GusaRAT MINISTER'S SALARIES AND Arvowances Aer, 1960, No. GS/B3/57/MTR/1183/KU,—~In exerciso of the powers conferred by section 14 of the Gujarat Ministers’ Salaries and Allowances Act, 1960 (Gujarat VI of 1960) and in supersession of all rules and orders made in this bebalf, the Government of Gujarat hereby makes the following rules, namely:—

1. Short Title—(1) Theserulesmayhecal]e}lthe Gujarat Ministers’ Travelling Allowances Rules, 1983.

2. Defiflitwns.——(l) In these rules, unless the context otherwise requires—

3. Rates of T'ravelling Allowance—(1) Subject to the provisions of sub-rules (2) to (5), a Minister while touring on public business, shall be entitled to draw travelling allowance at the rate admissible to a Government Officer of the first grade.

(2) For journey by rail, a Minister may, resorve by requisition asingle berth inan air conditioned coach or.a firs class compartment consisting of two berths:

Provided that where he reserves a first class compartment he shall be entitled, without payment, to take with him in the accommodation available in the compartment one relative.

(3) A minister shall be entitled to the actual fare including surcharge, if any, for the compartment which he may reserve in accordance with sub-rule (2).

(4) For journey by air, a Minister may, at his option reserve one berth for himself and for such resorvation ho shall be entisled to draw the fare for the berth.

(5) For joumey by road, a Ministor shall be entitled to the travelling allowance admissible to a first grade officer of Government!

Provided that where a Minister undertakes jowmney:—

(1) by a motor car provided by the State Government he shall be entitled to a mileage—

(a) at the rate of ninety paise per kilometer if such motor car is operated by petrol, and

(b) at the rate of forty five paise per kilo-meter if such motor car is operated by diesel.

{2) by his own motor car or by a hired or private motor ear, he shall be entitled to a mileage at the rato of one rupse and forty paise per kilo-meter:

Provided further that for sending empty car either from Gandhinagar to the place of journey or viceversa under the instruction of a Minister, ‘the mileage allowance shall be admissible at the rate specified in sub-clause (a) or sub-clause (b) of clause (1), or, a8 the case may be clause (2) of the first proviso.

4. Travelling Allowance on assuming or relinquishing an office.—On assuming or relinquishing office & Minister shall, bs entitled to travelling allowanoe for himself and membersof his family and for the trahsport of his and his family’s effects, as aidmissible to a First Grade Officer of the Government for journey of such officer and mambers of his family on transfer.

(a) in respect of the journey to Gandhinagar from his usual place of residence outside Gandhinagar for assuming office, and

(b) in respect of the journey’ from Gandhinagar to his usual place of residence outside Gandhinagar on ceasing to hold his office.

(i) If absence from tho headquarters exceeds 12 hours.

Eaplanation.—Where the period of absence from. the headquarters falls on two calendar days, it shall be y allowance shall be ealoulatod for each day separately and daily allowance reckoned as two days and dail for the days of departure and arrival ab the headquarters shall be determined accordingly.

(3) The rate of dailyallowance for halts at places other than a hotel or a lodge shall be as under:— Rate of daily Place of halt allowance 2 .

A Class Cities.

Ahmedabad, Banglore, Calcutta, Delhi, Greater Bombay, Hyderabad, Kanpur, Madras and Pune. Rs. 48 B-1 Class Cities.

Coimbatore, TIndore, Jaipur, Lucknow, Madurai, Nagpur, Patna and Surat. Rs. 42 All places other than A and B-1 Class Cities.

(4) (a) For haltsata hotelor a lodge or such other establishment, providing boarding and lodging, the daily allowances shall be admissible at th> rates mnsionad in eoluma (2) of thy Table below for oities mentioned against them in column (1) thereof.

(b) Where daily allowanceis claimed at therate mentioned in clause (a), suchclaim shall be supported b vouchers or any other relevant documents evidencing payment for boarding or lodging or for both in a hote lodge or such other establishment to the owner or manager of a hotel, lodge or such other establishmen and a cortificate in that. behalf shall be furnished in the Form appended to these rules.

6. Controlling Authority.—(1) A Minister shall be his own controlling officer for purposes of travellin and daily allowances;

(2) Where a Minister ceases to hold his office, the Chief Secretary to the Government shall be the contro ing officer for the purposes of travelling and daily allowances of the Minister and members of his family ar the transport of his and his family’s effect in respect of the journey from Gandhinagar to his usual pla of residence outside Gandhinagar;

(3) Claims for travelling and daily allowanoes roforred to in sub-rule (2) sha'l by mads within a peric of six months from the date on which the Minister has ceased to hold his office.

7. Tn matters not provided for in these “rules or any orders made under section 14, the provisions the Bombay Civil Services Rules, 1959 as in force in the State of Gujerat shall apply.

2 | Car is operated by Diesel | Rs. 8.00 per KM.

3 | Car is operated by C.N.G. | Rs. 5.00 per KM.

2. By his own motor car or by hired or borrowed motor car, he shall be entitled to mileage:
