A �W� ���������" ��� ������� � � � ���� �������� ���� ����� �� �"@��"� �Q# �� �&(�� ����W!� ��" ��1��(A �1�� �3�,( ��4� ���������( ���� *�� ��4� �����W!�� N��"� ���_�����! _���� ����"� ��O��O���� �� &��� �"�(� ��� �"�������( ���� *��: GURU GHASIDAS VISHWAVIDYALAYA, BILASPUR [A Central University established by the Central Universities Act, 2009 (No.25 of 2009)] NOTIFICATION Bilaspur, the 4th November, 2019 S. No. 309/Academic/2019.—In exercise of the powers conferred by Sub Section (2) of Section 27 of the Central Universities Act, 2009 (25 of 2009), the Executive Council, with the approval of the Hon’ble Visitor, hereby makes the following amendments in Statute 2 (4) and frames new Statutes, [namely, Statutes 40, 48 & 49] as follows : �� Short title and Commnencement :

(1) These Statutes may be called as Guru Ghasidas Vishwavidyalaya (Amendment) Statutes, 2019.

(2) It shall come in force on the date of its publication in the official Gazette. �� In Guru Ghasidas Vishwavidyalaya Statutes, in Statute 2 for Clause (4), the following shall be substituted, namely : “(4) The Vice-Chancellor shall hold office for a term of five years from the date on which he/she enters upon his office, or until he/she attains the age of seventy years, whichever is earlier, and he/she shall be eligible for re-appointment for another term;

Provided that notwithstanding the expiry of the said period of five years, he/she shall continue in office until his/her successor is appointed and enters upon office:

Provided further that the Visitor may direct any Vice-Chancellor after his/her term has expired, to continue in office for such period, not exceeding a total period of one year, as may be specified by him”. �� In Guru Ghasidas Vishwavidyalaya Statutes, after Statute 39, the following Statutes shall be inserted, namely; “40 (1) The University shall have following Schools of Studies- Sl.No. Name of the School of Studies

48. Such other departments as may be established by the Vishwavidyalaya from time to time. ��� Constitution, Powers and Duties of the Academic Planning, Development and Monitoring Board (APDMB) shall be as follows :-

(1). Save as otherwise provided in The Central Universities Act, 2009 and the Statutes, Ordinances, Rules and Regulations made thereunder, the Academic Planning, Developement and Monitoring Board shall advice the Vice-Chancellor or Academic Council and Executive Council on overall academic planning and development of the Viswavidyalaya including establishment and abolition of various Schools, Departments, Centres, Halls, Colleges and Institutions, if any, running or to be run by the Vishwavidyalaya. 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]

(2) The Academic Planning, Developement and Monitoring Board (APDMB) shall consist of the following members, namely��

1. Vice-Chancellor Ex-officio Chairman

2. All Deans of Schools of Studies Ex-officio Members

3. Dean of Students' Welfare Ex-officio Member

4. Director / Co-Ordinator Internal Quality Assessment Cell Ex-officio Member

5. Controller of Examinations, Finance Officer, Librarian, Engineer & Officer Incharge Developement Section Ex-officio Members

6. Two members of the Executive Council nominated by the Vice- Chancellor Members

7. One member of the Finance Committee nominated by the Vice- Chancellor Member

8. One member of the Bulding Committee nominated by the Vice- Chancellor Member

9. One senior Administrative Officer from the Internal Quality Assessment Cell nominated by the Vice-Chancellor Member

10. Six Teachers to be nominated by the Academic Council with at least one teacher from each rank Members

11. One representative, not below the rank of Deputy Secretary, each from the -

(a) Ministry of Human Resource Development, Government of India

(b) University Grants Commission

(c) Department of Higher Education / Science & Technology, State Government of Chhattisgarh Members

12. Three eminent persons from the field of Science & Technology, Education & Indusrty to be nominated by the Executive Council Members

13. Registrar Ex-officio Member Secretary

(3) The term of members (other than ex-officio members) of the Academic Planning, Developement and Monitoring Board shall be three years. Half of the members shall form the quorum for meetings.

(4) The Academic Planning, Developement and Monitoring Board shall have the following powers and ������ � ��� ��

(i) to advice and recommend the Vice-Chancellor / Academic Council and Executive Council on overall academic planning and development of the Vishwavidyalaya including establishment and abolition of various Schools, Departments, Centres, Halls, Colleges and Institutions, if any, running or to be run by the University;

(ii) to prepare and monitor the short term and long term plan of the Vishwavidyalaya;

(iii) to advise and constitute such committees as may be necessary for planning and monitoring of the plans of the Vishwavidyalaya;

(iv) to evaluate, periodically, the progress of the plans of the Vishwavidyalaya;

(v) to initiate proposals for creation of teaching and other academic posts and prescribing the duties of such posts;

(vi) to suggest and advice new academic programmes to be established in the Vishwavidyalaya;

(vii) to suggest and advice on implementation of various schemes of Government of India/University Grants Commission as instructed from time to time; ¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 9

(viii) to evaluate, monitor and advice, from time to time, on the working of the Vishwavidyalaya Teaching Departments and Schools of Studies;

(ix) to perform such other functions and duties as may be assigned by the Vice- Chancellor/Academic Council/Executive Council from time to time. ��� Appointment of Dean of Students' Welfare as an Officer of the Vishwavidyalaya, shall be as follows:-

(1) Dean of Students’ Welfare (DSW) shall be full-time salaried officer of the Vishwavidyalaya in the pay and rank of the Professor and shall be appointed by the Executive Council on the recommendation of the Vice-Chancellor. If full time DSW is not appointed and the incumbent Professor is assigned to discharge the duties of DSW in addition to his/her duties as teacher, in such case, the Executive Council may sanction a suitable allowance to be paid to him/her;

(2) Provided that the Executive Council may, appoint on the recommendation of the Vice- Chancellor, a teacher, not below the rank of an Associate Professor, to discharge the duties of the Dean of Students’ Welfare (DSW), in addition to his/her duties as teacher, and in such case, the Executive Council may sanction a suitable allowance to be paid to him/her;

(3) The Dean of Students’ Welfare (DSW) shall hold office for a term of three years and shall be eligible for re-appointment;

(4) If a teacher of the Vishwavidyalaya is appointed as a Dean of Students’ Welfare (DSW) on full time basis, he/she shall continue to hold his/her lien on his/her substantive post and shall be eligible to all the benefits that would have otherwise accrued to him/her, but for his/her appointment as the Dean of Students’ Welfare;

(5) When the office of a Dean of Students’ Welfare is vacant or when the Dean of Students’ Welfare is by reason of illness or absence or any other cause, unable to perform the duties of his/her office, the duties of the office of the Dean of Students’ Welfare (DSW) shall be performed by such person as the Vice-Chancellor may appoint for the purpose;
