The award of Ph.D. degree is in recognition of high academic achievements, independent research and application of knowledge to the solution of technical and scientific problems in Information Technology and Management; creative and productive inquiry is the basic concept underlying the research work.

The academic programme leading to the Ph.D. degree is broad – based and involves a minimum course credit requirement and a research thesis. The institute also encourages interdisciplinary areas through a system of Cosupervision and provides excellent opportunities for such programs. The institute undertakes sponsored research and development projects from industrial and other organizations in the public as well as private sector.

The degree of Doctor of Philosophy shall be abbreviated as Ph.D. The degree of Doctor of Philosophy is granted for research work in areas recognized by the academic Department / Centre of the institute subject to the conditions and regulations contained hereinafter.

The research work shall be an original work characterized either by the discovery of facts, or by a fresh approach towards the interpretation and application of facts, or development of equipment making a distinct advancement in instrument technology. It shall evince the candidate’s capacity for critical examination and sound judgment and shall represent original contribution to the existing knowledge.

¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 31 The degree of Doctor of Philosophy (Ph.D.) of the Atal Bihari Vajpayee - Indian Institute of Information Technology & Management Gwalior shall be conferred on a candidate who fulfils all the requirements specified in these Ordinances and Regulations.

ORDINANCES FOR THE DEGREE OF DOCTOR OF PHILOSOPHY

1. Definitions

(i) “DRC” shall mean Research Committee of the Department / Centre, which shall consist of senior faculty members of the Department / Centre.

(ii) “Applicant” shall mean an individual who applies for admission to thePh.D. programme of the Atal Bihari Vajpayee - Indian Institute of Information Technology & Management Gwalior on a prescribed Application Form.

(iii) “Candidate” shall mean a person registered for the Ph.D. Degree andwho has successfully completed the course requirement, the comprehensive examination and has submitted an approved research plan as per R.9 of the Regulations.

(iv) “Caretaker Supervisor” shall mean a member of the academic staff appointed to look after the candidate’s research interests in the absence of the Supervisor and after the submission of the thesis.

(v) “Co-supervisor” shall mean an additional supervisor approved by the PG Board on the recommendation of Department / Centre to help in the accomplishment of the research work of the student/candidate, as per R.6 of the Regulations.

(vi) “Course Advisor” shall mean a faculty member nominated by the Department / Centre to chalk-out the programme of study of a student registered for the Ph.D. and to advise him/her on the courses to be taken by him/her. If a supervisor (s) has already been appointed, he/she shall be the Courses Advisor for that student.

(vii) “Course work” shall mean courses of study prescribed in the Department / Centre through the course Advisor to be undertaken by a student registered for the Ph.D. Degree.

(viii) “Dean (Research)” shall mean the Dean, Research of the Institute.

(ix)

(ix) “Degree” shall mean the Degree of Doctor of Philosophy (Ph.D.) ofthe Atal Bihari Vajpayee - Indian Institute of Information Technology and Management, Gwalior.

(x) “Educational Institution” shall mean those colleges which offerBachelor’s Degree or higher.

(xi) “Full-time Research Student/Candidate” shall mean a person registered for the Ph.D. Degree devoting full time for completing the degree requirements.

(xii) “Institute” shall mean the Atal Bihari Vajpayee - Indian Institute of Information Technology and Management, Gwalior.

(xiii) “Institute Research Board” shall mean the Institute Research Board of the Atal Bihari Vajpyee - Indian Institute of Information Technology and Management, Gwalior.

(xiv) “Institute Research Student/Candidate” shall mean a person registered for the Institute Ph.D. Degree.

(xv) “Minimum Registration Period” shall mean the minimum period for which a candidate must be registered, including the time spent as student before becoming a candidate, prior to submission of the thesis.

(xvi) “ODC” shall mean Oral Defense Committee.

(xvii) “Part time Research Student/Candidate” a person who is registered for the Ph.D. degree and will devote part of his/her time towards this pursuit.

(xviii) “Registration Period” shall mean the length of time span commencing with the date of initial registration at the institute on full-time basis.

(xix) “Residency” shall mean the minimum period for which a student /candidate must attend the institute on full-time basis.

(xx) “SRC” shall mean Student Research Committee.

(xxi)

(xxii) “Sponsored Research Student/Candidate” shall mean a full time research student/candidate except that he/she receives complete financial support from the sponsoring organization/his (her) employer.

(xxiii)

(xxii) “Student” shall mean a person registered for the Ph.D. degree prior to becoming a candidate.

(xxiii) “Supervisor” shall mean a member of the academic staff of the In statute approved by DRC to supervise the research /academic work of the student/candidate.

2. The minimum entry qualification for admission to the Ph.D. programme shall be :

A Master’s degree in Engineering/ Technology/ MBA (with engineering background) / Applied Sciences (Physics, Mathematics, Electronics, Industrial Mathematics) or any other equivalent qualification recognized by the Institute, with a minimum of 65% marks or CGPA of 7.00 on a 10 point scale in qualifying degree. Rank holders in an engineering degree examination conducted by a university or degree awarding institutions with an aptitude for research may also be considered. Such students must have high ranking valid score in GATE/NET/ National Level fellowship examinations such as CAT / JMET or equivalent national level examination.

3. A candidate registered for the Ph.D. programme shall be required to satisfy a minimum Registration period requirement, as laid down in the Regulations (R.5).

4. A student/candidate shall be required to earn prescribed minimum credits through courses and carry out his research work at the Institute, under the guidance of approved supervisor(s). In special circumstances, a fulltime student/candidate may be permitted by the Institute Research Board (IRB) on the recommendations of DRC to carry out his research outside the Institute.

5. A candidate will be required to complete all the requirements for the award of the degree within a period specified in the regulations.

6. The date of initial registration shall normally be the date on which the student formally registers for the first time in the beginning of a Semester for the Ph.D. programme, which shall also be the date of his joining the programme for all the intents and purposes.

7. For a student to become a candidate for the degree, he shall have to satisfy the requirements as laid down in the Regulations and be accepted by the SRC.

8. However, for the purpose of minimum residential requirement in the case of change of status from full-time to part time, the time spent as full time will be taken into account.

9. If a student/candidate withdraws from Ph.D. programme or his registration is terminated, his student/candidate status ceases. If such a candidate is re-admitted, he may be given weightage of the credits acquired during the previous registration on the recommendation of DRC except in the case of termination on disciplinary grounds.

10. The award of the Ph.D. Degree to an eligible candidate shall be made in accordance with the Regulations of the Institute.

REGULATIONS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY The following Regulations shall apply to all categories of students/candidates pursuing courses of study and research leading to the Ph.D. degree:

R. 1 CLASSIFICATIONS

1. Students enrolled to the Ph.D. program shall be categorized under any one of the following categories which will be decided and recommended by SRC/DRC.

(I) Full-time Research Student/Candidate:

(a) Institute Research Student/Candidate Institute Research Student / Candidate getting institutional Fellowship.

(b) Govt. / Semi Govt. Fellowship Awardee (QIP, CSIR, DST, etc.)

These research scholars receive their fellowship and contingency grants from supporting organizations such as Council for Scientific and Industrial Research (CSIR), University Grants Commission (UGC), Quality Improvement Program (QIP), DRDO; AICTE and other similar organizations.

(c) Sponsored Students/Candidates

(i) An employee of a Public Sector Undertaking, a Government Department / Centre, Defence organization, a Research & Development Organization, or a private industry (approved by the concerned faculty/Institute Research Board) or an Educational Institution, sponsored by his/her employee with their normal salary and allowances and are relieved for the period of not less than three years for pursuing Ph.D. programme. In case, the sponsorship is withdrawn, the candidate can continue his Ph.D., provided he/she has passed the comprehensive examination. Such candidate should have working experience of at least two years in the relevant field.

(ii)

(ii) Sponsored from Industries under bilateral agreement Employees of industry / organization which has bilateral agreement with the institute.

(d) Self-financed (Indian/Foreign)/Study Leave/College Teacher - Indian: This category refers to persons with experience and with good track record to join the doctoral programme.

- Foreign: These students are admitted through Embassy of there spective Govt. after getting approval from the Ministry of External Affairs and no objection certificate from the Ministry of Human Resources Development, Department / Centre of Education, Govt. of India or admitted under an MOU with ABV-IIITM,Gwalior.

- Casual: External candidate who wishes to avail researchfacilities at ABV-IIITM, Gwalior, will register as casual student for a period not exceeding six months.

