The non-official members of the Committee shall be entitled to and paid allowance by the local authority, for attending the meeting of the Committee, at the same rate as is paid to the members of the local authority. In case of non-quorum of meeting, fifty per cent. of the allowance shall be paid to such members who have attended such non quorum meeting.
