उ; त #ाEप िनयम< के संबंध म� जनता से #ाB त आ�ेप< और सुझाव< पर क� �ीय सरकार �ारा िवचार 9कया गया ह ै;
अत:, के� �ीय सरकार, मोटर यान अिधिनयम, 1988 (1988 का 59) क� धारा 110 �ारा #दI त शि; तय< का #योग करते Jए के� �ीय मोटर यान िनयम, 1989 का और संशोधन करने के िलए िनK निलिखत िनयम बनाती ह,ै अथा,त्:-
1. (1) इन िनयम< का संि�B त नाम क� �ीय मोटर यान (आठवां संशोधन) िनयम 2016 ह ै।

2. क� �ीय मोटरयान िनयम, 1989 (िजसे इसम� इसके पR चात् मूल िनयम कहा गया ह)ै शीष,क के U थान पर िनK निलिखत शीष,क रखा जाएगा, अथा,त् :- "115ङ. Vलै; स Dधन इथनौल (ई-85) और इथनोल (आईडी 95) यान< के िलए वृहत उI सज,क मानक"
3. मूल िनयम< म�, िनयम 115ङ म�, उप-िनयम(1) के U थान पर उपिनयम रखा जाएगा, अथा,त् :--
(1) U पाक, Dधन इंजन से सुसिY जत नए िविनZमत गसैोलीन या गैसोलीन के िम[ण और 85 #ितशत इथनोल संिम[ण (ई-85) स ेचालन के िलए संगत ह ै(िजसे इसम� इसके पR चात ्Vलै; स Dधन इथनोल यान कहा गया ह)ै, अिभभावी गैसोलीन उI सज,न मानक< के अनुसार अनुमो9दत 9कU म के ह<गे ।
4. मूल िनयम< म�, 115ङ िनयम म�, उप-िनयम (3) के U थान पर उपिनयम रखा जाएगा, अथा,त् :- "(3) इथनोल संिम[ण के स् तर के िलए यान< क� संगतता को यान िविनमा,ता �ारा प'रभािषत 9कया जाएगा और उसे U प^ ट $प से दRृ य U टीकर लगाकर यान पर दZशत 9कया जाएगा ।"
5. मूल िनयम< म�, िनयम 115ङ म�, उप-िनयम (4) म�, सारणी 1 और सारणी 2 के U थान पर िनK निलिखत सारिणयां रखी जाएगंी, अथा,त् :-- सारणीसारणीसारणीसारणी 1 1 1 1 चार पिहया यान<, िजनका सम_ यान भार 3,500 9कलो_ाम से कम या उसके बराबर ह,̀ के िलए 9कU म अनुमोदन और िवU तार क� परी�ण अपे�ाए ं aम सं. परी�ण Vलै; स-Dधन इथनोल यान 1 गैसीय #दषूक (9कU म 1 परी�ण) Vलै; स Dधन इथनोल यान 2 िनि^ aय और उb च िनि^ aय उI सज,न (9कU म 2 परी�ण) दोन< पर गैसोलीन और ई85 और ई100 Dधन 3 aैक केस उI सज,न (9कU म 3) गैसोलीन और ई85 दोन< पर या ई1000 Dधन 4 वा^ पशील उI सज,क (9कU म 4) केवल गैसोलीन Dधन पर 5 'टकाउपन (9कU म 5) केवल गैसोलीन Dधन पर 6 आनबोड, िनदान (ओ.बी.डी. 2) गैसोलीन और ई85 दोन< पर या ई100 Dधन सारणीसारणीसारणीसारणी 2 2 2 2 दपुिहया या ितपिहया यान< के िलए 9कU म अनुमोदन और िवU तार क� परी�ण अपे�ाए ं aम सं. परी�ण Vलै; स-Dधन इथनोल यान 1 गैसीय #दषूक (9कU म 1 परी�ण) गैसोलीन और ई85 दोन< पर या ई100 Dधन 2 िनि^ aय और उI सज,न (9कU म 2 परी�ण) गैसोलीन और ई85 दोन< पर या ई100 Dधन 3 aैक केस उI सज,न (9कU म 3) केवल गैसोलीन Dधन पर 4 वा^ पशील उI सज,क (9कU म 4) केवल गैसोलीन Dधन पर 5 'टकाउपन (9कU म 5) केवल गैसोलीन Dधन पर" ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3
6. मूल िनयम< म�, िनयम 115ङ म�, उप-िनयम (4) के 'टB पण< पर मद (xi) के पR चात् िनK निलिखत मद अंत:U थािपत क� जाएगी, अथा,त् :- "(xii) िनदeशन Dधन गैसोलीन के िलए उपाबंध 4-झ म�, यथािविनfद^ ट Dधन होगा; ई100 यान< के िलए उपाबंध-द"।"

11. $प U प^ ट और दीB त''। [फा. सं. आरटी-11028/13/2014-एमवीएल] अभय दामले, संयु� त सिचव �ट� प�ट� प�ट� प�ट� पण:ण:ण:ण: मूल िनयम, भारत के राजप�, असाधारण, भाग II , खंड 3, उपखंड (i) म� सं. सा.का.िन. 590(अ), तारीख 2 जून, 1989 �ारा �कािशत कए गए थे और अिधसूचना सं. सा.का.िन. 629(अ) तारीख 24.06.2016 �ारा अंितम संशोधन कए गए । 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 12th July, 2016 G.S.R. 682(E).—Whereas, the draft rules further to amend the Central Motor Vehicles Rules, 1989 were published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Government of India in the Ministry of Road Transport and Highways vide number G.S.R.176 (E), dated the 16 th February, 2016, in the Gazette of India, Extraordinary, Part II, Section (3), Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date of which copies of the Gazette containing the said notification were made available to the public;
And whereas, copies of the said Gazette notification were made available to the public on the 16 th February, 2016;
And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government;
Now, therefore, in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:-
1. (1) These rules may be called the Central Motor Vehicles (Eight Amendment) Rules, 2016.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In Central Motor Vehicle Rules, 1989 (herein referred to as principal rules), in rule 115E, for the heading, the following heading shall be substituted, namely:- “115E. Mass emission standard for flex-fuel ethanol (E85) or (E100) and ethanol (ED95) vehicles”.
3. In the principal rules, in rule 115E, for sub-rule 1, the following sub-rule shall be substituted, namely:- “ (1) The newly manufactured gasoline vehicles fitted with spark ignition engine compatible to run on gasoline or a mixture of gasoline and ethanol up to 85 per cent. Ethanol blend (E85) or mixture of gasoline and ethanol up to 100 per cent (E100), (hereinafter referred to as flex-fuel ethanol vehicle), shall be type approved as per prevailing gasoline emission norms.”.
4. In the principal rules, in rule 115E, for sub-rule 3, the following sub-rule shall be substituted, namely:- “(3) The compatibility of vehicle to level of ethanol blend of E85 or E100 or ED95 shall be defined by the vehicle manufacturer and the same shall be displayed on vehicle by putting a clearly visible sticker.”.
5. In the principal rules, in rule 115E, in sub-rule 4, for the Table 1 and Table 2 the following Tables shall be substituted, namely:- “Table 1 Test requirements for type approval and extension For four wheeled vehicles with Gross Vehicle Weight less than or equal to 3,500 kg Sr.

6. In the principal rules, in rule 115E, in sub-rule 4, in Notes, after item (XI), the following item shall be inserted, namely:- “(xii) “The reference fuel shall be as specified in Annexure IV-J for gasoline; Annexure S for E100 vehicles.”.
7.