(a) Institute Faculty/Staff This category refers to persons who are permanent employees of the institute.

(b) Project Staff This category refers to persons who are working on various Projects undertaken by the institute where Ph.D. registration is not a requirement but are admitted to Ph.D. programme.

(c) External Candidates (Sponsored) This category refers to the persons who are working in other organizations recognized by ABV- IIITM, Gwalior for research purposes.

R.2 ADMISSION ELIGIBILITY

1. An applicant possessing the following qualifications in appropriate areas shall be eligible to apply for admission for Ph.D. programme of the institute.(detailsAnnexure -1)

(a) A Master’s degree in Engineering/ Technology/ MBA (with engineering background) / Applied Sciences (Physics, Mathematics, Electronics, Industrial Mathematics) or any other equivalent qualification recognized by the Institute, with a minimum of 65% marks or CGPA of 7.00 on a 10 point scale in qualifying degree.

Rank holders in an engineering degree examination conducted by a university or degree awarding institutions with an aptitude for research may also be considered. Such students must have high ranking valid score in GATE / NET/ National Level fellowship examinations such as CAT / JMET or equivalent national level examination.

OR

(b) For working professionals in industry and teachers in Technical Institutions, there is a provision for part-time registration. Such candidate must have a minimum of three (3) years experience in relevant area along with the qualifications mentioned in (a) above. However, the minimum PG qualification would be relaxed to UG qualification (only for B.E/B.Tech background) for persons working with the industry, but such candidates should have a minimum of five (5) years relevant experience.

2. Admission of Faculty/Staff of the Institute

(a) A faculty member or non-teaching staff of the institute who satisfies eligibility qualifications may be considered for admission to the Ph.D. programme as a part time student provided he/she has been given administrative clearance by the Director of the institute. Those with B.Tech/B.E. qualification and with three years of relevant working experience must have high ranking valid score in GATE / NET/ CAT / JMET or equivalent examination.

(b) Permanent academic staff of the institute may be given administrative clearance to seek registration on parttime basis after satisfactory completion of the period of probation subject to the recommendation of the concerned Head of the Department / Centre and approved by the Director.

(c)

3. Eligibility for Part-time Ph.D.

(a) The applicant should possess the minimum entry qualifications for the degree as given in R.2 above;

(b) The applicant should prove that his official duties permit him to devote sufficient time for research;

(c) Facilities for pursuing research are available at the applicant’s place of work recognized for the chosen field of research; and ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 35

(d) He/she will be required to reside at the Institute for a period of not less than six (6) months during his/her registration for the degree.

(e) The facility of part time registration will be available only to those candidates who are working in organization having R&D Sections and public sector undertakings recognized by ABV-IIITM, Gwalior and/or having MoU with ABV-IIITM Gwalior. The applicants must have been in continuous service with the sponsoring organization for at least two years (2) at the time of submitting the application form for admission. If the course credit requirement recommended by a SRC is more than twelve (12), then the residency requirement for part time Ph.D.

students will be twelve (12) months.

R.3 RESERVATION/RELAXATION 1 Reservation / Relaxation for SC / ST / PH and OBC shall be as per the norms of MHRD.

2 The SC/ST/ PH applicants may be allowed 5% relaxation in marks or equivalent relaxation in CGPA.

Physically handicapped applicants will not be allowed any other relaxation beyond this limit even if they belong to SC/ST category, etc.

3 R.4 SELECTION PROCEDURE The DRC of the concerned department may set the short listing criteria, if considered necessary, higher than the minimum eligibility defined above, and will conduct test / interview for admission to Ph.D Programme with the approval from Director (Chairman, IRB).

R.5 REGISTRATION

1. Every student/candidate will be required to register every semester till the submission of the thesis. The registration shall be subject to the completion of specified number of credits / courses and/or satisfactory progress in his research work as recommended by SRC.

2. A candidate who has a BE / B.Tech. degree shall be required to be registered for the degree for a period of not less than three years / thirty six (36) months from the date of his initial registration ; in exceptional cases, the minimum period of registration may be reduced to two calendar years / twenty four (24) months with the approval of the Senate. For a candidate who has an M.Tech. degree or its equivalent the minimum period of registration shall be not less than two years / twenty four (24) months.

3. The candidates of all categories shall normally submit their thesis within a period of five years from the date of their initial registration for the Ph.D. programme. However, as a special case, this limit may be extended to a maximum of seven years on the recommendation by SRC and approval by Director, after which the registration shall stand cancelled automatically.

R.6 THESIS SUPERVISOR(s)

1. Every admitted student shall be assigned a Research Supervisor(s) by the Department / Centre as per preference of the student, subject to the approval of Director. For this purpose, a formality will be completed and processed during first semester of the student’s joining (See Annexure2).

2. A Supervisor(s) can be any full-time faculty member of the Institute with a Ph.D. degree.

3. On the recommendations of the SRC and Dean (Research), Director, may appoint more than one supervisor(s) not exceeding a total of three to supervise the student/candidate. These may be from inside or outside the Institute and normally, there should not be more than two supervisors from within the Institute. Appointment of any other supervisor(s) would not be made normally after the lapse of eighteen (18) calendar months from the date of initial registration of the student/candidate. However, if appointed, he will be designated as cosupervisor.

4. NUMBER OF SCHOLARS UNDER A FACULTY The maximum of scholars supervised by a faculty member at any time shall not be more than Eight (8) jointly or Five

(5) singly or a combination of both, the aggregate not exceeding eight (including internal/outside scholars) as per table given below:

5. Appointment of Supervisors and caretaker Supervisor for Ph.D. students A faculty member appointed as a Ph.D. supervisor is normally expected to be available to a research student/candidate in the Institute till the thesis is submitted. However, under unavoidable circumstances, such as: long leave of more than twelve (12) months; resignation; retirement; or death; a supervisor may not be available to the student/scholar. In such special cases, appointment of supervisor(s) will be regulated and recommended by SRC.

R.7 COURSE CREDIT /CGPA REQUIREMENTS

1. Each student will be required to take some courses of credit requirements(Table- 1) as prescribed by the supervisor and approved by the SRC. Students earn credits for a course only if he/she obtains a minimum of ‘C’ Grade in each course and minimum CGPA requirements as 7.0 for successfully completing the course work.

2. SRC may recommend additional course(s) as Audit course(s), if required, in a particular case. Student earns credit for Audit course(s) if he/she obtains a minimum of Pass Grade for successfully completing the course.

3. The pre-Ph.D. courses including Audit courses are to be completed successfully in three/four semesters (counted from the date of registration) by full time/ part time students respectively.

R.8 COURSES & CREDITS The courses offered for the Ph.D. programs may be Lecture courses Laboratory courses, Design courses, Mini Projects and Seminars.

Seminars shall satisfy the following conditions:

a. Each seminar shall carry two credits.

b. Seminar shall be treated as a course for the purpose of registration and evaluation.

¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 37 c. Seminar Coordinators shall be appointed by the SRC. They shall arrange the seminars and forward the grades awarded by the panel of examiners to the Examination Cell by the end of the semester.

d. A student shall not take more than two seminars during the entire Ph.D. program.

R.9 COMPREHENSIVE EXAMINATION

1. Soon after successfully completing the pre-Ph.D. course requirements, each student will be required to take a comprehensive examination and qualify it. It will test students’ comprehension of his broad field of research and his academic preparation and potential to carry out the proposed research plan. Comprehensive examination within the stipulated time frame of Eighteen (18) months / Twenty Four (24) months for full time/part time Ph.D. scholars respectively, shall invariably be conducted by the concerned Department / Centre. The comprehensive examination should be a combination of written and oral examination and should be separately conducted before the evaluation of the research proposal. The examination will be conducted by a committee called Student’s Research Committee (SRC), which will be constituted as follows: a. Chairman, DRC or his nominee: Chairman b. One expert in the field from the Department / Centre.

c. One expert, preferably in the concerned area, from outside the Department / Centre / Institute to which the students belongs.

d. Supervisor(s):

Member Experts at (b) and (c) above will be recommended by the Head of the Department and will be approved by the Director.

2. The Student’s Research Committee (SRC) on the basis of the performance ofthe student in the examination will make one of the following recommendations:

a. (i) Passed

(ii) To re-appear in the examination after the defined period of the time specified by the SRC and after taking additional courses, if any.

(iii) Failed.

b. Research plan

(i) Approved

(ii) Not approved

3. A student will be provided the maximum of two attempts to pass the comprehensive examination.

1. The student shall make a request for the candidacy for the Ph.D. degree through SRC, after having passed the comprehensive examination. She/He shall be evaluated for candidacy for Ph.D. degree program.

