(l) In these rules, unless the context otherwise requires.-
(a) 'Act" means the Gujarat Scheduled Castes, Sclieduled Tribes and Other Backward Classes (Regulation of Issuance and Verification ofCaste Certificates) Act,2018 (Guj. 19 of20l8);
(b) 'Appellate Authority" means an officer or ao authority specified by the Govemment, by notification in the Oticial Ga:ette, iss\ed under sub-section (l) of section 5 of the Act to hear and decide appeals against the order of rejection of the application for issuance of Scheduled Tribes Certificate by the Competent Authority;
(c) "Appticant" means a persons who makes an application for obtaining a Scheduled Tribe Certificae or for verifi cation of such Certifi cate;
(d) "Competent Authority" means an officer or an authority authorized by the Government, by notification in the ofiicial ga:ette, to issue Scheduled Tribe Cedificate, for such area and for such purpose as may be specified in the said Notification.
(e) "Form" means a Form appended to these rules;
(fl "Presidcntial Order" meam the Order issued by the President oflndia under article 342 ofthe Constitution of tndia and as amcnded by Partiament from time to time, notirying the list of the Scheduled Tribes in respect ofthe State of Gujarat;

(g) "relative" means a blood relative from patemal side of the applicant;
ih) "scheduled Tribe Certificate" means a' cetificate issued by the Competent Authority i,.,ai"ating'tit'"i-Jt" S"t'"aot"a Ttibe to which the applicant belongs;
(i) "Scrutinv Colnmittee" means the "91'-iTT or comtnittees constituted by the Government tv oot'n"uti'Jn l" ite Oficial Gaze"e' issued under sub-section (l) of section o oi rrr" e.i zu-r"rin"atior, or te caste certificate and to perform the functions of the Scrutiny Committee under the Act;
fi) 'Validity Certificate" means a Certificate issued by the Scheduled Tribe certificate s"'tinv'Lorn'iil"" "uria"ting the Scheduled Tribe certificate issued iY tt.," ComP"t"nt Authority'
(2) Words and expressions used in these rules but not defined shall have the same '-' -"u*rg. ,.tpecrively assigned to them in the Act' Procedure for obtaining Scheduled Tribe Certificate from the Competent Authority'-
(l) A person who claims to belong to any of the Scheduled Tribes and accordingly desires to have a Scheduled rrit""i:nir;^i"-rr,ar ,uttnit his application in Form A to the Competent Authority.
(2) With the applicant's application'-
(a) particulars of the Scheduled Tribe' he claims to belong to;
(b)
(c)
(d) the place from which he originally hails;
whether he had applied tbr grant of Scheduled Tribe Certificate in the State of Gujarat or in anY other State;
whether any Schetluled Tribe Certificate was issued or refused to any of his near ."'f-u,irr. i,-,ifr" State of Gujarat or in any other State;
An affidavit in forn A-l specifying its details shall be i-rled under oath before the authorized officer or courU

(a) (i) extract of the Birth Register in respect of an applicant' his father or elderly ' ielatives from Patemal side;

(iii) Primary School leaving certificate of fe-1,1licant and his father or grandfather or great grand-falher' whichever is applicable;
