1. (1) आन जनयमस को कीटनािी (जद्वतीय संिोधन) जनयम, 2020 कहा जाएगा।
(2) य ेराजपराल में प्रकािन की तारीख से प्रभावी हसगे। परंत ुयह कक आन जनयमोोँ के प्रवृत्त होने की तारीख से पहल ेप्रदान ककए गए जवजधमान्य पंजीकरण प्रमाणपरालोोँ वाल े सभी व्यजक्त, नब्बे कदनस की ऄवजध के भीतर, लेबल और पची जो आन जनयमोोँ के ऄनुसार संिोजधत ककये गय ेहै ोँ, के ऄनुमोदन के जलए सजचवालय केन्द्रीय कीटनािक बोडा और पंजीकरण सजमजत के समक्ष अवेदन करेंग:े परंत ुयह और कक कोइ भी व्यजक्त आन जनयमोोँ के प्रवृत्त होने की तारीख से नौ माह की समाजप्त के पश्चात ्ककसी ऐसे लेबल या पची का ईपयोग नहीं करेगा जो आन जनयमोोँ के ऄनुसार संिोजधत नही ोँ ककये गय ेहै ोँ: परंत ुयह भी कक ऐसे लेबल या पची लग ेककसी कीटनािक या आसका पैकेज जो आन जनयमोोँ के ऄनुसार संिोजधत नहीं ककए गए है ोँ आन जनयमोोँ के प्रवृत्त होने की तारीख से एक विा नौ माह की समाजप्त के पश्चात जबक्री ऄथवा भंडारण हते ु जवतररत, बेचे, प्रदर्शित नही ोँ ककया जाएगा ।
2. कीटनािी जनयम, 1971 (जजसे आसमें आसके पश्चात ईक्त जनयम कहा गया ह)ै के जनयम 19, के ईपजनयम (1) में, (क) खण् ड (झ),-
(i) ईपखंड (घ) में “ लाग ूकरना “िब्दस के बाद में कोष्टक और िब्द “(कृपया जववरण के जलए परालक का सन्दभा लें)” रखे जायेंग;े
(ii) ईपखंड (ड.) में िब्द और कोष्टक “(द एररया)” के बाद कोष्टक और िब्द “(कृपया जववरण के जलए परालक का सन्दभा लें)” रखे जायेंग;े
(iii) ईपखंड )ज ( में “पंजीकरण सजमजत’’ िब्दस के बाद, कोष्टक और िब्द, “(कृपया जववरण के जलए परालक का सन्दभा लें)” रखे जायेंग;े

26. सा0का0जन0 07 (ऄ) तारीख 2 जनवरी 2020। MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture, Co-operation and Farmers Welfare) NOTIFICATION New Delhi, the 04th June, 2020 G.S.R. 355.(E) — Whereas, the draft rules further to amend the Insecticides Rules, 1971, was published, as required by section 36 of the Insecticides Act, 1968 (46 of 1968) vide notification of the Government of India in the Ministry of Agriculture and Farmers Welfare (Department of Agriculture, Cooperation and Farmers Welfare) number G.S.R. 264 (E), dated the 24 th April, 2020, published in the Gazette of India, Extraordinary, Part II, Section 3, sub-section (i) dated 25 th April, 2020, inviting objections or suggestions from all persons likely to be affected thereby, before the expiry of a period of fifteen days from the date on which the copies of the Gazette of India in which the said notification was published were made available to the public; And whereas, copies of the said notification were made available to the public on 25 th April, 2020; And whereas, objections or suggestions received from the public in respect of the said draft rules within the specified period have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by section 36 of the Insecticides Act, 1968 (46 of 1968), the Central Government hereby makes the following rules further to amend the Insecticides Rules, 1971, namely :-
(1) These rules may be called the Insecticides (Second Amendment) Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette:
Provided that all persons with valid certificates of registration granted before the date of coming into force of these rules shall, within a period of ninety days from this date, apply to the Secretariat, Central Insecticides Board and Registration Committee, for the approval of labels and leaflets that have been amended in accordance with these rules:
Provided further no person shall use a label or leaflet that has not been amended in accordance with these rules after the expiry of nine months from the date of coming into force of these rules:
Provided also that no insecticide or its package bearing a label or leaflet that has not been amended in accordance with these rules shall be distributed, sold, exhibited for sale or stocked, after the expiry of one year nine months from the date of coming into force of these rules.
2. In the Insecticides Rules, 1971 (hereinafter referred as the said rules) in sub-rule (1) of rule 19,-
(a) in clause (i),-
(i) in sub-clause (d), after the words “to apply”, the brackets and words, “(Please refer leaflet for details)” shall be inserted;

(c) for clauses (iv) and (v), the following clauses shall be substituted, namely:- “(iv) In case where the sachets, packets or containers are ultra-small and small (for sizes between 1 and 50 gm or ml and 51 and 250 gm or ml) the following details shall be printed with indelible ink on primary package, namely:- 1) common name; 2) brand name; 3) composition of the formulation or insecticides; 4) name and address of the manufacturer ; 5) imported and re-packed by (wherever applicable); 6) antidote; 7) registration number; 8) manufacturer’s license number; 9) batch number; 10) manufacturing date; 11) expiry date; 12) net content weight or volume (in metric system); and 13) maximum retail price (MRP inclusive of all taxes, in rupees); 14) Customer care details.
(v) The model labels (one panel, two panels and three panels) shall be as per the pictures II, [भाग II—खण् ड 3(i)] भारत का राजपराल : ऄसाधारण 11