2. A student shall be formally registered as a candidate for the Ph. D. degree after he/she complied with the following:

a. has completed his course work;

b. has passed the comprehensive examination; and c. has submitted a research plan duly recommended and approved by SRC.

R.11 PERFORMANCE MONITORING

1. The academic/research progress of each student/candidate will be monitored by DRC. For this purpose, each candidate will be asked to submit a progress report at the end of each semester to Chairman-DRC through supervisor(s).

2 The Chairman-DRC in the Department / Centre will be coordinating collection of progress report written and signed by the student/candidate and forwarded by the supervisor(s) every semester.

3. The Supervisor(s) and SRC will evaluate the progress report of the student.

4. ‘S’ grade is to be awarded during that semester if the progress is ‘Satisfactory’.

5. If the progress is ‘Unsatisfactory’, ‘U’ grade is to be awarded and appropriate action taken. For the first appearance of ‘U’ grade, a warning would be issued to the candidate. Subsequently, the fellowship / assistantship ( in case of regular scholar ) of the candidate would be withheld.

6. If there are two consecutive ‘U’s, the registration in Ph.D Programme will stand terminated.

7. Submission of Progress Report:

Submission of progress report should continue till the submission of thesis.

8. Terms of the research work:

The terms of research will be as follows:

1 st Term: July to December;

II Term: January to June

9. The academic calendar will include the following dates for the submission of the progress report. Such as:

I Semester 1st November (Issue of blank progress forms by the PG section to respective Department / Centre).15th December (Submission of progress reports by the students to the Department / Centre).

II Semester 1st May (Issue of blank progress forms by the PG section to respective Department / Centre). 15 th June (Submission of progress reports by the students to the Department / Centre).

R.12 SEMINAR AND SYNOPSIS 1 Seminar a) SRC shall assess work through the pre-synopsis seminar. The student can submit the synopsis only if the SRC is satisfied about the quality of the work for submission as a Ph.D thesis.

b) Details of the pre-synopsis seminar shall be adequately notified so as to enable interested staff members and students to attend it.

2. Synopsis a) The synopsis should be submitted normally within two (2) months after the presentation of pre-synopsis seminar. In case the synopsis is not submitted in the specified period, the student may be asked to present another pre-synopsis seminar.

b) On completion of the research work the candidate shall submit to SRC through supervisor(s), Eight (8) copies of the synopsis. The SRC will forward the synopsis with its recommendations to the Dean (Research) for approval by the Director.

c) The candidate shall be required to submit fresh synopsis if he fails to submit his thesis within Nine (9) months of submission of earlier synopsis.

However, in case a candidate fails to submit his thesis within the stipulated time and has suitable justification for the same, the Director, may on recommendations made by the SRC and Dean (Research), and on individual merits of each case grant him extension in time by not more than two months, i.e. the candidate may be allowed to submit his thesis within a period normally not exceeding eleven (11) months from the date of submission of synopsis.

R.13 PANEL OF EXAMINERS A panel of at least ten (10) experts in the area of the Ph.D. thesis would be suggested by Supervisor(s) and recommended by the SRC while forwarding the title and synopsis of the thesis. The panel so recommended would include at least 50% of the examiners from outside India. At least three examiner’s from the panel of Indian and at least three from the panel of Foreign examiner’s will be approved by the Director in the order of preference.

R.14 BOARD OF EXAMINERS On receipt of the title and synopsis of the thesis and panel of examiners recommended by SRC, the Dean (Research) will forward the recommended board of examiners by SRC for each candidate to the Director for approval. The board will consist of internal examiners, normally the supervisor(s), and at least two external examiners: at least one from within India and at least one from abroad, who shall be expert in the subject of the thesis. These external examiners shall be chosen normally from panel of examiners recommended by the SRC as aforesaid. A person working in the same Laboratory(ies) / Institution(s) where research candidate is employed can not, however, be appointed as External Examiner for evaluating the thesis of that Research Candidate. Further no person can be appointed as external examiner from Laboratory/Institution to which the Co-Supervisor(s) of the Research Candidate belongs.

R.15 THESIS SUBMISSION The thesis should bear the evidence of the candidate’s capacity for analysis and judgment as well as his ability to carry out independent investigation, design or development. No part of the thesis or supplementary published work shall have been submitted for the award of any other degree or diploma.

1. The thesis shall be written in English in the specific format and shall contain critical account of the candidate’s research. It should be characterized by discovery of facts or fresh approach towards interpretation of facts and theories or significant contribution to knowledge or development or a combination of these. It should bear evidence of the candidate’s capacity for analysis and judgment as well as his ability to carry out independent investigation, design or development.

2. A candidate may submit his thesis within the time period as stipulated in R.5.2, R

5.3 provided that:

a) he has completed the minimum period of registration as provided in R.5.3.

b) he has become a candidate for the award of Ph.D degree as provided in R.9.2; and c) he has submitted the title and synopsis of the thesis at least two month prior to the submission of the thesis.

3. The Ph.D thesis must contain the following copyright certificate in the beginning of the thesis on a separate page on the left side:

4. The thesis cover page should be as per the format given in Annexure -3, The Candidate’s Declaration should be as per the format given in Annexure-4.

5. The candidate for the degree shall submit three copies of thesis with a soft cover. In case of co-supervision four/five copies of thesis shall be submitted by the candidate.

R.16 THESIS EVALUATION

1. Each examiner will be requested to submit to the Dean (Research) a detailed assessment report and his recommendations on the prescribed proforma with in twelve weeks of the date of receiving the thesis.

2. In the event of the report not being received from an examiner with in a period of three months, the Dean (Research) may appoint from the panel of examiner’s already approved by the Director in order of preference, another examiner in his place for evaluating the thesis with due approval from the Director.

3. a) Examiners will examine the thesis individually with a view to judge that the thesis is a piece of research work characterized by;

(i) The discovery of facts, or

(ii) A fresh approach towards interpretation and application of facts or theories, or

(iii) A distinct advancement in instrument technology.

b) The examiner will be required to give his opinion about candidate’s capacity for critical examination and sound judgment. The internal examiners shall be submitting one report. All examiners will submit the reports on the prescribed form clearly stating that;

(i) The thesis is recommended for the award of Ph.D, or

(ii) The thesis is recommended for the award of Ph.D Degree subject to the candidate giving satisfactory answers to queries specifically mentioned in the report at the time of viva-voce examination, or

(iii) The candidate will be allowed to resubmit the thesis in the revised form, or

(iv) The thesis is rejected.

c) (i) If all the three examiners recommend acceptance of the thesis, their recommendations shall be accepted.

(ii) If two of the three examiners recommend rejection, their decision would be accepted. The candidate may, however, be allowed to resubmit the thesis normally after one year.

Normal process will be followed for the evaluation of the thesis.

(iii) If one of the examiners recommends rejection, the candidate’s replies to the comments made by the examiners shall be sent to the examiners and his clear verdict sought. The examiner may than recommend acceptance, rejection or revision of the thesis.

In case the thesis is accepted, sub-clause c(i) above will be applicable. In case of recommendation for revision, sub-clause (iv) below will apply. However, if the examiner still recommends rejection, a fourth examiner would be appointed from the panel of the examiners and approved by the Director. In such cases sub-clause (v) will apply.

(iv) In case one examiner recommends revision of the thesis, the thesis would be revised normally with in one year, if the candidate so desires. The revised version of the thesis would be sent to all the examiners for their recommendations.

If the candidate does not agree for revision he may ask for appointment of the fourth examiner under sub-clause (v) below:

(v) The new examiner if appointed, shall be Indian or Foreign depending on whether the thesis was rejected by an Indian or a foreign examiner in the first instance. The reports of all the examiners will be sent to him/her without revealing the identity of the examiner, along with the response of the candidate, if any, to these. The thesis shall be deemed to be acceptable if three out of four examiners recommend acceptance. If the fourth examiner recommends revision, the thesis would be suitably revised and resubmitted normally after three (3) months and sent for examination to all the examiners accept to the one in whose place the fourth examiner was appointed.

In case the fourth examiner recommends rejection or his recommendations for revision is not accepted by the candidate, the thesis would be rejected.

(vi) If two of three examiners recommend revision of the thesis the candidate may revise the thesis accordingly and resubmit it normally with in a period of one year for the evaluation by the same set of examiners.

