1. Short title and commencement.-
(i) 'lhese rules may be cailed the passporrs (1" Amendmenr) Ruies,20lg.

2. In the Passports Rules, 1980, in Schedule III, under "section IV-DOCTJMENTS TO BE ATTACFIED WITH THE APPLICATION" for paragraph (C) the follorving sbali be substituted, namely:- ..(C) OUT OF TUR.N TSSTIE OF PASSPORT T]NDER TATKAAI, SCIIEME
(a) If an applicant of the age of t 8 years and above desires to obtain a passport under the Tatkaai Scheme, the applicant in addition to the Aadhaar Cardl letterl e-Aadhar containing the l2 digit Aadhaar number/2S-digit Aadhar Enrolment iD printed on the Aadhar Enrolment Slip issued by rhe Unique Identification Authoriqz of India (UIDAI), a self-declaration prescribed in Annexure-E of the Passport Rules, 1980, and the prescribed Tatkaal fee, shall submit any two of the following documents, namely:-
(i) Electors Photo Identify Card (EPIC)
(ii) Service Photo Identity Card issued by State/Central Government, Public Sector lJndcrtakings, local bodies or Public Limired Companies
(iii) Scheduled Caste./Scheduled Tribe/Orher Backward Class Cerriticate (i") Arrns Licence
(v) Pensiotl Document such as Ex-servicemen's Pension Book/Pension Payment order, ex-servicemen's widowidependent Certihcate, Old Age pension Order
(vi) Self-Passport (unrevoked and undamaged)
(vii) Pennarrent Account Number (PAir! Card (r,iii) Bank{{isan/Posr Office Passbook
(ix) Student Photo ldentity Card issued by an Educational lnstitrrrion;
(x) Driving Licence (valid and within the jurisdiction of State r:f submission ol applicant)
(xi) Birth Cerrificate issued under the Registration of Births and L)ea*rs Act; ancl (xiir Rarion Cald;
(b) If a passport under the'l'atkaal Scheme is required for a person trelow l8 years. the applicant in addition to the Aadhaar- Card,/lerter/e-Aaadhar containing the 12 digit Aacihaar numberl2S-digit Aadhar Enrolmenf- ID printed on the Aadhar Enrr:lment SIip, and the prescribed Tatkaal fee, shall submit anv one out of the lollolving documents, namely:-
(i) Student Photo ldentity Card issued by an Educational lnstitution;
(ii) Birth Certificale issued under the Registration of Births and Deaths Acr; and
(iii) Rarion Card;
(c) All applicanls seeking a passport out of [urn under [he TATKAAL scheme are adviserl to subinit their. applications, documents and iee as prescribed;
(d) No proof of urgency is required foi out of turn issue of pa^ssporf under Tatkaal scheme;
(e) Post Police Verification shall be done in all the cases of issue of passport under Tatkaal scheme. (0 ln ail the cases of Tatkaal scheme where the applicant is paying an additional Tatkaal fee, the passpofi, subject to the satisfaction of the Passport Authoriry, shali preferably be issued within a period of three lvorking days from the date of subrnission of application.
(3) In rhe Passporls Rules, 1980, in Schedule III, altel paragraph (C), the follow-ing par-agraph shal be inserted, namely:-- ..(D) OUT OF TURN ISSUE OF F-RESH PASSPORT UNDER NORMAL SCTMME WITTIOUT PAYTNG ANY ADDTTIONAL TATKAAL FEE
(a) Il an applicant of the age of 18 years and above applies for a new passport under the Normai scheme and desires to obtain the passport on out of trirn basis without paying rhe additional Tatkaal fees, he shall subrnit in addition to the Aadhaar Card/lelterle-Aaadhar containing tie lZ digit Aadhaar number/2g-digir Aadhar Enroiment ID printed on the Aadhar: Enrolment Slip issued by the t-Inique Idenrification Authoritv of India ['m n-lqos 3(i)] qRd zsl tlcitlX : 3l{ilqRut (UIDAI), and a self-declaration prescribed in Annexure-F, of the Passport Rules, 1980, any rwo of the following documents, namely:--
(i) Eiectors Photo Identify Card @PIC)
(ii) Service Photo Identity CNd issued by State or Central Govemment, Public Sector Underrakings, local bodies or Public Limited Companies;
(iii) Scheduled Caste/ Scheduled Tribeiother Backward Class Certificate;
(iv) Arms Licence;
(v) Pension Document such as Ex-servicemen's Penslon Book or Pension Payment order, exservicemen's widow or dependent Certificate, Old Age pension Order;
(ui) Seif-Passport (unrevoked and undamaged):
(vii) Permanent Account Number (PAN) Card;
(viii) Bank/KisanIPost Office Passbook;
(ix) Student Photo ldendry Card issued by an Educatiotal Institution;
(x) Driving Licence (valid and rvithin the jurisdiction of State of submission of applicant);
(xi) Birth Certificate issued under the Registration of Births and Deaths Act; and
(xii) Ration Card
(b) If an applicant below the age of i8 years applies for a new passpofi under the Normal scheme and desires to obtain the passport on out of nrm basis without paying the additional Tatkaal [ees, he shall submit in addition to ttre Aadhaar Car&letter/e-Aaadhar containing the 12 digit Aadhaar number/28-digit Aadhar Enrolment [D orinted on the Aadhar E,nrolment Slip issued by the unique [dentification Authority of India (UTDAI), any one of the foLlor.ving three documents, nanrely:---
(i) Studerlt Photo Identity Card issued by an Educational Lnstitution;
(ii) Birth Certificate issued under the Registlation of Bi*hs anri Deaths Act; and
(iii) Ration Card.
(c) Post Police Verification shail be done ln a1l cases of issue ofpassport under this Scheme-
