2. Any person who desires to undertake any of the above mentioned processes or operations in the said areas, shall submit an application to the Secretary' Ministry of Environment and Forests, IJew Delhi, in the attached application form (Annexure) specitying, inter alia, details of the area and the proposed l)roces-s or operation. He shali also furnish an Environment Impact Statemerl[ and an Environmental Management Pian along with the application and sitch other information as may bi required by the central Government for consi<jering the appiication.
3. The centrai Government in the Ministry of Environment and Forr:sts shall' having regard to the guidelines issued by ii tiom time. to time for givinl;5 effect to the provisions of thelaid Act, grant pelmissi6n within a period of thr':'e months from the date of receipt of the applicition or where further informatiorr has been asked for frornthe applicant, witllin a period of three months from the <late of the receipt of such information, or refuse permission within the said time ol'L the basis of the impact of the proposed process or opelation on the environment in the said afea.
