor's allowances and shall be drawn separately under the sub-head ''House hold Establishment".
5. Expenditure on Governor's Secretariat etc.— In addition to the household establishment, the Gov ernor shall be entitled to a separate secretarial staff which shall be provided by the concerned State Government.
(2) The expenditure on the establishment of the Governor's Secretariat and the expenditure on pension and other retirement benefits, including medical faci lities of the household establishment staff shall be charged on the Consolidated Fund of the concerned State.
(3) The expenditure referred to in sub-rule (2) shall not form part of the Governor's allowances.
6. Allowances of the Governor,—11) In order that the Governor may be able to discharge conveniently and with dignity the duties of his office, the Governor shall be paid annually the following allowances or grants, namely :—
(a) entertainment allowance.—to be spent for patronising art, culture and music and any unspent portion of the allowance under this sub-head shall lapse at the end of the fin ancial year to which it relates;
(b) hospitality grant.—for meeting hospitalityexpenses of the official guests and any un spent portion of the grant under this sub head shall lapse at the end of the financial r̂ to ref?
(c) office expenses allowance.—for meeting ex penditure on the following items—(i) tele phone charges; (ii) service postage; (iii) books and periodicals (iv) stationery and printing; (v) maintenance of motor cycles, scooters and- cycles including POL for these vehicles; (vi) miscellaneous expenses :
Provided that any expenditure on the purchase of cycles, scooters or motor cycles shall be met- directly by the State Govern ment;
(d) contract allowance.—for being utilised for expenditure on the following items.— (I) special stationery: (ii) laundry contin gencies; (iii) sports, (iv) firewood; (v). pre sents* (vi) soan... cjeansnuj material, insec ticides; (vii) liveries; fviii) POL (other than expenditure from tour expenses) ;
(ix) maintenance of cars; (x) library; and
(xi) other miscellaneous expenditure;

(2) While on duty mrtwde India, a Governor tfaak also be entitled, free of charge, to such medical attendance, accommodation and treatment as ngay be admissible to the Head of the Indian Mission at that puce is at the place or treatment.
(3) The State Government shall make adequate previsions for medical facilities for the Governor and ais family and the expenditure on this acewmt shall be charged on the Consolidated Fund of the State and shah not form part of the Governors' allowances.

11 Tours and journeys.—(I) The Governor shall be entitled to requisition a railway saloon for all his journeys within the State ana shall be entitled to take with him not more than three per sons without payments of any tare for htm.
(2) The cost of haulage and requisitioning of saloon under sub-rule (1) shall be met from the sub-head '-tour expenses",
(3) If for his journey within the State by rail, a Governor chooses not be to requisition a saloon under sub-rule (1 ) . he shall be entitled to travel m a four berth compartment or coupe, whether nrsttfass air-conditioned or first-class and during such a journev a Governor shall be entitled to take with him three persons in the case of four berth com partment and one person in the case of a coupe, without any extra charge.
(4) For journeys official business to places outside the State, a Governor, shall be entitled to travel in a four berth compartment or.
coupe, whether first-class air-conditioned or firstclass and during such a journey, shall be entitled to take with him "three persons in the case of a four berth compartment and one person in the case of a coupe, without any extra charge,
(5) The spouse of the Governor may travel within the State by rail for attending functions organised by anv organisation or association connected with art. culture, science and literature, and for that purchase may reserve a single seat in first-class airconditioned or first-class compartment and expendi ture for such journeys shall be met—•
(1) from the sub-head ." tour expenses" if she is not associated in any capacity with that organisation or association: and
(ii) by the organisation or association with which she is associated in any capacity :
Provided that this facility shall not be available for private journeys of the spouse of the Governor.
(6) A Governor travelling on dutv (but not on non-official business) shall be entitled to (ravel by travel, shall be entitled to person with him at government expenses.

during such a journey shall be entitled to travel only in the standard class, except the spouse of the Governor who may travel in the executive class.
(8) A Governor shall not be entitled to travel on private business by air at Governoment expenses and shall not also be entitled to take any person with him at Government expenses.
(9) A Governor on his private journey out side the State may travel in a four berth compartment or a coupe, whether first-class air-conditioned or first-class and he shall pay—
(i) the fare for two berths of the appropriate class if he travels in four berths compart ment in addition to his own fare;
(ii) for his own fare, if he travels in a coupe;
and
(iii) the reservation charges for the compart ment or the coupe, as the case may be, and any other expenditure incurred dur ing the journey:
(10) For any journeys performed under sub-rule
(9) , the cost of one fare only shall be met by the Government from the sub-head "torr expenses" and against that fare the Governor may tatce any person along with him who need not necessarily be a member of his family.
(11) When a Governor undertakes any journey in connection with any work not connected with his official duties, namely, as Chairman or Member of any Commission, Committee or any other organisa tion, the expenditure incurred on such journeys shall not be debitable to sub-head "tour expenses" and such expenditure shall be met from the same source from which other expenditure of the Com mission, Committee or any other organisation is met.
(12) Where there is not railway station or airport in a State, any journey performed by the Governor or by the spouse of the Governor, for private pur poses, to reach the nearest railway station or airport situated in a negihbouring State, shall be deemed to be an official journey.
12. Entitlement of i ravelling allowance and daily allowance of the household establishment accom panying the Governor.-—fl) Arw member of the 1847 GI/87—2 : 3Tfrismw 9 Governor's household establishment accompanying the Governor on his visits within the State or out side the State, whether official or private, shall "be treated as on duty and shall be entitled to draw travelling allowance and daily allowance as admis sible under the State Government rules.
(2) Any member of the" Governor's household establishment accompanying the spouse of the Go vernor during her journey within the State only shall be treated as on duty and shall be entitled to draw travelling allowance and daily allowance as admissible under the State Government rules :
Provided that no travelling allowance or daily allowance shall be admissible to any member of the Governor's house hold establishment accompanying any other member of the Governor's family or Governor's personal guest.
13. Use of motor vehicles by the Governor, etc ,—(i ) Any private journeys performed by the Gov ernor outside the State by motor vehicles of the official residence(s) shall be paid for by the Gov ernor at the staff car rates of the State Government.
(2) The spouse of a Governor shall be entitled to use free of charge the motor vehicles of the official residence(s) within the State only and for by the Governor on official duty shall be paid for by the Governor at the Staff car rates of the State •Government.
(3) Any other members of the Governor's family or personal guests of the Governor not accompany ing the Governor or spouse of the Governor, may be allowed to use motor vehicles of the official resi dence^) within the State and charges for such journ eys shall be paid for by the Governor at the staff car rates of the State Government.
14. Interpretation.—If any question arises as to the interpretation of these rales, it shall be referred to the Central Government, who shall decide the same.
15. Repeal and saving.—(1) All the orders in force immediately before the commencement of these rules in so far as they relate to matters pro vided for in these rules are hereby repealed.