(vii) The correspondence regarding (c), (d) and (e) above will be done by the Dean (Research).

(viii) If one examiner recommends rejection and other examiner recommends revision of the thesis, the candidates may revise the thesis and resubmit it normally within a period of one year, for evaluation by the same set of examiners.

d) Any doubt arising out of following the procedure laid down in R.16.3(c) above shall be referred to the Director for a decision.

e) In case of ambiguous recommendations by the examiner, Dean (Research) will approach the examiner for a clear recommendation. In case clear recommendation is not forthcoming, the matter may be referred to the Director for his decision.

f) R.17 RE-SUBMISSION

1. In case of resubmission of thesis, the student will have to submit the semester fees till he resubmits the thesis.

2. The revised thesis may be submitted after nine months and normally within two years from the date of such intimation.

3. No candidate shall be allowed to resubmit the same thesis more than once.

R.18 VIVA-VOCE EXAMINATION

1. If the thesis is recommended for the award of degree, the candidate shall be required to defend his work/thesis orally (viva-voce examination) before a duly constituted committee hereinafter referred to as the Oral Defense Committee (ODC)

2. The ODC shall consist Supervisor(s) (internal examiners), and at least one Indian external examiner, and SRC. The internal examiner shall arrange the viva-voce examination of candidate.

3. a) In case of non availability of the Indian External Examiner in conducting the viva-voce examination, the Director may appoint another examiner to conduct the via-voce examination from the existing panel.

If need be, the SRC may suggest a fresh panel of examiners.

b) The viva-voce examiners shall be provided with the comments made by the examiners before the vivavoce examination.

42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] c) If there is a difference of opinion among the viva-voce examiners, the recommendations of the vivavoce Board will be put up to the Director for a decision who may either direct that a fresh viva be held or recommend acceptance or otherwise to the Senate.

d) Internal Examiner(s) shall arrange for the viva-voce examination of the candidate as early as possible and normally with in two months from the date of communication to the Internal Examiner for holding the viva-voce examination.

e) In case of the inability of the internal examiner(s) to have the viva-voce examination conducted due to any reason whatsoever, the Director may appoint another Internal Examiner(s) from amongst faculty of the Department / Centre concerned who belongs to the particular field in consultation with Dean (Research), and Head of the Department / Centre concerned to conduct the viva-voce examination. In such cases also, the Ph.D work will be deemed to have been carried out under the guidance of the supervisor(s) only.

f) Any other matter not explicitly provided herein or of an exceptional nature may be referred to the Director for his decision.

g) R.19 AWARD OF Ph.D. DEGREE

1. On the completion of all stages of the examination, the Oral Defense Committee shall recommend to the Dean(Research), one of the following courses of action:

a) That the degree be awarded;

b) That the candidate be re-examined at a later specified time in a specified manner;

c) That the degree shall not be awarded. The thesis will be rejected on the conclusion that the thesis is not genuinely the work of candidate.

In case of (a) and (b), the Oral Defense Committee shall also provide to the candidate a list of all correction and modifications in the thesis evaluation.

The second viva-voce examination may be held normally after a period of three (3) months.

2. The degree shall be awarded by the Senate, provided that:

a) The Oral Defense Committee so recommends;

b) The candidate produces a ‘No dues Certificate’ in prescribed form.

c) The candidate has submitted two hard cover copies of the thesis; one for the Department / Centre’s Library and one for Central Library.

The thesis should incorporate all necessary corrections / modifications.

R.20 LEAVE AND ATTENDANCE A student /candidate will be entitled to avail leave as per leave Rules/Attendance Rules formulated and amended from time to time by the Institute. Presently these are as under:

1. During Course work:

A full-time Ph.D. student, during his/her stay at the institution will be entitled to leave for thirty (30) days including leave on medical grounds, per academic year. He/she will not be entitled to mid semester breaks, summer and winter vacation at the end of the first semester.

Leave beyond thirty (30) days in an academic year may be granted to Research scholar in exceptional case, by Head of the Department / Centre concerned, subject to the following conditions:

a) The leave beyond thirty (30) days will be without Assistantship / Scholarship / Fellowship; and ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 43 b) Such an extension of leave up to additional thirty (30) days will be granted only once during the programme of the scholar.

c) The leave may be subjected to the approval of the Head of the Department / Centre / Programme Coordinator concerned on the recommendation of the Supervisor; and a proper leave account of each student/candidate shall be maintained by the Department / Centre/ Programme Coordinator concerned.

d)

2. After completing the course work:

A full-time Ph.D student/candidate during his/her stay at the Institute, will be entitled to leave for thirty (30) days per academic year. He/she will not be entitled to mid-semester breaks, summer and winter vacations. In addition, a Ph.D student/candidate who has completed his/her course work may be granted leave on medical ground up to ten (10) days per academic year.

The women research student/candidate will be eligible for Maternity Leave with fellowship for a period not exceeding One hundred thirty five (135) days once during the tenure of the award.

ATTENDANCE A Ph.D. student irrespective of source of research assistantship including self financing student not drawing any fellowship and sponsored student, while pursuing course work, must have at least 75% attendance in each course in which he/she is registered. In case his/her attendance falls below 75% in any course during a month he/she will not be paid fellowship for that month. Further, if his/her attendance again falls short of 75% in any course in any subsequent month in that semester his/her studentship and fellowship will be terminated. A student falling short of 75% attendance in a course shall not be permitted to appear in the examination of that course.

A research student/candidate after having completed the course work must attend to his/her research work on all the working days and mark attendance except when he/she on duty/sanctioned leave. The requirement of 75% attendance will apply as above on daily attendance except in the cases where longer leave have been duly sanctioned with in the leave entitlement of the student.

For the above purpose, if 75% works out to be a number which is not whole number, the immediate lower whole number will be treated as the required 75% attendance.

R.21 WITHDRAWAL FROM SEMESTER/COURSES

1. A student/candidate may be permitted to withdraw upon the approval of Director from all the courses registered by him or the entire semester, on medical grounds supported by a medical certificate from the Institute Medical Officer.

The medical certificate issued by a registered Medical Practitioner will also be accepted in those cases where the student/candidate has valid reasons for his absence from the institute.

2. Under no circumstances will a request for withdrawal be entertained after the major tests have begun.

Student/Candidate should present the medical certificate in support of his absence on health reasons within two days of his rejoining the institute, if not produced already. Withdrawal will not be granted retrospectively.

3. The period of authorized absence in the semester should not be less than eight weeks of contact period for Semester withdrawal to be granted. Regularity in attending the classes and satisfactory performance in the mid-term examinations, if any, held prior to the date of application for withdrawal are the factors which would be taken into account while recommending/granting withdrawal.

4. Any semester withdrawal will count towards the maximum limit of seven years as stipulated above.

R.22 CANCELLATION OF REGISTRATION Registration of a student/candidate shall be cancelled in any one of the following eventualities, after due approval of Director.

a. If he absents himself for a continuous period of four weeks without prior intimation/sanction of leave.

44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] b. If he resigns from the Ph.D Programme and the resignation is duly recommended by the Supervisor.

c. If he fails to renew his registration in any semester subject to the provision contained in these Ordinances & Regulations.

d. If his academic progress is found unsatisfactory.

e. If all the prescribed Pre-Ph.D Courses including Audit course(s) are not successfully completed within the stipulated time frame of three/four semesters for full time/ part time Ph.D scholar respectively from initial registration.

f. If he does not clear the comprehensive examination as stipulated.

g. If he is found involved in an act of misconduct and/or indiscipline and termination has been recommended by a competent authority.

h.

R.23 SUPERVISION OF Ph.D STUDENTS OF OTHER INSTITUTES UNIVERSITIES An ABV-IIITM Gwalior faculty may supervise & guide Ph.D students of other institutes/universities subject to the following conditions:

a. The host Institute/University is recognized by MHRD-UGC/AICTE.

b. The total number of such externally enrolled Ph.D students under any faculty of ABV-IIITM Gwalior, should not be more than two (2) at any point of time. This number is to be included in the maximum number of Ph.D students that a faculty of ABV-IIITM, Gwalior may supervise as per R 6.4.

c. Due to extension of this facility to the host institute, the work of the ABV-IIITM Gwalior should not suffer.

d. If the concerned faculty of ABV-IIITM Gwalior, as co-guide is required to visit the Institute/Outside, he/she shall seek specific approval for the visit on Casual Leave/leave as due, by the competent authority and shall not be on duty for the visit. Further, all expenses, facilities etc. in this regard shall be borne by the host Institution.

e. If the external candidate wishes to avail the facilities at ABV-IIITM, Gwalior, he/she shall register as casual student for a period not exceeding six months as per rules and regulations.

