2. यान िविनमा1ता यान को �कार अनुमोदन के िलए िनयम 126 म िविन]द? ट �कसी भी परी�ण अिभकरण; को �T तुत करेगा
3. बायोडीजल यान िजनका सफल यान भार 3.5 टन के बराबर या इससे कम ह,ै का परी�ण चौक� शि: तमापी पर �चिलत डीजल यान उJ सज1न चालन च_ का उपयोग करते Kए �कया जाएगा । वी 100 इंधन यान िजनका सकल यान भार 3.5 टन से अिधक ह ैका परी�ण इंजन शि: तमापी पर �चिलत डीजल यान उJ सज1न चालन च_ का उपयोग करते Kए �कया जाएगा ।
4. बायोडीजल यान का परी�ण इन िनयम; के उपाबंध IV-S म िविन]द? ट संदभ1 इंधन (आई एस 15607: 2005 के अनुसार) �कया जाएगा ।
5. उJ पादन परी�ण उपयोजन क� अनुकूलता हतुे एम ओ आर टी एच/ सी एम वी आर/टीएपी 115/116 इR यू 4 और इसके पR चातवतg इR यू और यथालागू संशोधन; को दखे ; और लागू परी�ण; हतुे इंधन अपे�ा के िलए उपरो: त सारणी 1, सारणी 2 और सारणी 3 देख ।
6. उJ पादन बारL बारता और नमूना क� अनुकूलता यान के वग1 के अनुसार एम ओ आर टी एच/ सी एम वी आर/टीएपी 115/116 इR यू 4 और इसके पR चातवतg इR यू और यथालागू संशोधन; म दी गई अपे�ाm के अनुसार होगी
7. cास कारक यान वग1 के अनुसार �चिलत उJ सज1न मानक; के अनुसार ह;गे” ।

(i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of the said notification containing the draft rules were made available to the public; And whereas, copies of the said Gazette notification were made available to the public on the 26 th November, 2015; And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:-
(1) (1) These rules may be called the Central Motor Vehicles (Fourth Amendment) Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
(2) In the Central Motor Vehicle Rules, 1989 (hereinafter referred to as the principal rules) after rule 115E, the following rule shall be inserted, namely:– “115F. Mass emission standards for bio-diesel (B100).- (1) The newly manufactured vehicles fitted with compression ignition engine compatible to run on diesel or mixture of bio-diesel up to hundred per cent. bio-diesel (B100) (hereinafter referred to as flex-fuel bio-diesel vehicle), shall be type approved as per prevailing diesel emission norms.
(2) The compatibility of vehicle to level of bio-diesel blend or B100 shall be specified by the vehicle manufacturer and the same shall be displayed on vehicle by putting a clearly visible sticker.

(1) Mass emission tests shall be carried out as per MoRTH/CMVR/TAP-115/116 Issue 4 and its subsequent issues or amendments, as applicable, and suitable updation of the ratio of gas component densities to exhaust gas density, hydrogen-carbon-oxygen ratio and fuel consumption formula shall be done in type approval procedure.
(2) Vehicle manufacturer shall submit the vehicle to any of the test agencies specified in rule 126, for type approval.
(3) Bio-diesel vehicles with Gross Vehicle Weight less than or equal to 3.5 tonne shall be tested on chassis dynamometer using the prevailing diesel vehicle emission driving cycle and the B100 fuel vehicles with Gross Vehicle Weight greater than 3.5 tonne shall be tested on engine dynamometers using the prevailing diesel engine emission driving cycle.
4. Bio-diesel vehicles shall be tested with reference fuel (as per IS 15607:2005) specified in Annexure IV-S to these rules. ¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 7
5. For Conformity of Production test applicability, refer to MoRTH/CMVR/TAP-115/116 Issue 4 and its subsequent issues or amendments, as applicable; and for fuel requirement for applicable tests, refer to above Table 1, Table 2 and Table 3.
6. The Conformity of Production frequency and sampling shall be as per requirements given in MoRTH/CMVR/ TAP-115/116 Issue 4 and its subsequent issues or amendments, as applicable, according to category of vehicle.
7. Deterioration factors shall be as per prevailing emission norms, according to the vehicle categories.”.
