lf U1e registering authority finds that the complaint is not according to the rules or is oth·erwise defective , he may postpone the r_egi~tration of the complaint and infonn the com plainant in Fonn-D to rectify the defects within a specified time and after such .compliance he may direct U1e· _co1nplaint to be registered .
