The Road Safety Commissioner may, suo-motu or on application made to it by the aggrieved person, call for the records of any case in which an order under section 13, 14, IS or 24 has been passed by any subordinate officer of the Authority and if it appears to the Road Safety Commissioner that the order is improper or illegal, the Road Safety Commissioner may pass such order as he deems fit.

27. Members of Committee, ojJicers and employees to be public servant-All the members and employees of the Authority while acting or purporting to act in pursuance of the provisions of this Ordinance or rules made thereunder, be deemed to be a public servant within the meaning of XL v of 1860. section 21 of the Indian Penal Code.