The host Institute/University as per regulations appoints a foreigner as one of the examiners for Ph.D thesis or else it is recognized by ABV-IIITM Gwalior, for this purpose. Wherever, the foreign examiner is not appointed, the Director is authorized to take such a decision.

R.24 GENERAL

1. Notwithstanding anything contained in these Ordinances & Regulations, all categories of the students/candidates shall be governed by the rules and procedures framed by the Senate in this behalf, and in force from time to time.

2. Unfair means and Plagiarism:

a. In cases a student is found adopting or suspected of adopting unfair means before, during and after the examination or lifting of some other’s works(s) and inserting it in his/her project, seminar and dissertation etc. without proper acknowledge, credit and reference or plagiarizing the dissertation/project report etc. such penal action shall be taken by the Institute as may be necessary to up hold the sanctity and integrity of the examination system and the creditability of the Institute.

b. All such cases may be taken suo-moto cognizance of by the Institute Research Board (IRB) appointed by the Senate for this purpose. Such cases may also be reported by examiners/invigilators to Dean (Research) and or the IRB for consideration. After giving an opportunity to the concerned student(s) to explain the conduct/defend the charge, the Chairman, Senate on the recommendation of IRB shall take action including imposition of appropriate penalty including award of ‘F’ Grade in the concerned course(s) on the concerned student(s).

¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 45 R.25 INTERPRETATION

1. Any doubt or dispute about the interpretation of these Ordinances and Regulations shall be referred to the Chairman, Senate whose decisions shall be final.

2. Eligibility for admission to Ph.D in different disciplines is summarized in Annexure-1. This may be reviewed from time to time by the concerning Department / Centre and approved by the Senate.

3. Any other matter not covered in the Ordinances & Regulations shall be referred to Chairman, IRB.

Note:

The recommendations of SRC in respect of Ph.D students are to be made on prescribed Proformas available in the office of concerned Department / Centre as well as in the Office of Dean (Research).

Annexure-1 Requirements with respect to degree/disciplines for admission to Ph.D. Programme (subject to R.2)

1. Information Technology (IT) i) A Master’s degree in Engineering/ Technology (Solid state Electronics/ VLSI/ Communication Systems/ Computer Science & Engineering / Information Technology ) or any other equivalent qualification recognized by the Institute, with a minimum of 65% marks or CGPA of 7.00 on a 10 point scale in qualifying degree. Rank holders in a degree examination conducted by a university or degree awarding institutions with an aptitude for research may also be considered. Such students must have high ranking valid score in GATE or equivalent national level examination.

2. Management Studies i) M.E. / M.Tech. / MBA (with engineering background) or equivalent qualification recognized by the Institute, with a minimum of 65% marks or CGPA of 7.00 on a 10 point scale in qualifying degree.

Rank holders in an Engineering degree examination conducted by a university or degree awarding institutions with an aptitude for research may also be considered. Such students must have high ranking valid score in CAT/JMET or equivalent national level examination.

3. Applied Sciences A Master’s degree in sciences (Physics, Mathematics, Electronics, Industrial Mathematics) or equivalent qualification recognized by the Institute, with a minimum of 65% marks or CGPA of 7.00 on a 10 point scale in qualifying degree. Student must have valid GATE/NET/ or equivalent national level examination score card.

4. For working professionals in industry and teachers in Technical Institutions, there is a provision for part-time registration. Such candidate must have a minimum of three (3) years experience in relevant area along with the qualifications mentioned above.

However, the minimum PG qualification would be relaxed to UG qualification (with B.E/B.Tech background) for persons working with the industry, but such candidates should have a minimum of five

(5) years relevant experience.

SECTION 35:

Subject to the provisions of this Act and the Statutes, the Ordinances of every Institute may provide for all or any of the following matters, namely: –

(a) the admission of the students to the Institute; Ordinances

(b) the courses of study to be laid down for all degrees and diplomas of the Institute;

(c) the conditions under which students shall be admitted to the degree or diploma courses and to the examinations of the Institute, and shall be eligible for degrees and diplomas;

(d) the conditions of award of the fellowships, scholarships, exhibitions, medals and prizes;

(e) the conditions and mode of appointment and duties of examining bodies, examiners and

(f) the conduct of examinations;

(g) the maintenance of discipline among the students of the Institute; and

(h) any other matter which by this Act or the Statutes is to be or may be provided for by the Ordinances.

SECTION 36

(1) Save as otherwise provided in this section, Ordinances shall be made by the Senate.

(2) All Ordinances made by the Senate shall have effect from such date as it may direct, but every Ordinance so made shall be submitted, as soon as may be, to the Board and shall be considered by the Board at its next meeting.

(3) The Board shall have power by resolution to modify or cancel any such Ordinance and such Ordinance shall from the date of such resolution stand modified accordingly or cancelled, as the case may be.

(4) ORDINANCE NO. 0: INTRODUCTORY

0.1 The constituents of the Senate and its functions are as defined in the Act and Statutes of the Institute. The Senate shall primarily be concerned with the academic affairs of the Institute encompassing academic staff, students and instructional matters.

0.2 The Senate shall ensure that every Academic programme, leading to the award of a Degree/Diploma as appropriate to the Programme, conforms to the Ordinances of the Institute.

0.3 The Senate shall discharge its duties and responsibilities generally through its Standing and Special Committees; and, Academic Streams/Divisions/Departments, Interdisciplinary programmes, and Centres. The Senate may delegate any of its powers to the Chairman Senate or to its Committees at any relevant or appropriate time.

0.4 The senate is the apex body recommending all academic matters of the institute to the Board of Governance for approval/ratification. The Senate may empower the Dean(Academics)/Professor-in-charge(Academics) for smooth functioning of the academic matters.

ORDINANCE NO. 1: ACADEMIC PROGRAMMES AND DEGREES/DIPLOMAS

1.1 The Senate, after examining each proposal for introduction of a new Programme from the point of view of its viability and desirability in the light of broad goals as set forth in the Act & Statutes of the Institute, shall make suitable recommendations to the Board of Governors of the Institute.

1.2 The recommendations of the Senate on each proposal for introduction of a new Programme shall be considered by the Board of Governors. In case no new Degree/Diploma is being mooted in the said proposal, the Board may approve the proposed Programme recommended by the Senate for implementation. However, in case the proposal involves the award of a new Degree/Diploma and Board concurs with the recommendations of the Senate, the Board shall seek the advice of the IIIT Council for introduction of such a Degree/Diploma.

1.3 The minimum admission standards and the duration of each Programme, whether existing or new, shall be advised by the IIIT Council.

1.4 The curriculum of each Programme, required for its successful completion, shall require prior approval of the Senate. Any change in the approved curriculum of any existing Programme shall also require prior approval of the Senate.

1.5 The Senate shall approve the format of each Degree/Diploma to be awarded to a student after successful completion of the Programme. Any revision in the format of a Degree/Diploma shall also require approval of the Senate.

1.6 Conferment of an Honorary Degree of the Institute shall be in accordance with Statute 24. The Senate shall approve the format of the Honorary Degree in each case.

ORDINANCE NO. 2: ACADEMIC CALENDAR

2.1 The academic year normally begins in July every year and ends in June. Each Academic Session shall consist of two regular semesters and a Summer-semester, apart from vacations, and mid-semester breaks. Each regular semester shall consist of about fourteen working weeks in addition to one week of mid-semester break and two weeks of examination period. The Summer-Semester shall consist of about six working weeks, excluding the examination period.

2.2 The exact dates for the important academic events scheduled during the Academic Session shall be specified in the Academic Calendar. In particular, the dates for the following events shall be specified:

Orientation, Registration, Late Registration, Commencement of Classes, Adding and Dropping of Courses, Submission of Documents, Date of Essential Examinations, Submission of Grades, Moderation of Grades, Vacations, Mid-Semester Breaks.

2.3 The Academic Calendar shall be displayed on the Institute’s website.

ORDINANCE NO. 3: ADMISSIONS & CURRICULUM

3.1 Admissions to all the IPG/M Tech/MBA programmes are made once in a year in as per the guidelines framed by MHRD, Government of India, from time to time. The admissions of foreign nationals and Indian students ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 51 studying abroad to Engineering programs in Centrally Funded Institutions (CFIs) is being done under DASA (Direct Admission of Students Abroad) scheme.

