1. Distribution Companies of Power Department have been purchasing various store articles in rotation i.e. if during one year an items was purchased by UHBVN, in the next year the same item is being purchased by DHBVN on behalf of itself as well as the other DISCOM. Further, the specification of the store items are changed by the respective DISCOM quite frequently.
2. It has also been observed that pre-qualification conditions of various tenders as well as the NIT conditions are also changed very frequently. Observations have been made in this regard by High Powered Purchase Committee of the State that the NIT as well as the pre-qualification conditions adopted by Haryana Power Utilities (HPUs) are not standardized and in tune with the prevailing market conditions. At times it is resulting into restriction of competition. Therefore, it is ordered as follows:- i. In order to streamline purchase of store articles in both the DISCOMs, it has been decided that both the DISCOMs will effect purchase of store articles in respect of both the utilities as per list given below:- Sr. No. DHBVN Sr. No. UHBVN

Repair contract for Power T/Fs (all ratings) This supersedes the existing practice of swapping of the items in UHBVN & DHBVN on yearly basis notified vide Office Order No. Ch-35/DSP-106/Vol.-XI dated 5.12.2008. ii. Both the DISCOMs will build thorough database and expertise for undertaking procurement of store articles allocated to them. They will obtain specifications adopted by utilities of other States as well as private utility in respect of articles to be procured by them. Complete data base relating to each item will be created along with the historical data relating to purchase of those items by HPUs/DISCOMs. Based on the information so collected, revised specifications which are in accordance with the market trend and suites the requirement of DISCOMs, will be notified by the respective utility and hosted on the website of the HPUs. Thereafter, ordinarily there should be no change in the specification. However amendment in the specifications can be carried out with prior approval of Board of Directors after giving detailed reasons. Without approval of BoDs, notified specifications of the articles cannot be changed. iii. Pre-qualification conditions of the manufacturers/suppliers of the store items will also be reviewed. Prescribed pre-qualification requirements and practices in private utilities and the utilities of other States will be examined thoroughly by the DISCOM concerned. If necessary suggestions from important suppliers will be obtained. HARYANA GOVT. GAZ., (EXTRA.), NOV. 19, 2015 (KRTK. 28, 1937 SAKA) 2742 Based on such a study and examination of facts, pre-qualification conditions for supply of each store articles will be revised, and hosted on the website on the HPUs. No changes will be allowed thereafter except with prior approval of the BoDs with reasons. iv. Similar exercise should be done in respect of NIT conditions. It has been observed that some of the conditions restrict competition. All NIT conditions of each store item should be reviewed by the respective utility. Thereafter, standard tender documents will be prepared in respect of each item and hosted on the website. No changes in the NIT conditions will be allowed without prior approval of BoD. v. Similar procedure will be followed in respect of turnkey projects. vi. All the stores will be fully computerized. All receipts including serviceable as well as unserviceable articles, and releases from the stores, should be done through an automatic computer process so that precise availability of inventory items is known to all concerned at any point of time. Above exercises should be completed within a period of three months. MDs of DISCOMs will present progress in all these matters every months to the Government as well as to the respective BoDs in their meetings.
