63. (l) I! shall be the duty of the first V ice-Chancellor to make arrangements for cons111u1ing the Academic Counci l and 01her authorities of the University, other than the Board of Management, wi thin six months after the date of his appointment or such longer period not exceeding one [PART-IV .-·

(2) The first Vice-Chancellor shall-
(a) sub1ect to Lhe provisions of the Act in consultation with the State Government, -
(i) make provisional Statutes necessary for constitutmg the authorities of the University and relating to the procedure at lh..:ir meetings and lhc tr,msaction of their hu~i ness:
(ii) draw up rules that may he necessary for regu lating the method of constitution of authorities.
(b) frame the first Statutes and Regulauons uncler the Act and submit them for cor.firmation of the rcspccuve authoriues when they commence to exercise their functions. Such Statutes and Regulations when confirmed by the respective authority shall be published in the Official Gazelle.
(3) The authori ties constituted under sub-section (l) shal l commence lo exercise their functions on such date or dates as the State Govemmcnt may, by notification in the Official Gaz.ene. direct.
( 4) i\'otwithstanding anything contain<.'tl in this Act and the Statutes and regulauons, until such time an authonty i~ duly constinned. the first Vicc Chanccllor may appoint any officer or constitute any cornmittee temporarily to exercise and perform any of the powers and functions of such authority under this Act, Statutes and R<.:gulations.
64. ( I) At any time after the commencement of this Act until such times as the authorities of the University conuncnce to exercise their functions, the Vice-Chancellor with the previous sanction of the Chancellor may appoint any officer or teacher of University.
(2) Any appointment made under sub-St."Ction (I) shall be for such period not exceeding three years and on such conditions as the appointing authority thinks (i i:
Provided that no such appointment shall be made until financial provision has been made thereof.
