1. (1) इन िनयम� का संि$1 नाम के� ीय मोटर यान (......संशोधन) िनयम, 2016 ह ै।

2. के� ीय मोटर यान िनयम, 1989 (िजसे इसम+ मूल िनयम कहा गया ह)ै के िनयम 115ड. म+ शीष8क के थान पर िनG निलिखत शीष8क रखा जाएगा, अथा8त् :- "115ड. JलैK स Lधन इथनोल (ई-85) या (ई-100) और इथनोल (ईडी-95) यान� के िलए बृहत उO सज8न मानक -
3. मूल िनयम के िनयम 115ड. म+, उपिनयम 1, के थान पर िनG निलिखत िनयम रखा जाएगा, अथा8त्:-- ''(1) पाक8 Lधन इंजन स ेससुिP जत नए िविनQमत गैसोलीन यान जो गैसोलीन या गैसोलीन और इथनोल 85 �ितशत तक इथनोल संिमSण (ई-85) या गैसोलीन और इथनोल 100 �ितशत तक इथनोल संिमSण (ई-100) से चालन के िलए सगंत ह0 (िजसे इसम+ इसके पV चात् JलैK स Lधन इथनोल यान कहा गया ह)ै, अिभभावी गसैोलीन उO सज8न मानक� के अनुसार अनुमो�दत �क म के ह�गे ।''
4. मूल िनयम के िनयम 115ड. म+, उपिनयम 3, के थान पर िनG निलिखत िनयम रखा जाएगा, अथा8त्:-- ''ई-85 या ई100 या ईडी95 के इथनोल सिंमSण के तर के िलए यान� क� संगतता को यान िविनमा8ता �ारा प7रभािषत �कया जाएगा और उसे पX ट �प से दVृ य टीकर लगाकर यान पर �दQशत �कया जाएगा ।

(i) म+ अिधसूचना सं. सा.का.िन. 590( (( (अ), ), ), ), तारीख 2 जून, ,, , 1989 �ारा �कािशत �कए गए थे और अंितम संशोधन सा.का.िन. सं. .........( (( (अ), ), ), ), तारीख ............... �ारा �कया गया । MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, 16th February, 2016 G.S.R.176(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by Section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of Section 212 of the said Act for information of all persons likely to be affected thereby; and notice is hereby 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] given that the said draft rules shall be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Official Gazette, are made available to the public; Objections or suggestions, if any, may be sent to the Joint Secretary (Transport), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110001; The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government. Draft Rules
1. (1) These rules may be called the Central Motor Vehicles (……Amendment) Rules, 2016
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In Central Motor Vehicle Rules, 1989 (herein referred to as principal rules), in rule 115E, for the heading, the following heading shall be substituted, namely:- “115E. Mass emission standard for flex-fuel ethanol (E85) or (E100) and ethanol (ED95) vehicles”.
3. In the principal rules, in rule 115E, for sub-rule 1, the following sub-rule shall be substituted, namely:- “ (1) The newly manufactured gasoline vehicles fitted with spark ignition engine compatible to run on gasoline or a mixture of gasoline and ethanol up to 85 per cent. ethanol blend (E85) or mixture of gasoline and ethanol up to 100 per cent (E100), (hereinafter referred to as flex-fuel ethanol vehicle), shall be type approved as per prevailing gasoline emission norms.”.
4. In the principal rules, in rule 115E, for sub-rule 3, the following sub-rule shall be substituted, namely:- “The compatibility of vehicle to level of ethanol blend of E85 or E100 or ED95 shall be defined by the vehicle manufacturer and the same shall be displayed on vehicle by putting a clearly visible sticker.”.
5. In the principal rules, in rule 115E, in sub-rule 4, for the Table 1 and Table 2 the following Tables shall be substituted, namely:- “Table 1 Test requirements for type approval and extension For four wheeled vehicles with Gross Vehicle Weight less than or equal to 3,500 kg Sr. No. Test Flex-fuel ethanol vehicle

6. In the principal rules, in rule 115E, in sub-rule 4, in Notes, after item (XI), the following item shall be inserted, namely:- “(xii) “The reference fuel shall be as specified in Annexure IV-J for gasoline; Annexure S for E100 vehicles.”.
7. In the principal rules, after ANNEXURE IV-R, the following Annexure shall be inserted, namely:- “ANNEXURE IV-S [See rule 115(E)] Technical specifications of the reference fuel E100(As per IS15464:2004) Sr. no.