3.2 These admissions to the IPG/M Tech/MBA shall be made once a year on the basis of the entrance examinations as specified by the IIIT Council. The admissions to Ph.D programme shall be twice a year.

3.3 Reservation shall be as per MHRD, Government of India, guidelines framed from time to time. Students shall pursue the respective programmes allocated to them at the time of admission.

3.4 The number of admissions that can be made to any approved Programme of the Institute shall be as decided by the Senate from time to time. Reservation of seats for various reserved categories shall be as prescribed by the IIIT council.

3.5 The eligibility requirements and frequency of admission to the M Tech (Two Year) and MBA (Two year) programmes as well as approved Postgraduate Programmes shall be decided by the Senate, taking into consideration any requirements that may be specified by the IIIT Council.

The eligibility requirement for sponsored postgraduate candidates shall be decided by the Senate.

3.6 Candidates studying in the final year of their qualifying degree may be considered for provisional admission to the M.Tech/MBA/Ph D and other Postgraduate Programmes provided they satisfy all other essential eligibility and qualify the admission process requirements for admissions to such programmes prescribed by the Senate.

3.7 The admission procedure for Postgraduate Programmes shall be as laid down by the Senate from time to time.

3.8 The admission requirements and procedures for all categories of students shall be as laid down by the Senate.

3.9 Every student, admitted provisionally to any Programme of the Institute, shall submit copies of the qualifying degree/provisional certificate and such other documents as prescribed by the Senate. These documents must be submitted by the prescribed date.

3.10 The admission, provisional, of any student who either does not submit the required documents by the stipulated date or fails to meet any other stipulated requirement for admission can be cancelled by the Senate.

3.11 The admission of any student may also be cancelled by the Senate, at any later date, if it is found that the student had supplied some false information or suppressed some relevant information while seeking admission.

3.12 The Institute shall be open to persons of either sex and of whatever race, caste or class, and no test or condition shall be imposed as to religious belief or profession while admitting the students.

3.13 The details of the curricula for various academic programmes are published in a separate document named “Courses of Studies“ by the Institute. This brochure is a one-stop up-to-date curriculum for each admitted batch of students for every program. The syllabi of various subjects shall be published separately on website.

ORDINANCE NO. 4: REGISTRATION

4.1 The Senate shall lay down norms for registration for all categories of students.

4.2 The semester registration in the Institute involves:

(a) filling of the registration form /registering the academic courses online mentioning the courses to be credited in the semester/summer semester from among the courses offered by the Institute and the programme requirements specified in the curriculum, and

(b) payment of fees and clearance of outstanding dues, if any.

The entire responsibility for the semester registration rests with the student concerned.

4.3 Before the commencement of each semester, every student, unless otherwise exempted by the Senate, shall register for the prescribed courses to be pursued during that semester on the registration date as specified in the Academic Calendar till the Degree requirements are completed in terms of credits completion. The registration for Summer-Semester shall be subject to the conditions that may be laid down by the Senate.

4.4 Payment of prescribed semester/summer semester fees, and all other dues outstanding against the name of the student to the Institute, the Hostels or any other recognized unit of the Institute shall ordinarily be a precondition for registration.

4.5 For bonafide reasons, students may be permitted to register late in a semester on the date so prescribed in the Academic Calendar on payment of prescribed late registration fee.

The Senate shall lay down the conditions and procedure for such late registration. Any other exceptional case of registration shall require approval of the Senate.

4.6 The registration of any student may be cancelled or changed during the semester / summer semester, partly or wholly, according to the norms laid down by the Senate.

4.7 A letter grade shall be awarded in a course to a student only if the student is duly registered in the course at the time of the award of the letter grade.

4.8 A list of courses to be offered during the semester shall be put up on the notice boards/website and will be made available to the Course Instructor. A student is normally permitted to register for six/seven courses per semester as per the IPG/M.Tech/MBA curriculum of the Institute. Each course carries a weightage in terms of credits depending upon the number of contact hours including lectures and tutorials and/or laboratory hours attached with the course. The normal academic load consists of 25-30 credits per semester.

The minimum credit requirement for each academic programme shall be determined by the Senate.

4.9 A student is required to ensure that she/he has completed the pre-requisite(s), if any, for each course to be registered for. At any stage if it is found that she/he is not meeting the pre-requisites of a course then the registration of the student in that course may be cancelled.

4.10 A student may, be permitted to take an overload based on the criteria set down by the senate. Similarly, a student, for valid reasons may also be allowed to take a reduced load.

4.11 An academically deficient student may be required to take a reduced load as per the provisions / recommendations of Cmpetent Authorities. An academically deficient student is one who has accumulated backlog of courses by either not registering for or by failing in the course in spite of registering in it in previous semester(s). The deficiency may be due to several reasons such as poor grades, not registering for course(s) due to health and /or other reason(s). Registration of deficient students is done as per the recommendations of the Student Advisory Committee.

The programme for deficient student shall be framed on advice of the concerned faculty adviser.

4,12 Cancellation of registration: Absence for a period of four or more weeks at a stretch or in total during a semester/summer semester shall result in an automatic cancellation of the registration of a student from all the courses in that semester/summer term. In case the absence is in a particular course then the student is required to drop that course in the given semester.

ORDINANCE NO. 5: LEAVE OF ABSENCE

5.1 Absence during the semester shall be discouraged for all registered students. However, for bonafide reasons, a student may be granted leave of absence as per proviso made for such absence in the Ordinances.

5.2 Postgraduate students shall be entitled to the following leave of absence without loss of Financial assistance:

Short Leave, Maternity leave/Paternity Leave (as per GOI norms) Temporary Withdrawal / Semester Leave (Partial withdrawal from the semester shall not be allowed) ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 53 Applications for leave of absence should be addressed to the programme coordinator and submitted to the academic section with a medical certificate, if applicable. Leave usually must not be availed without prior approval of the programme coordinator. In addition, if a student is going out of campus on leave, she/he must inform the Hostel authorities in writing. Failing this the hostel/Institute authorities may initiate an action as deemed appropriate by them

5.3 Leave of absence beyond that provided in the Ordinances 5.1 to 5.2 may also be granted. However, such leave of absence shall entail loss of financial assistance, if any.

5.4 Without prejudice to the provision made for leave of absence in the Ordinances, absence for a period of four or more weeks at a stretch, during a semester, shall result in automatic cancellation of the registration of students from the course(s) in that semester. However, award of partial credit of research units, if applicable, may be considered forsuch students.

5.5 Unauthorized absence (i.e., absence without due permission) may, result in termination of the student's programme by the Senate in addition to loss of financial assistance for the entire period of such unauthorized absence(s) or part thereof.

5.6 Students are expected to complete their Programme without any break. However, for bonafide reasons, students may be granted leave of absence from the Programme. But such absence(s) shall ordinarily not exceed two semesters with or without break, and this break will be counted towards the maximum course duration permitted for the said Programme ORDINANCE NO. 6: RESIDENCE AND ACADEMIC REQUIREMENTS

6.1 Residential Requirements: For all the full time courses, the students of all programmes are required to be present physically on regular basis till the course is completed / till the date of Thesis Viva for IPG/M.Tech/MBA programme.

6.2 Each course is conducted by the course instructor (in some cases with the assistance of the teaching assistants/tutors). The course instructor is responsible for planning and running the course, conducting the examinations, evaluating the performance of registered students, awarding the grades at the end of semester / summer semester and submitting the grades to the Academic Section.

6.3 The evaluation of students in a course is a continuous process and is based on their performance in end-semester examination, mid-semester examination, quizzes, assignments, tutorials, projects, laboratory work (if any), etc.

The course instructor shall announce the evaluation scheme along with the weightage for various components at the beginning of the course. The schedule for the mid-semester examination, end-semester examination and make-up examination (if any) is prepared and announced by Academic Section.

ORDINANCE NO. 7: TEACHING & EVALUATION

7.1 The medium of instruction shall be the English Language.

7.2 Each course, along with its weightage in terms of units, shall require approval of the appropriate Standing Committee of the Senate according to the course approval procedures laid down by the Senate. Only approved courses can be offered during any semester/summer semester.

7.3 Each approved course, whenever offered in any given semester, shall be conducted by the assigned Courseinstructors with the assistance of the required number of teaching assistants/Tutors. The Instructor-in-Charge shall be responsible for conducting the course, holding the examinations, evaluating the performance of the students and awarding the grades at the end of the semester. The grades submitted by the Course Instructor may be put before the moderation committee appointed by the Senate. The final grades for a course shall be declared after the approval from the Chairman, Senate.

