Section 133: Exemptions to be Co11ditio11al

Notwithstanding anything contained in these rules, any relaxation of or exemption from any such rule in respect of premises in any area duly licensed for use for Cinematograph exhibition before the corning into force of these rules in that area shall operate only if such premises have been constructed in accordance with the provisions of the rules under which they were licensed and so long as such premises are not renovated or otherwise substantially altered and upon such renovation or other alteration any such relaxation or exemption shall cease to operate and the rules shall apply to such premises as it applies to other premises. If any question arises where the premises are or ai:e not renovated or substantially altered, it shall be referred to the Licensing Authority and his decision shall be final.
