Every local authority shall constitute a Appellate Committee consisting of the Mayor, in case of Municipal Corporation or, the President, in case of Municipality as a Chairperson and two other members of the local authority as may be nominated by the general body of the local authority to work as the Appellate Committee to hear the appeal under rule 22 and rule 23.
