Duties of Villagc Watchman.
g. 'l'he fbllowing dutics will be pcrfirrmed by thc Villagc watchman:

He shall keep watch and ward in his bcat/villagc arca, IIe shall rcport about the movcmcnts of pcrson who is of notorious character ot house breaker or of suspicitttts character,
(vii) IIe shall keep the Gram Panchayat/ Policc Ol'ficcr Incharge ol'the area in{blmed ol'all disputes which are likely to lead to any rension, riot or scrious afff ity and of all intelligence he reccivcs affecting the public peacc within or ncar his village or beat,
(viii) Ile shall report ttt Gram Panchayat at oncc to the Policc tlr to such any other officer as may be specified by thc Dcputy (lommissioner. Any information which he may obtain with respect to the commissiorr of, or intention to commit any of thc tbllowing offenccs or occurrences of any accidcnt or salbty hazard in his village ot'beat' that is to say--.
(a) rioting'
(b) concealment of birth by secret disposal ol' dead body'
(c) causing of miscarriage,
(d) Rape or attempt to rape,
(e) Any othcr crime against women or attempt to commit crime against women.
(0 exposure of a child,
(g) mischief by fire,
(h) mischief to animals by poisoning,
(i) attempt tcl commit or abetment o1' thc commission oi' any of the above offences,
(g) attempt to commit culpablc homicids,

(ix) I.Ie shall rcpol.t to the concerncd Gram Panchayat /concerned authorities about the appearance of any epidemic disease among pcople or animals in his village or beat,
(x) IIe shall rsport to the concerned authority about thc pcrson against whom a t'easonable complaint has been made or a rcasonable suspicion cxists of his having been involved in any such offence;
(xi) I-Ie shall rcport to the conccrncd authority about the pcrson found rvith property in his possession which may reasonably be suspccted to .bc stolen property,
(xii) IIe shall rcport to thc cgnccrned authgrity about thc person who is suspected tlf bcing a dcsertcr ti'om the Armed Irorces or Paramilitary Iiorces' 4
(xiii) Ile shall rcport any othcr inlirrmation which he thinks is f,it to bc supplied to District Administration /Gram Panchayat/i)olicc Ol'l'icor or ll.cvenue Officer.
Power to arrest.
10. (l) iivery
(a) Village Watchman. may. without orders liom a Magistrate ancl without a wan'an[ arrest any porson who in thc sight of such Watchnran commits a cognizable ofl'ences as defined in thc C'ode of Criminal Procedurc 1973 (2 <t1' 1914);
any person who has bccn proclaimed ofl'ender cither under thc Codc of Criminal Procedure(b) or in a Police Gazcttc notification:
(2) If a person forcibly resists an cndcavour to arrcst him, cvcry means necessary to effect the arrcst.
(3) No persons arrested by Village WaLchman shall bc subject to Village Watchman may use all more restraint than is necessary . to prcvent his escape.
(4) 'fhe Village Watchman shall fbrthwith senci any persons or persons so arrested by him before the officer incharge of the police station.within the limits o1 which his beat is situated:
provided that during the hours of darkness, the person or persons arrested may bc detained in custody at thc village, but must bc taken as early as possible on the following morning to the policc station.
(5) 'fhe excrcise of powcr to arrcst shatl bc subject to provisions of applicable laws.
Substitutc appointment.
11. The Deputy Commissioncr firr thc reasons to be rccordcd may ordcr that thc headman of the village shall excrcise the authority and pcr{orm thc duties o1'Villagc Watchman as a substitute.
I'ayment of honorarium.
12. (1) Every Village Watchman shall receive per month an honorarium in cash as fixed and notified by Government l'r'om time to timc.
(2) The Villagc Watchman shalt be provided an annual uniform allowance of and an,annual allowance fbr l-athi, battery and whistle as dccided and notified by Govcrnrncnt time to time.
(3) The Sub l)ivisional Magistrate shall cnsure that the payments of honorarium is rnade to Village Watshman by the 7th ol'every month in the prescnce of Sarpanch of the Gram Panchayat and two Panches.
'I'he Sarpanch will submit a report verifying payment to the concerncd Sub Divisional Magistrate by l0th day to the month alongwith the signatures of the Village Watchman. The payment of honorarium as well as uniform allowance will be made to the Village Watchman by thc authorized official from the funds givcn by the Government fclr the purposc.
Transf'er.
13. No Village Watchman shall bc liablc to transf'er tj'om one village or beat to other village or beat.
Repeal and Savings.

(a) "Act" means thc l'}unjab Laws Act, 1872.
(b) "Beat" mcans a spccificd arca in which a Watchman shall be responsible for keeping ward and watch.
(c) "Commissioncr" mcans the Commissioncr ol'the I)ivision.
Gl) ''Deputy (lornmissioner" means tho I)cputy (lommissioner of a district and includes any officer not below thc rank of' Assistant C'ollcctclr appointcd by thc Governmcnt to perlbrm thc f'unctions ol' a l)cputy (-'ommissioncr undcr thcsc Rulcs.
(e) "(iram Panchayat", "l?anchiryat Samiti" and "7,ila Parishad" means thc (iram Panchayat, Panchayat Samiti anC 7}lit Parishad as defined in thc llaryana Panchayati Raj Act, 1994 (Act II ol' 1994).

2. In the Haryana Chowkidara (Watchman) Rules,z}l3,in rule 4,-
(i) in sub-ruIe (2), for the sign, ". " existing at the end , the sign " : " shall be substituted; and

'Ihese rules may be called the Haryala Chowkiclara (Watchman) Arnendment Rules, 20 l8' Z. I1 the Haryala Chowkidara (Watchman) Rules,20 13 (hereinafter called the said rules), in rule 3, lor clause (b), the following clause shall be substituted, namely:- ,.he should have passed at least the lOth class with HindiiSanskrit as one subject from a Governntent School or Governr.pent Rccognized School. However, this new educational qualification would be applicable from the date of notification.".
3. In the said rules, in rule 9, after clause (xiii), the fotlowing clauses shall be added, namely:- .,(xiv) He shall prepare the registel of birth and death and shall send a rnonthly report to the District Magistrate.
(xv) He shall inforrn the police statior, in case of any situation arising relating to breach law and order'
(xvi) I:le shatl assist the police for controlling the law and order situation.
(xvii) IJe shall inforrn the police about theft of electricity, water, tree, anitnal, tmacltines and equipments of agriculture.
(xviii) Ile shall assist the police to clear the blockade of road and traffic.
(xix) He shall assist the police in extinguishing the fire in the fields.
(xx) FIe shall assist the police control room and emergency response vehicles.
(xxi) He shall remain pr.esent during the visit of Very Important Persons and Very Very Irnportant Persons and shall assist the Police and District Administration in official works.
(xxii) Apart from the above, he shall carry out the work assigned to hirm by the District Magistrate frotn time to tirne".
4. In the said rules, in rule 12, in sub-rule (2), for the words and sign "Lathi, battery and whistle", the words and signs ..Lathi, battery, whistle, umbrella and by-cycle", shall be substituted.