7.4 The list of all courses to be offered by a department, during any semester/summer-semester shall be finalized, before the beginning of the 54 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] semester/summer-semester by the concerned Head of the Stream/Division/Department, taking into consideration all the requirements and the recommendations of the Senate.

7.5 The Course Instructors, Tutors (if any with course instructor) for all the courses to be offered by a department, during any semester/summer-semester, shall be assigned by the concerned Head of Department./Stream/Division.

7.6 In each semester, there shall normally be two Mid-Semester Examinations (called as “Minor examinations”) and one End-Semester Examination (called as “Major Examination”). As far as possible, all the examinations shall be conducted during the announced examination periods.

7.7 Students who fail to appear in any examination, due to bonafide reasons, may be permitted to appear in the Make-up Examination (called as “Re-minor examination/Re-major examination”) as per the procedures laid down by the Senate.

7.8 The minimum credit requirements for various progarmmes shall be decided by the Senate. Normally, for five year Integrated Post Graduate programme the credit requirement is of the order of 230-240 credits, 58-70 for M.Tech/MBA, and 12-14 for PhD.

7.9 Award of Grades :The grade awarded to a student in a course, other than laboratory course, for which he/she is registered, will be based on his/her performance in quizzes, tutorials, laboratory work, workshop and industry and home assignments, as applicable; in addition to a minimum of two minor tests and one major test. The distribution of weightage is to be decided and announced by the course instructor. For laboratory courses, the course coordinator will evolve a method of evaluation and announce it in the first laboratory class. 7.10 Performance Indices - The Semester Grade Point Average (SGPA) of a student is an indicator of her/his overall academic performance in all the courses she/he registers for during the semester.

The Cumulative Grade Point Average (CGPA) indicates the cumulative academic performance of a student in all the courses taken including those taken in the previous semesters. It is computed in the same manner as SGPA.

where ci is the number of credits offered in the i th subject of a semester for which SGPA is to be calculated , pi is the corresponding grade point earned in the i th subject, where i = 1,2,….. n , are the number of subjects in that semester.

7.11 Whenever, a student is permitted to repeat or substitute a course, the new letter grade replaces the old letter grade in the computation of SGPA/CGPA, but old grades appear in her/his Grade Report.

7.12 For the purpose of calculation of SGPA or CGPA, only those courses (including minors and majors projects) will be taken into account in which the student has been awarded one of the grades (as mentioned in Table 7.1)

7.13 Earned Credits (EC) -The credits for the courses in which a student has obtained 'D' (minimum passing grade for a course) or a higher grade will be counted as credits earned by him/her. Any course in which a student has obtained F, I or NP grade will not be counted towards his/her earned credits. In addition to the credit courses, specified number of courses shall be compulsory audit courses. In order to clear compulsory audit courses, a student must get an 'NP' grade to clear them. It is essential that a student pass the compulsory audit course. In the event of his/her failure to do so, he/she shall be not declared pass even though he/she has cleared the credit courses.

7.14 A student is permitted to re-register only for the course, which he/she has undergone and in which he/she has secured an F, I or NF grade.

7.15 The requirements for I Grade/NP/NF grades will be as per the criteria laid down by the Senate.

7.16 Auditing of Courses - The Institute encourages students towards supplementary learning by auditing for additional courses. The permission to audit a course has to be taken from the concerned course coordinators.

However, the auditing of course(s) is permitted only after a student has satisfactorily completed minimum credit of the course work.

The audit requirements in terms of attendance and some minimal work shall be specified by the course instructor.

Auditing of a course is permitted only up to the last date for adding of courses, as given in the Institute's academic calendar. Dropping of an audit course, however, can be done at any time of the semester by filling a formal application for the same. The grades obtained in the courses registered as audit course shall not be counted for the calculation of the Semester Grade Point Average (SGPA) or the Cumulative Grade Point Average (CGPA)

7.17 The grades of a student may be withheld if she/he has not paid her/his dues, or if there is a case of indiscipline pending against her/him, or for any other reason.

7.18 The time limits for preservation of academic records shall be decided by the senate.

7.19 The maximum duration permissible for a Programme shall be decided by Senate.

ORDINANCE NO. 8: THESIS EVALUATION

8.1 The evaluation procedure for IPG/M.Tech//MBA theses shall be laid down by the Senate.

8.2 The ordinances for Ph.D. thesis evaluation are laid down separately by the Senate.

ORDINANCE NO. 9: CONDUCT OF DISCIPLINE

9.1 Each student shall conduct himself, both within and outside the campus of the Institute, in a manner befitting a student of an Institute of National importance. No student is expected to indulge in any activity which tends to bring down the prestige of the Institute. Each student shall show due respect and courtesy to the faculty members, administrators, officers and employees of the Institute; and good neighbourly behaviour to fellow students. They should also pay due attention and courtesy to the visitors and residents of the campus.

9.2 Lack of courtesy and decorum; unbecoming conduct (both within and outside the Institute); wilful damage or removal of Institute property or belongings of a fellow student; disturbing fellow students in their studies;

adoption of unfair means during examinations; breach of rules and regulations of the Institute; noisy and unseemly behaviour and similar other undesirable activities shall constitute violation of the Code of Conduct of students.

9.3 Violation of the Code of Conduct of students by any student, shall invite disciplinary action and may merit punishment, such as reprimand, disciplinary probation, fine, being debarred from examination, debarring the use of placement services, withholding of grades, withholding of degree, cancellation of registration and even dismissal from the Institute.

9.4 The Warden of the concerned Hostel shall have power to reprimand or impose fine or take any other such suitable measure against any resident of the Hostel who violates either the rules and regulations or the Code of Conduct pertaining to the concerned Hostel.

9.5 The Course Instructor of a course shall have the power to debar a student from the examination in which the student is detected to be using unfair means. The Course Instructor shall have the power to take appropriate action against a student who attempts to misbehave in the class.

9.6 Ragging, in any form, is strictly prohibited and any violation shall be considered as a serious offence, leading to appropriate penal action as laid down from time to time by the institute. .

9.7 The Senate may constitute a Standing Committee to investigate the alleged misdemeanour reported and recommend a suitable course of action. The Senate may also prescribe the procedure for dealing with the recommendations of this Committee. Violation of the Code of Conduct of students, by a student or a group of students can be referred to this Committee by any student/faculty /any other functionary of the Institute.

9.8 In exceptional circumstances, the Chairman, Senate may appoint a Special Disciplinary Committee to investigate and/or recommend the action to be taken in case of any act of gross indiscipline involving a large number of students which may tarnish the image of the Institute.

9.9 The case of a defaulting student recommended for dismissal from the Institute shall ordinarily be referred to the Senate for its final decision.

9.10 A defaulting student who feels aggrieved with the punishment awarded may prefer an appeal to the Chairman, Senate stating clearly the reasons why the punishment should not be awarded. The Senate shall prescribe the procedure to process such an appeal.

9.11 A student who is found guilty of some major offence may not be recommended by the Senate to the Board of Governors for the award of a degree/diploma/certificate even if all the academic requirements have been satisfactorily completed by the concerned student.

ORDINANCE NO. 10: GRADUATION REQUIREMENTS AND GRANT OF DEGREES

10.1 An IPG student with a CGPA below 5.0 is not eligible for graduation.

An M.Tech./MBA student with a CGPA below 6.0 is not eligible for graduation.

10.2 A student shall be deemed to have completed the graduation requirements if the student has:

(a) passed all the prescribed courses;

(b) attained the minimum required CGPA;

(c) satisfied the minimum academic and other requirements including residence requirements for the academic programme prescribed by the Senate;

(d)satisfied all the requirements specified by the concerned stream/division/department, if any;

(e) satisfied all the requirements specified by the Senate and the Ordinances.

In addition, the student should have paid all the dues to the Institute, and should have obtained ‘No Dues “clearance from various units as specified by the Senate, and, should have no pending case of indiscipline.

10.3 A student who has completed all the graduation requirements shall be recommended by the Senate to the BOG for the award of appropriate Degree/Diploma in the ensuing Convocation. A Degree/Diploma can be awarded only after the Board has approved the award of the Degree/ Diploma.

10.4 Under exceptional circumstances, where gross violation of the graduation requirements is detected at any later stage, the Senate may recommend to the Board of Governors to withdraw the Degree/Diploma, already awarded.

ORDINANCE NO. 11: HOSTELS ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 57

11.1 The Institute is a residential Institute and, therefore, every registered student shall reside in a room assigned to him in one of the Hostels. In exceptional cases, the Director may permit a student to reside with his or her parent/local guardian. Such students shall, however, pay full seat rent and such other dues as may be prescribed from time to time.

11.2 For each Hostel, there shall be a Warden/Assistant warden(s). The office of the Warden shall be held by the members of the academic staff of the Institute. These appointments shall be made by the Director. The Warden shall be responsible for managing the Hostel efficiently.

11.3 Every student residing in a Hostel shall join the Hall Mess. However, the Warden may exempt an individual student from the Mess on medical grounds for a specified period.

11.4 During Institute vacations, messes of a few Hostels will function, depending upon need. All students staying in the Hostels during vacation shall have to join one of these messes. No other arrangement will normally be permitted.

11.5 The passing out IPG/M. Tech/MBA students will have to vacate hostel latest up to the date of 30th June of calendar year (in case Final Thesis Viva is held before 30th June of calendar) or up to the date of viva (with payment of semester registration fees). Ph.D students will have to vacate the Hostel latest by the Final Thesis Submission date.

11.6 Every student shall be personally responsible for the safe up-keep of the furniture and other items supplied to him/her and will be charged for any damage or loss caused by design or negligence during the occupancy of the room.

11.7 Every student must pay the mess bill by the due date, announced by the Warden. Failure to deposit the dues in time may result in fine or such other penalty as the Warden may deem fit. Even the registration of a student may be cancelled in case of failure to clear the mess dues within prescribed due date.

11.8 Hostel residents shall respect the right of each individual to express his/her ideas, pursue his/her interests and follow the style of life most meaningful to him /her without hurting /disturbing the other hostel residents. However, political campaigning is prohibited.

11.9 Visitors and persons of the opposite sex are strictly prohibited to enter the residential blocks of the Hostels.

11.10 Use of liquor, drugs, or any other intoxicants in the Hostels and all premises is strictly prohibited.

11.11 Every resident shall comply with all the rules and regulations of the Hostels as may be in force from time to time.

The Institute shall take necessary actions against the defaulters.

ORDINANCE NO. 12: SCHOLARSHIPS, PRIZES, MEDALS AND FINANCIAL ASSISTANCE

12.1 Merit-cum-Means scholarships, Freeships, Prizes and Certificates of Merit shall be awarded to students according to the rules laid down by the Senate.

12.2 Scholarships and freeships are liable to be withdrawn, partially or wholly, in case of misconduct, deliberate concealment of material facts and/or supply of false information.

12.3 Students leaving the Institute on their own accord without completing the programme of study may be required to refund the amount of scholarship as per the rules of the Institute.

12.4 No student can receive two scholarships simultaneously.

12.5 Scholarships will not be paid after the date by which a student completes all the prescribed requirements of an academic programme.

12.6 To promote and recognize academic excellence, constructive leadership and overall growth and development of students, the Senate shall award Prizes/Medals/Scholarships to be instituted either by the Institute or through endowment /grants of donors. The norms and conditions for the institution of such Scholarships/ Prizes/Medals shall require approval of the Board of Governors.

12.7 Indian Nationals who are admitted as non-sponsored, regular, full-time postgraduate students shall be eligible for financial assistance according to the norms approved by the Board of Governors and by the Ministry of Human Resource Development.

12.8 Postgraduate students can also receive financial assistance/stipend from government, public sector organizations, private industrial and commercial organizations, and research/consultancy schemes of the Institute.

DISCLAIMER

1. Any doubt or dispute about the interpretation of these Ordinances and Regulations shall be referred to the Chairman, Senate whose decisions shall be final.

2. Any other matter not covered in the Ordinances shall be referred to the Senate.

GLOSSARY Academic Programmes � Integrated Post Graduate (IPG) Programme The Institute offers a five-year dual degree Integrated Post Graduate (IPG) programme leading to dual degree of Bachelor of Technology in Information Technology and Master of Technology/ Master of Business Administration.

� Master of Technology Programme The Institute offers a four-semester Master of Technology programme (M.Tech) in the areas of Advanced Network, Digital Communication, Information Security, Visual Information Processing and VLSI.

� Master of Business Administration Programme The Institute also offers a four-semester programme Master of Business Administration. The focus of the programme is to integrate IT with business processes.

Curriculum of a Programme - a prescribed set of courses and other academic activities Course - a sequence of topics which can be covered during a semester Approved - a course approved by the appropriate body using the guidelines provided by the Senate Credits - approved weight of a course which is based on the total effort expected of a student Credit System Education at the Institute is organized around the semester-based credit system of study. The prominent features of the credit system are a process of continuous evaluation of a student’s performance/progress and flexibility to allow a student to progress at an optimum pace suited to his/her ability or convenience, subject to fulfilling minimum requirements for continuation.

A student is allowed to attend classes in a course and earn credit for it, only if he/she has registered for that course.

A student’s performance/progress is measured by the number of credits that he/she has earned, i.e. completed satisfactorily. Based on the course credits and grade obtained by the student, grade point average is calculated.

All programmes are defined by the total credit requirement and a pattern of credit distribution over courses of different categories.

(a) Course credits assignment Each course, except a few special courses, has a certain number of credits assigned to it depending upon its lecture, tutorial and laboratory contact hours in a week. This weightage is also indicative of the academic expectation that includes in-class contact and self-study outside of class hours. Lectures and Tutorials: One lecture or tutorial hour per week per semester is assigned one credit. Practical/Laboratory: Two laboratory hours per week is assigned one credit.

(b) Earning credits At the end of every course for which a student has registered, a letter grade is awarded in each course for which a student had registered. On obtaining a pass grade, the student accumulates the course credits as earned credits. A student’s performance is measured by the number of credits that he/she has earned and by the weighted grade point average. A student has the option of auditing some courses. Grades obtained in these audit courses are not counted for computation of grade point average. However, a pass grade is essential for earning credits from an audit course; this does not apply to postgraduate programmes.

Academic year The period of formal academic instruction, usually extending from July through June. It is divided into two semesters and summer semester.

Audit Enrolling in a class on an audit basis means the class would not count for credit or grade point average.

In some cases, Registration for audit may require the permission of the course coordinator.

Colloquium A gathering of students to discuss a given topic over a period of a few hours to a few days.

Comprehension Comprehension will be a comprehensive viva which will test the knowledge and skills gained by students. It will also help them to appreciate the importance of integration.

Credit course A class with specified learning goals which the student is required to meet in order to pass the course and that may be applied toward the fulfillment of degree requirements at the Institute.

Electives Electives are the academic courses chosen by the student from a set of options, as opposed to a required course. While required courses (sometimes called core courses) are deemed essential for an academic degree, elective courses tend to be more specialized. Elective courses usually have fewer students than the required core courses.

Grades Evaluative scores provided for each course, and often for individual examinations or papers written for that course.

There are letter grades (usually A, A(-), B, B(-), C, C(-), D, F, I) .

Incomplete - grade 'I' used by Course Instructor at the time of submission of grades when the performance of a student in a course/project cannot be assessed due to valid reasons.

Lecture A lecture is an oral presentation intended to present information or teach students about a particular subject.

Major Examination Usually a major examination is given at the end of the semester.

Minor Examination:

Usually two minor examinations are given in the semester.

Practicals provide opportunities to study and gain hands on experience on the practical applications of the concepts taught in the Lectures for a particular subject.

Seminar Most commonly offered as upper-level and postgraduate courses, these are small classes of approximately 15 students each, designed to facilitate intensive study of specific subject areas.

Summer Internship In Summer internships to students undertake projects at various other Institutes/Industries/Organizations like Bank, insurance/ Research Organizations, that not only give them an opportunity to learn but also to contribute to these Institutes / Industries /Organizations like Bank, insurance/ Research Organizations. They work on cross functional operational projects that expose them to all the verticals of the company.

This internship will expose the students to real life environment and will also sensitize them about contemporary models of business. It is also expected students will sharpen their soft skills and also prepare them for careers in Technology Sector and business. After the Summer Internship, the assessment is done by in the Colloquium.

Tutorial A method of providing help to students by instruction outside of class. A tutorial is a method of transferring knowledge and may be used as a part of learning. More interactive and specific than a book or a lecture; a tutorial seeks to teach by example and supply the information to complete a certain task. Teaching course that is generally offered in conjunction with a lecture in which the material is dealt with actively in more depth. A tutorial system is basically a form of one on one teaching.
